Reassessing Global Financial Governance Regime

The globalization of finance has called for the integrated international regulation of financial organizations. At the same time, recent financial crises have raised a question of global governance as an agenda for rethinking the rules and norms that underpin the world order, because the current global governance agenda emphasizes the universalization of understanding of global governance based on the efficiency and effectiveness through one-size-fits-all formulas, in which democratic accountability and participation is a secondary variable. In order to restructure global governance toward a just new world order in the international finance, it needs to explore specific policy and regulatory options to national and international policy makers in devising patterns of regional and international cooperation. An important issue is how to enhance democracy, legitimacy, and accountability in the global financial regime dominated by the leading industrial states. This study attempts a reassessment of the dynamics of global financial governance through government networks focusing on the Basel Committee on Banking Supervision. In the context of an increasingly global economy, it acknowledges the rise of transgovernmental regulatory organizations in various areas and the achievements of these government networks. With the investigation of the transgovernmental theory in light of global governance, this study identifies the features of transgovernmental financial regulatory organizations More importantly, it attempts to point to problems with the networks. Further, a vision for governing the global economy through government networks is provided. Finally, it concludes with the remarks that the ongoing standard-setting process need to devise effective and legitimate international institutions in a world infused by democratic norms.

In this study, the computer program called Multi_Cycle, which simulates the steady-state performance(COP, capacity, power consumption and etc.) of multi-airconditioning systems using R22, was developed. In order to validate the simulation program, a series of case studies were carried out. The Multi_Cycle consists of several subroutines for simulating indoor units, outdoor unit, compressor, and expansion devices, and for estimating the thermodynamic and transport properties of the refrigerants and moist air. It would appear to be advantageous to use the Multi_Cycle for a performance analysis when considering various kinds of refrigerants and the complex operating conditions of each unit making up the multi-airconditioner cycle. Moreover, the Multi_Cycle would seem to be useful tool in optimizing a multi-airconditioning system and establishing economical and efficient operating conditions in the multi-airconditioner cycle. In the present study, the Multi_Cycle was programmed with Digital Visual Fortran for the main simulation code and Visual Basic for the graphic user interface.

Intudies order to validate the simulation program, a series of case were carried out.The results of the simulation showed a good agreement with calorimeter test resultsof the actual multi-airconditioning systems using R410A.

In Search of the New Paradigm for Global Financial Governance

As evidenced in the global financial crisis of the late 1990s, the world’s financial regulatory authorities have not succeeded in keeping pace with the financial innovation. The ongoing global financial crisis revealed fundamental weakness in the structure of financial regulation. The crises have shifted the focus in global and domestic policy debates back to the notion of market failure and government failure separately and integrally. In this regard, this paper attempts to answer the question of what should be the appropriate responses to global financial integration, and thus provide a new paradigm for global financial governance. Finally, this paper will draw from a few suggestions which may be of some use to those involved in restructuring regional financial governance in East Asia.

Regional Trade Agreements : Exceptions to the MFN Principle in the GATT/WTO System

The large increase in RTAs since the late 1980's has challenged the foundations of themultilateral trading system, and thereby has become an axis in the GATT/WTOsystem.While RTAs can be seen to be contradictory to the overall aim of the WTO, they were allowed for in Article XXIV of GATT conditional to certain provision. The failure of compliance and subsequently enforcement of these provisions could be seen as a serious flawofArticleXXIV since the inception of GATT system. Many elements ofGATTArticleXXIVare not clear and thus lead to divergent interpretations of its disciplines. This considerable divergence in opinions arise fromboth ambiguities throughout the provisions under GATTArticle XXIV. In this regard, both economic and legalwork is required to keepupwith constantly changing nature of the world trading system. Further, global efforts are required to resolve another teething issue ofWTO's problematic institutional framework on GATT/WTO's oversight and surveillance of RTAs. and thereby strengthen the multilateral trading system. Needless to say, theGATT/WTOframework has been essential in paving the way for RTAs while ensuring a more multilateral and liberal trading system. Consequently, global efforts should be made to restructure theWTO for the renewed multilateral trade liberalization in the GATT/WTO.

The Review of the State Policy in the IT Industry and HRD in South Korea

This article is concerned to investigate the changing nature of the role of the state in relation to industrial policy to foster the IT industry in the Republic of Korea. In doing this, it has started with economic globalization introduced to the Korean political economy since the late 1980s. It has identified in what ways the state responded to the change, and to what extent the role of the state has fundamentally been changed in the context of policy mechanism in the process towards facilitating the IT industry in Korea. In addition, it presented how the state played a role in skill formation in relation to the industrial policy. In consequence, the role of the Korean state in fostering the IT industry has fundamentally changed from that as the developmental state in the industrialization process. In the process, that the strategic co-ordination role of the state and relations between the state and private capitals and societies are very significant to achieve the economic goal is presented as results, as well as some future tensions that would encounter in the way of charting the current policies.

The Globalization of Finance: Opportunities and Challenges

Now that globalization is in the air, it is discernible in various forms and assuming varying contacts and ramifications. Globalization already affects national treatment and practice. It raises a number of questions that cannot be readily and easily answered. In particular, the globalization of finance has created a significant evolution of the international financial system in recent years. The information revolution has reduced the costs of borrowing and lending across traditional national boundaries and thereby led to a dramatic expansion of cross-border financial flows. Notably, global financial integration has eroded economic and regulatory barriers to competition across the marketplace for financial services. The growing global financial system is demonstrated to be far more efficient today than ever before in that it has significantly facilitated cross-border trade in goods and services, and thus has substantially contributed to standards of living worldwide.However, as shown in the recent financial crisis episodes in East Asia and Mexico, the globalization of finance has become a challenge to the participants of the financial markets. In this regard, this paper analyzes the process of financial globalization to better understand how the global financial community can maximize the benefits from the globalization of finance while recognizing the challenges. .
