The Social Market Economy has been regarded as a typically Gelman model of capitalism contrived to make possible rapid economic recovery after the catastrophe of the Second World War, a model of capitalism that put greater emphasis upon social objectives than the Anglo-Saxon model of capitalism. Recently discussion of the Social Market Economy has become a matter of contemporary relevance not only in the former Soviet bloc countries, but also in Korea. It is believed by many to be an economic formula that might be useful to bring about the rebuilding or restructuring of economic systems that is needed. Nonetheless, because of the addition of the adjective 'social', quite what the Social Market Economy might be remains more or less an enigma. What is the Social Market Economy? What does it really mean? Is there only one kind of Social Market Economy? If not, what kinds of Social Market Economies are there? To investigate these questions, this paper begins with an introduction into various meanings attached so far to the word 'social', and then examines historical necessity to come up with a new economic system known as the Social Market Economy that combines freedom of market with social responsibility. From the beginning, however, this combination bears a dilemma in itself. On the one hand, the concept of the Social Market Economy means that certain limits are set to the free market by social elements. On the other hand, there is always the danger that the practice of social policy reduces the performance and functional order of the market and the success of the whole Social Market Economy. Therefore it is necessary to review the results of economic and social policy taken by successive leading political parties to realize the concept of the Social Market Economy and compare the theoretical basis underlying the respective policy measures. The paper concludes that there are at least two different kinds of the Social Market Economy: SME1 adopted mainly by the CDU and SME2 deformed and espoused later by the SPD and draws some lessons from German experience for Korean economic and social policy. In a nutshell, the difference between SME1 and SME2 may be epitomized as follows: <Table 3> ◁표 삽입▷(원문을 참조하세요)
