        The considerations in housing policy can be summarized as followings. Primarily, an activation of rural economy should be achieved through the growth control over the national capital, Seoul, and metropoltan area around it. The structure of land space should be re-formed into locally decentralized one from the existing structure centralized in metropolitan areas. In the course of their being carried out, the issue kept in mind deeply is that such a new structure should be responsive properly to the national policy of Korea in unification in the future as well as to the ideals of globalization and throwing open. Therefore the housing policy should be built in the respect of devising the balandced development between South Korea and North Korea, and promoting relationships between two governments. In order to redistribute the population and industries centered in metropolitan areas, the policy to decentralize them to local areas should be performed. As one of these measures, the governmental administrative institutions centered in Seoul should be transfered to local areas, and the policy that the administratively central authorities are decentralized to local areas should be also executed. It will helpful in solving the problems of housing, transport, garbage as well as leading to the balanced national development. And furthermore it will be also useful in resolving the residents' distorted localism, and at the same time it will take a decisive role in advancing the retarded local economy. Next, it is natural that the substantial subjectives in housing policy should be local governments. As being on the eve of local autonomy times on a full scale, the local government's role in housing policy should be strengthened. In addition, it is preferable that central government should take such a charge of solving the problems which are difficult to be solved by local governments such as the issues of low income groups' stable settlements and readjustment of poor residential destricts. As mentioned above, the housing policy in this country should include some proper steps toward improvement in it which can be responsive to the shifts of social circumstances in the future, on the premises of an intensive growth control to metropolitan area and decentralization to local areas. The measures are presented as followings. First, the housing price stablilzation through controlling speculation is required. Its successful attainment also requires such preferable steps as an efficient operation of the computerized network of houses, a typical mechanism for speculation control, a rational readjustment of existing real estate taxation, and an intensive carrying out of the system on financial trade in a real possessor's name and the system on real estate obtaining in its substantial possessor's name - but an overall supplementary actions should be taken to the existing real estate taxation and related laws so as to minimize the probable negative effects from being carried these systems out. Especially, the principal policies to which a top priority is given by the state should be set up first, and then the consistency in housing policy should be guaranteed. In case such a consistency is not secured properly, more expensive social cost should be paid in return. Second, institutional supplements should be followed so as not to permit the insufficient construction. The expense of supervision should be raised increasingly at a substantial level so that the advanced reliable supervision can be attained, and a supervisor's independence and authority should be strengthened. Furthermore in order to strengthen the constructional defect repairing, its contents should be simplified and the guaranteed years for repairing defects should be prolonged, and the amounts of guarnty should be increased at an realistic level. Third, an equity and a consistency in housing distribution should be secured. The excessive supply of the houses in ownership should not be continued, which aims only the short-term investment profit, and the construction of small scale house and public rental ones should be extended to bring stability of low income brackets' human settlements. In addition, various actions to reduce rent increasingly should be raised. Especially in order to advance the human settlements conditions of Fishing & farming areas, the project for improving the residential condition in such areas and policies for supplying substantial welfare should be devised. Last, while increasing housing supply on the proper measures in which enhance the quality of existing houses should be taken together. To develop fishing & framing areas coherently, modernization of distribution structure and control relaxation should be followed. For the long run, strategies to achieve best use over the forest land, which occupies two-thirds of the total land space in this peninsular, should be presented. Furthermore in order to achieve the advancement in housing policy, redevelopment and reconstruction to the old-aged poorly residential destrict should be carried out reasonably, and especially after-management in rental housing should be strengthened to minimize its declining.

        한국형발사체개발사업 시스템엔지니어링 프로세스

        The Korea space launch vehicle-II (KSLV-II) program aims at developing a national launch vehicle system capable of launching 1.5 ton satellite into a sunsynchronous orbit. It is the succeeding program to the Naro launch vehicle program. The KSLV-II is a large-scale complex system which requires a systematic approach to all parts of the program. The KSLV-II program is currently developing a tailored systems engineering process for its need. It references practices and lessons learned from developing Naro launch vehicle. Standardized NASA processes and INCOSE processes were also referenced and compared during development of the process framework. This paper introduces the systems engineering processes developed for the KSLV-II program.

        Accident data is a tool for risk management, such as identifying the risk, putting a plan in place to reduce or control the risk, monitoring and adjusting the plan. So the objective of this research is to identify significant factors in pedestrian vehicle accidents, specific pedestrian safety problems and figure out traffic engineering improvement for arterial streets and local streets to increase pedestrian safety. There would be lots of causing factors related to roadway itself, signing, signal, making and physical terrain. It must be helpful to design safe roadway based on causing factors of pedestrian accidents. The provision of designated crossing facilities for pedestrians is probably the most popular environmental and engineering countermeasure aimed at pedestrian safety. But traffic engineering improvements were implemented primarily to discourage through traffic during the peak hours and to reduce vehicular speeds. So this research focused on pedestrian traffic accidents at night and countermeasures are attempts to increase road user safety and visibility at night.

      • 부동산실명제와 토지정책의 개선방안

        The system on real estate purchase in its substantial possessor's name(hereinafter referred to as 'the system'), which been in practice since July in 1995, was made without any considerate preparations for the expected changes in the future. In addition, the contents of the Act on real estate purchase in its substantial possepossor's name(hereinafter referred to as 'the law') imply a number of theoritical inconsistant points and have many problems in that it treats the people as potential lawbreakers and the punishment on them is too severe. Its severeness lies in our realities that while the supreme court has admitted the nominal trust in the form of cases and the people have put confidence in such attitudes of law, they now have to take overweighted burden of criminal punishments and surcharges by the law, which emerged all of a sudden. Thus, it is uncertain that the system will take its effect in a true sense. However, once it is enforced, even a bad law comes to have a legal force as all the previous ones did. In this respect, it is probable that the law will take its effect to control speculations in a considerable degree due to the burden of its compelling power. But it will not be able to stop all the elements of speculations. Thus, complementary steps of the following should be taken so as to achieve the original purpose of the law. It is certain that the system is a task to be operated at a national level depending on the justice in economy. Its success necessarily requires a comprehensive and skilled prescription based on a perfect diagnosis. And such a perfect diagnosis should also consider the most fundamental assumptions on understanding about human nature and the people's feeling on law. Human beings pursue freedom and equality by nature. So every system and law are able to take their effects only when they correspond to the people's feeling on them. Therefore, most of all, the law should take its prescription when it corresponds to the people's feeling on laws, and at the same time can secure their freedom and equality which are intrinsic to human rights. The reason is that any law will not be observed naturally if it violates the people's feeling on laws through the restriction of human freedom and loss social equity. Furthermore, all the regulations related to real estate should follow the proper steps to secure people's voluntary use of land at maximum. To accomplish such an idea, a use-oriented development policy should be carried out for an active land supply. A balanced development should be also performed in regions, towns and countries. All the development subjects should keep in mind the idea that an adequate harmony between and environment can bring people's voluntary use of land in a true sense. Thus, a comprehensive strategy to harmonize development with environment should be devised. The policies presented above should be practiced efficiently based on such a comprehensive strategy, which include a consistent execution in land price control, an arrangement of taxation related to real estate centering on the coordinated land tax, a cutting off of money leak to secure the effect of the system, and an establishment of the system on substantial investigation into registrations. In addition, the system of land-computerization-network, which has been in practice since February in 1995, should be operated efficiently. Only after these political problems are solved, the adhesive social evil of illegal speculations san be cured and the substantial possessor-oriented land use culture will be settled down. This means the realization of justice in economy and stabilization in land price will bring the reduction of production cost, and will consequently result in the enhancement of national competitivity. This is just the way we are able to actualize the original purports of the system.
