지식산업시대의 기술혁신 R&D 인적자원개발 시스템에 대한 연구

This article examines the changing nature of the state`s role in the Republic of Korea with respect to technological R&D human resources development system. It takes as its starting point the changing structure of the national system of technological innovation and R&D human resources development in relation to elements of economic globalisation. In responding to these changes the state has introduced `new` actors with respect to R&D manpower supply and up-skilling including university, and `new` mechanisms between actors including the `new`. With these changes, it also argues tensions appearing to be in the process towards developing the role of the state in relation to the actors. Until now, there has been considerable discussion about the developmental state with respect to the success of the smaller Asian Tiger economies such as Singapore, Taiwan and South Korea. The state-directed development of the national economy was seen as nationalist projects. However, economic growth and globalisation, including membership of the World Trade Organisation (WTO) and the advent of democracy over the past 20 years has brought about fundamental changes in the nature of the political economy of the state. In parallel, the view that technological innovation and R&D human capabilities are central to questions of economic survival and competitiveness in relation to the advent of a global knowledge-driven economy has been seized on by policy-makers and politicians throughout the world. Nevertheless, in responding to these changes there has been far less discussion and analysis of the changing nature of the state`s role. This article therefore reports on changes in the national systems of technological innovation and the accompanying changes in the role of the state with respect to the reconstruction of the R&D human resources development system.
폴리프로필렌 중공사와 버퍼의 유로제어를 이용한 용존기체 분리특성

A fish can live under water by exchanging dissolved oxygens from water using gill. These ones can be separated from water by using membranes and controlling pressure. A human is able to breathe under water if the amount of separated ones is abundant. In this thesis, we investigate separation characteristics of dissolved gases including dissolved oxygens by using flow control of buffers and a hollow fibber membrane with polypropylene. Buffers are located between a hollow fiber membrane and a vacuum pump for pressure controlling. Valves are installed in flow channel. The amount of separated gases is measured with pressure by controlling valves for flow changing.

The amount of separation of dissolved gas including oxygen underwater increases as pressure decreases, given by Henry's law. When a vacuum pump is used, only dissolved gas should be collected in the sampling bag to exclude the influence of external air when attempting to investigate the characteristics of dissolved gas accurately. In this thesis, we measure the amount of oxygen contained in the collected dissolved gas using a chemical sensor. We hope that the results will be applied to artificial gill technology.
부식 방지를 위해 중공사막형 폴리프로필렌의 병렬연결에 의한 용존산소 분리특성

Dissolved oxygen in water is one of the important causes of corrosion of a device during productive process. The hollow fiber membrane made from polypropylene which has large surface area for volume is used to reduce the amount of dissolved oxygen. To increase the amounts of dissolved oxygen separated from water, two polypropylenes are connected in parallel. In this thesis, we investigated separation characteristics of dissolved oxygen with pressure using DO meter placed at exit position of membranes. If dissolved oxygens are separated and stored into a storage tank underwater, they can be used for breathing of a human. The amounts of oxygen separated from water needs to be increased through the efficient devices.

Nowadays, IT becomes one of the core competencies in a business. So defining appropriate responsibilities & roles of IT human resources as well as setting the professionalism of them is getting more important. However, there are lots of problems between the supply and the demand of IT human resource. The efforts to arrange workers who have expert knowledge and skill in right place are needed to strengthen national competitiveness. Recently, several leading countries are setting IT skill standards to solve such problems. Therefore, this paper aims at analyzing IT skill standards of developed countries such as ITSS of Japan, SFIA of United Kingdom, and SSIT of USA. By doing comparative analysis of current status of Korea with them, we derive some meaningful insights to develop a national IT skill standard.
주냉각재 펌프의 성능시험 및 유량계 설치위치에 따른 영향 고찰

Main coolant pump (MCP) of SMART Pilot is a canned-motor-type axial pump to circulate the primary coolant between nuclear fuel and steam generator in the primary system. The reactor is designed to operate under condition of 310℃ and 14.7 ㎫. Thus the MCP has to be tested under same operating condition as reactor design condition to verify its performance and safety. In this work, the performance test of a prototype MCP was carried out under the same operating condition and hydro dynamic performance curves were obtained as a result. At the same time, installation effect of an M-Pitot type flowmeter was also investigated by CFD and experiment. Two flowmeters were installed at different locations and the measured values were compared to each other. The averaged deviation of the flowrate at the design point is about 5%.

In this paper, pneumatic valve which consists of valve body, valve controller, nozzle and a multi-bender PZT actuator was suggested and fabricated. The fabricated pneumatic valve was experimented for performance evaluation. From the experimental results, we know that the flow rate of the suggested valve is 23 lpm at the pressure difference of 1bar and the maximum flow rate is 30 lpm at the pressure difference of 4 bar. The flow rates after endurance test of 9.8 million were 22.57 lpm and 28.62 lpm at the pressure difference of 1bar and 4bar, respectably. Finally, it was verified that the B10 life of the suggested pneumatic valve is over 50 million.
