김정은 시대의 북한경제 변화 전망 -정치경제학적 접근

본고는 김정은 집권 이후의 북한 경제의 향후 변화를 전망하고자 한다. 이를 위해 북한 경제 변화에 직간접 영향을 주는 경제외적 요소를 같이 고찰하는 정치경제학적 또는 학제간 및 통섭적 접근 방식에 의한 종합적인 분석을 시도한다. 이러한 문제의식과 시각을 바탕으로 본고는 북한 김정은 정권하의 북한경제를 전망하기 위해 이와 관련된 쟁점을 정리하고 이를 바탕으로 통일방안이나 통일정책에의 시사점을 도출해보는 것을 목적으로 한다. 동북아지역통합론에서 더 나아가 통합주의 통일론으로의 통일 패러다임의 전환이 요구된다. 장기적 북한체제의 변화 가능성을 염두에 두면서 급변사태에 대한 면밀한 준비를 소홀히 하지 않는 그러면서 국내외 통합을 점진적으로 추진하는 데에 역점을 두는 통일준비가 요구된다. 동시에 통일대박과 통일비용을 같이 고려하는 균형된 통일분석이 필요하다. The paper tries to make some prospects about the future North Korean economic change. A political economic approach is tried in order to analyze comprehensively noneconomic factors which affect directly or indirectly North Korean economic change together with economic factors. The first purpose of the paper is to summarize related controversial issues while the second is to derive implication for unification strategies and policies. A paradigm shift toward ‘unification through Northeast Asian regional integration’ or even toward the so-called ‘unification based on integrationism’ is required. We need reunification preparation that emphasizes simultaneously both the possibilities of a sudden collapse of the North Korean regime and gradual approaches as well.

골프장 항공 영상에서 구성 요소 추출을 위한 효과적인 그림자 제거

본 논문은 골프장 항공 영상에서의 그림자 검출 방법과 그림자 부분에 대한 본래 색상 이미지의 러프한 복원을 제안한다. 그림자 검출은 항공 영상의 색조와 명도의 특성을 이용한 Ratio Image을 이용하여 검출하며, 검출된 그림자 영역을 복원에 사용되는 인페인팅 기법을 적용하여 본래 색상으로 복원을 시도한다. 널리 알려진 세 가지 인페인팅 방법들을 영상의 질과 복원 속도 등을 비교하여 가장 우수한 fast marching 방법을 선택하였다. 이 방법의 속도 향상을 위하여 해상도가 4096 × 4096인 원래 영상을 4진 트리를 이용하여 연속 분할하여 처리하였다. 이러한 분할 방법에 의하여 최고 14배의 속도 향상을 얻었다. In this paper we propose the shadow detection method using ratio image and reconstruction method using digital inpainting technique in the low resolution image like golf course aerial image. Inpainting technique is used to reconstruct a small damaged portions of an image. We consider three kinds of inpainting technique: Navier Strokes equation based method, fast marching method and exemplar based method. And we compare three methods in terms of accuracy and speed. In this paper we choose inpainting method based on the fast matching since it is relatively more accurate and faster than two other methods. We also speed up the fast marching inpainting method using quad tree. As the result of experiments, we achieved a significant improvement of 1400 % in processing speed in the best case.

글로벌 금융위기 이후 신경제사고 모색을 위한 시론 -아시아적 시각-

본고는 최근 일어나고 있는 새로운 경제사고 및 사상의 움직임을 소개하고 기존 서구 중심의 경제사상이 가지는 한계로부터 아시아의 전통사상이나 철학이 경제사상에 던질 수 있는 시사점을 추론해 보고자 하는 것을 목적으로 한다. 신자유주의와 합리적 기대가설에 기반을 둔 기존 주류경제학이 정립된 것은 대체로 80년대 초라고 할 때 이후 경제학에 변화를 가져 온 계기는 1차적으로 90년대 초 사회주의경제의 붕괴이다. 이행경제논쟁에서 제도의 중요성이 확인되었다면 글로벌 금융위기 이후 경제에서의 윤리의 중요성이 새롭게 강조되고 있다. 아시아에서는 아직 제도적 측면에서 서양을 따라가야 할 길이 멀다. 그러나 윤리적 측면에서 특히 지도자와 엘리트 그룹이 노력하여 모범을 보이고 새로운 경제관을 제시할 수 있다면 아시아가 서양을 극복하고 더 나아가서 인류 전체에 기여할 수 있는 길이 될 수도 있다. 경제학도 인간에 대한 학문이다. 19세기 이래 경제학이 과학으로서의 지위를 획득하기 위해 노력했다면 이제는 인간학으로서 다시금 자리매김해야 할 때이다. 인류의 지속 가능한 삶을 보장하기 위해 인류는 다시금 동서양의 오래된 지혜의 힘을 빌려야 할 때이다. 경제학이 다시금 옛날의 영광을 되찾을 수 있으려면 자존심을 버리고 겸손하게 자신을 개방하고 비판을 겸허히 수용해야 할 것이다. Since the global financial crisis, the main stream economics has been facing many critics and questions about its usefulness. A consensus of the necessity for the establishment of a new economics has been formed. This paper tries to introduce movements of new economic thinking and thoughts while deriving the implications of Asian traditional thoughts and philosophy for the new economic thinking. The first recent momentum for the change of the mainstream economics was the collapse of former socialist countries. Therefore, Ch.2 deals with the controversy of transition economy regarding the ways and the strategies for the transition to market economies in order to summarize its influences to the existing economics. Ch. 3 summarizes the diverse movements and trends regarding the search for new economic thinking and the paradigm shift. Ch 4. is a conclusion including summary of the implications of Asian perspective for the new economics.

WebGL을 이용한 안내 시스템

최근 웹브라우저에서 3D 그래픽을 사용하기 위한 표준으로 웹 기반 3D 가속 기술인 WebGL(Web Graphic Library)[1]이 화제[2]가 되고 있다. WebGL은 Flash, Silverlight와 달리 Plug-in이 필요하지 않기 때문에 비교적 접근성이 쉬워 하드웨어 가속을 지원하는 3D 컨텐츠에 유용하다. 본 논문은 단편적으로 제공되던 웹에서 사용되던 기존의 길 안내 시스템을 WebGL을 이용한 3D 컨텐츠로 확장하여 사실감있는 정보를 구현하고자 한다.

아시아경제공동체 구축: 이론과 실제 -중국경제모델의 비판적 고찰을 중심으로-

본고는 아시아경제공동체구축이라는 관점에서 중국의 경제모델을 비판적으로 고찰하는 것을 목적으로 한다. 이를 위해 아시아경제공동체구축의 미래비전이라는 측면과 그의 형성과정 측면이라는 두 가지 차원에서 논의를 전개한다. 전자는 중국의 미래비전이라 할 수 있는 중국몽(中國夢)에 대한 비판적 분석으로 이어지고 후자는 중국몽의 실천 방식 중 하나라 할 수 있는 일대일로(一帶一路, 이다이이루, one belt one road)구상에 대한 분석과 비판으로 연결된다. 우선 2장에서 아시아경제공동체구축 관련 그 간의 역내외의 주요 동향을 정리하고 이에 대한 중국의 대응과 역할을 요약해본다. 3장은 중국경제모델 중 소 위 베이징 컨센서스를 중심으로 한 중국경제 독자모델론의 한계를 비판한다. 4 장은 시진핑 집권 이후 제기되어 온 국가 장기발전전략이라 할 수 있는 중국 몽과 일대일로 정책의 의의와 한계를 분석한다. 5장은 결론으로 중국모델 또는 중국몽의 대안으로 아시아경제공동체 구축이 가지는 의미를 요약해 본다. The paper tries to critically study the Chinese economic model from the perspective of Asian economic community build up. There are two aspects of the analysis. One is the aspect of future vision for Asian economic community. The other is the aspect of formulation process of Asian economic community. The former is related to the critical analysis of “Chinese Dream” and the latter is related to the critical analysis of “One belt One road Policy” which is the way for realizing “Chinese Dream”. Ch. 2 summarizes the major trends of home and abroad related to the formulation of Asian economic community and the reactions and roles of China. Ch. 3 criticizes “the school of China Model” including Beijing Consensus among Chinese economic models. Ch. 4 criticizes and analyzes “Chinese Dream” and “One belt One road Policy” which could be the long term national development policy. Finally Ch. 5 summarizes the implications of Asian economic community build up as an alternative for the Chinese model.

북한경제의 개혁과 체제전환: 이행경제학적 접근

이행 이론이나 이행경제학을 북한에 적용했을 때 얻을 수 있는 주요한 시사점은 다음과 같다. 우선 북한의 이행은 단순히 체제전환만이 아니라 개혁과 통일 개념의 도입이 필요하다는 것이다. 또한 체제변화 모델을 적용했을 때 시사하는 바는 결국 현 북한 경제는 본격적인 시장화 단계에 있는 것은 아니라는 것이다. 마지막으로 롤랑의 이행경제학을 적용했을 때 이행론의 핵심 쟁점이었던 개혁의 속도 문제는 북한의 경우에는 그렇게 결정적인 것은 아니며 오히려 이행의 초기조건들에 아주 많이 의존할 것이라는 결론을 얻었다. 즉 북한 이행의 초기조건에 대한 집합적 불확실성이 매우 크다는 것이다. 이러한 불확실성을 최소화 할 수 있는 방안은 무엇인가? 지역 통합을 통하여, 또는 지역통합을 이룬 뒤에 통일이 되어야만 한다거나, 통일이 될 수 있다는 이른바 "지역통합 통일(Unification through Regional Integration)" 방안이 하나의 대안이 될 수 있다. 롤랑도 지적한 바와 같이 북한 체제의 급속한 변화 시 주변국 간의 긴장과 갈등을 통제하고 관리하는 문제가 핵심이다. 이를 위해서 지금부터 주변국 특히 미국과 중국 간의 유사시 한반도 협력 및 관리 시스템을 구축해 놓는 것이 긴요하다. 이를 위해서는 먼저 경제적으로 동북아 경제통합을 본격적으로 제도화하고 정치 안보 면에서 6자회담을 동북아 안보협력체제로 발전시키는 등의 역내 노력이 필요하다. Since 1990 many former socialist countries have experienced the process of transition or system transformation. Thus there have been some efforts of applying the transition experiences to North Korea. The so-called transition economics or transition and economics has emerged as a result of economic analysis of transition experiences and trial and errors for 10 years of transition. The paper summarizes the outputs of home and abroad about theoretical analyses of transition. In particular the paper introduces Gerard Roland`s transition economics. The cases of applying transition theories to North Korea are summarized and Roland`s recent research of applying transition economics to North Korea is introduced. Finally, the limits of his work are pointed out and the possibility of transition economics for North Korea and Asia and a new research orientation are suggested.

아시아지역통합 연구: 로드맵 구축을 위한 기초연구

본고는 그간의 논의를 논점 및 쟁점 중심으로 정리하고 이로부터 아시아지역통합의 로드맵 구축을 위한 시사점을 도출하는 것을 목적으로 한다. 지역통합에 대한 아시아 모델은 장래에 어떻게 통합을 할 수 있는지, 어떤 방식의 통합이어야 되는지를 설명하고 방향을 제시할 수 있어야 한다. 현재 유럽 모델의 위기는, 아시아가 유럽통합에서의 교훈을 받아들여, 아시아에 맞는 자신만의 새로운 모델을 창조하도록 요구하고 있다. 동시에 미국과 유럽연합을 중심으로 한 세계 자본주의 시장경제의 대침체는, 아시아가 어떤 형태의 통합을 이루고 어떠한 공동체를 지향해야 하는지에 더 큰 관심을 갖게 만든다. 이것은 단순한 지역통합의 문제를 넘어선, 문명사적 문제라고 할 수 있다. 아시아 지역통합의 로드맵은 어떤 식으로 제기되든 현 시점에서는 하나의 가설내지 시나리오일 수밖에 없다. 그럼에도 불구하고 로드맵 구축의 시도는 아시아지역통합을 단지 먼 미래의 꿈이 아니라 시간이 걸리지만 언젠가 실현될 수밖에 없는 우리의 숙명이라는 점을 환기시키는 불가피한 시대의 과제이다. This paper tries to summarize issues and controversies related to Asian regional integration and find out the implications for establishing the road map. In order to do that, the methodology of an interdisciplinary approach embracing the fields of economics, politics and socio-culture is taken. Ch. 2 summarizes the related issues classifying into 3 sections of the basic concept and definition, theory & model and other perspectives. Ch. 3 analyses the models of Asian regional integration and tries to find out the implications for establishing the road map. Ch. 4 is the conclusion arguing the below. Now the crisis of the European model enforces Asia into establishing its own new and creative model learning the lessons from European integration. At the same time the decline of global capitalist market economies centered on the US and the EU makes us more interested in the issue of what form of Asian Integration the Asian community ends up with. This is a civilization issue beyond the regional integration where we should search for even the alternative of civilization.

광역 규모의 길 안내 시스템은 상당수 존재 하지만, 소규모의 학교 부지, 관광 부지에 관련해서는 이미지 형태의 정보를 제공하여 정보 파악이 용이하지 않은 단점이 있다. 이러한 단점을 보안하고자 본 논문은 3D 안내 시스템을 제안한다. 본 논문에서는 게임 개발의 목적으로 개발된 XNA 라는 프레임 워크를 이용하여 개발에 편의성을 더하였고, 직관적인 조작을 위해 터치 스크린을 이용하였다. 또한 모델로 사용된 한림대 캠퍼스의 실제 환경과 최대한 유사하게 만들어 사용자에게 좀더 현실감을 더하였고 길 찾기나 위치, 건물 정보등 사용자에게 정보를 다양하게 제시함으로서 쾌적한 안내 시스템에 초점을 두었다.

동북아 지역통합모델과 통일방안

동북아판 지역통합의 종합모델은 기존의 경제통합 모델들과는 달리 학제간 종합에 기초하여 국가, 사회, 시장의 세 분야를 종합하고 있다. 동 모델은 기존의 경제주도의 통합모델인 마르크스주의적 모델과 정치안보 주도 모델인 베버 모델 중 베버 모델을 근거로 한다. 동북아 모델은 베버 모델을 바탕으로 하되 국가분야에서 위기를 기회로 전환하는 정치적 리더십이 특히 중요하며 사회분야에서 지식인과 지방정부가 중요한 역할을 해야 한다. 특히 교육 분야가 중요하다는 점이 구체적으로 강조된다. 또한 시장 분야에서는 기능적 통합은 상당히 진전된 상태이지만 이를 제도적 통합으로 발전시킬 정치적 리더십의 필요성이 강조된다. 동시에 북한의 이행이나 역내 낙후 지역에 대한 개발 문제를 해결해야 한다는 점도 지적된다. 지역통합의 동북아 방식(Northeast Asian Way)은 한일(또는 한중)을 핵심(Core)으로 하고 동북아안보협력회의를 분계점으로 삼는 한편 미국의 참여라는 촉매가 필요하다. 남북간의 협력보다도 동북아 역내 협력과 통합을 우선하는 정책으로의 발상의 전환이 필요하다. 이것은 사안에 따라서는 두 협력의 병행추진이 되는 경우도 있을 수 있으나 인도적 지원이나 민간차원에서의 협력을 제외하고는 정부 차원에서는 원칙적으로 국제협력이나 지역협력을 우선하는 접근 방식이라 하겠다. 지역통합을 통한 통일방안(URI: Unification through Regional Integration)이 국내의 이념갈등의 원인도 제거하면서 주변국의 동의를 얻으면서 자연스러운 통일로 이어지게 하는 진정한 `우리`식의 통일방안이 될 수 있다. In Northeast Asia, functional integration in the economy has developed sufficiently. The problem lies in the lag or deficiency of institutional integration, for instance, in the form of CSCNA or CJK FTA. The main impediments to such a move come from the non-economic factors. We, therefore, proposed a Northeast Asian Version of Regional Integration Model. According to this, a state model, a crisis model and a political leadership model are suggested with political leadership playing a critical role in utilizing crises to advance regional integration. From the perspective society, we have offered an intellectuals model, an education model and a glocalization model emphasizing the long term role of intellectuals, education and local governments in fostering regional integration. Finally, we offer a market-based transition model and a development model aimed at showing how to ease the transition of North Korea and development of underdeveloped parts of the region and making them endogenous variables of regional integration. The `gradual type` in the transition model could be the best option in the sense that it could minimize the so called unification costs. It is also consistent with the strategy of "Unification through Regional Integration" where unification of the Korean peninsula could be attained only after or through regional integration.
