16. 기본연구보고서 2015-16 : 화학사고 사후영향평가 체계 -구축방안 마련

증가하는 화학사고에 선속하고 효과적으로 대응하기 위해서는 사고 후 영향평가를 적절 히 수행하는 것이 중요하며, 평가·수행 체계와 관련조직의 확립 및 적용 가능한 선진 기술 확보 등이 우선적으로 요구된다. 본 연구에서는 화학사고 사후영향평가 체계의 구축 방향과 관련 보완 사항을 제안함으로써 화관법 관련 조항의 원활한 시행을 뒷받침하고 화학사고로 인한 피해의 선속한 파악 및 사후 대응에 기여하고자 한다. 우선 국내외 주요 화학사고 중 사후영향평가 수행 사례를 위주로 현황을 조사하고 각 사례별 사후영향평가 수행 절차, 평가기법 등을 분석하였다. 또한 국내외 화학사고 사후영 향평가 관련 제도 및 체계의 비교·분석을 수행하였다. 이와 함께 국내 화학사고 관련 지침 및 타 분야 사후영향평가 지침을 살펴보고 사후영향범위 설정, 피해 정량화, 피해액 산정관련 기법 등에 관한 세부평가기법을 조사하였다. 이를 토대로 사후영향의 정량화 측면에서 활용 가능성이 있는 인적·환경적·물적 피해 및 피해액 산정 방법론과 참고 가능한 원단위 정보 등 관련 자료를 제시하였다. 또한 사후영향평가의 수행 측면에서 효율적인 화학사고 조사단 운영을 위한 인적 구성 및 협력 체계 구축방안을 제안하였다. 마지막으로 향후 화학사고 사후영향평가 R&D 추진방향을 고려하여 정책적 연계가 요구되는 사항과 사후영향평가 체계 확립을 위한 추진 방향을 중심으로 로드랩을 제안하였다. 국내 화학사고 사후영향평가 체계의 확립을 위해서는 인적·환경적·물적 피해 등 분야별 사후영향평가 세부 수행 절차 마련 및 관련 연구 개발이 지속적으로 병행되어야 한다. 특히, 피해 정랑화 및 피해액 산정 대상 설정, 피해 및 피해액 산정 관련 기법의 구체화와 적용 가능한 자료의 구축이 우선적으로 요구되며 이를 위해서는 다 학제적 접근이 필수적 일 것으로 사료된다. 또한 정책 활용도 제고를 위해 사후영향평가 방법론 및 평가 결과의 관련 제도 적용 가능성에 대한 면밀한 검토가 뒤따라야 할 것이다. To respond to a growing number of chemical accidents rapidly and effectively, it is important to assess post-accident impacts properly. It is also required by priority to establish systems and organizations for assessment and implementation, and acquire applicable advanced technologies. This study was conducted to support an active enforcement of relevant provisions of the Chemicals Control Act and contribute to rapid identification of and post-counteraction against damage from chemical accidents by proposing directions for establishing post impact assessment systems for chemical accidents and related supplementary information. First, the current status of major national and international chemical accidents was investigated with focus on examples of post impact assessment. The procedure and techniques for post impact assessment applied in each example were analyzed. In addition, national and international institutions and systems for post impact assessment of chemical accidents were compared and analyzed. At the same time, national chemical accident guidance and post impact assessment guidance in other areas were reviewed. Post impact scoping, damage quantification, and specific assessment techniques including techniques for damage cost estimation were also investigated. Based on the findings of these efforts, this study suggested relevant data such as methodologies for estimating human, environmental and property damage and damage costs, which can be used for post impact quantification, and data in won available as references. This study also presented how to establish personnel organization and cooperation systems to operate a chemical accident research group effective for implementation of post impact assessment. Finally, it proposed a road map focusing on issues requiring policy connectivity and directions for establishing post impact assessment systems by considering future research and development for post impact assessment of chemical accidents. To establish national post impact assessment systems for chemical accidents, it is required to continue to develop detailed implementation procedures for area-specific post impact assessments including human, environmental and property damage and at the same time conduct research and development in relevant areas. In particular, it should be prioritized to quantify damage, determine targets to estimate damage costs for, specify techniques for estimating damage and damage costs, and establish applicable data. To this end, a multidisciplinary approach may be essential. In addition, whether post impact assessment methodologies and assessment results can be applicable to relevant institutions should closely be examined to improve their availability for policies.
