남북한 경제통합에 대한 과제 연구 : 독일의 경제통합 사례와 관련하여

단일민족으로서 반세기에 걸쳐 계속되고 있는 한반도의 분단 상황은 이데올로기의 명분이 사라지고 있는 국제정세에 비추어 더 이상 지속되어서는 안되며, 민족의 오랜 염원인 통일에 대한 접근방법의 구체적인 모색이 필요하다고 여겨지기에 상호 적대적 감정을 탈피한 민족의 공동생존을 염두에 둔 경제통합의 측면에서 통일문제를 다루었다. 이 과정에서 이미 경제통합의 과정을 통해 통일의 과업을 달성한 독일의 통일정책과 그 과정 등을 한반도의 통일정책과 비교 관점에서 살펴보았다. 1장과 2장에서는 독일의 통일정책과 동독의 붕괴에 대해서 다루었다. 첫째로, 동독의 통일정책에 대하여 언급하였다. 동독의 정책은 통일을 위하여 어떠한 주도적 정책을 폈다기 보다는 서독에 비하여 수세적인 입장에서 동·서독의 관계 및 통일문제를 어떻게 평가하고 대처했는가 하는 것이다. 둘째로, 서독의 통일정책인데 서독은 대외적으로 서방 동맹국은 물론 소련을 비롯한 동구권과의 관계를 조정 발전시켜 나갔던 점과 막강한 경제력의 구축 등 통일에 대한 내적 역량 강화라는 대내 정책적 측면, 그리고 동독과의 관계 개선을 일관되고 꾸준하게 추진함으로써 궁극적으로 통일을 지향한다는 내독관계 정책적 측면으로 나눌 수 있다. 셋째로, 동독 붕괴과정인데 그 외제적 요인은 사회주의 개혁 프로그램에 기인하고, 내제적 요인은 동·중유럽 위성국가들의 내부적인 체제약화로 보아진다. 3장에서는 독일 통일의 경제통합 과정에 대한 전반적인 이해로서 통일 독일의 경제통합 달성 과정과 통일에 따른 신연방주 재건을 위한 재정적 기초에 대한 연구내용을 실었다. 4장에서는 남북한 통일방안을 제시하면서 분단독일과 분단한국의 차이점, 남북한의 통일정책, 그리고 통일방안에 대하여 비교하여 살펴보고, 5장에서는 남북한 경제통합의 전망에 대하여 북한의 경제현황과 시장경제체제로의 전환이 요구됨을 지적하고, 경제통합 관점에서 그 예상 시나리오 및 예상되는 통일비용과 필요 기간 등에 대하여 기존 연구된 자료들을 근거로 예상을 해보았다. 결론적으로 남북한의 분단상황이 체제적 측면에서 동·서독과 유사하다고 하나 분단의 생성 원인과 관련하여 볼 때 그 차이가 분명하며, 통일문제를 둘러싼 국제적 환경면에서도 차이가 있고, 또한 통일 접근 방안면에서도 엄청난 견해 차이를 보이고 있다. 그러나 통일의 당위성과 아울러 경제적 실리 위주의 국제적 분위기 속에서 민족의 생존 및 번영을 위한 해답은 결국 통일에 귀결되며 특히 경제통합의 요구가 증대된다고 본다. 경제통합의 추진을 위해서는 북한과의 공존관계를 안정시키고 교류 협력을 위한 각종 하부구조를 구축하며 북한경제의 공동개발 및 경제통합의 추진을 위한 대화를 조성해 나가야 할 것이다. 또한 이에 못지 않게 중요한 것이 국제적 협력이다. 북한의 경제를 부흥시킬 수 있도록 외자동원을 위한 선진국들과의 국제협력체제가 더욱 강화되어야 할 것이다. 이러한 제 여건이 성숙되어 조화를 이룰 때 한반도의 통일도 결코 요원하지만은 않을 것이다. Half a century long history of the Korean peninsulas divided situation can not continue in a current international situation where ideology is disappearing, and it is required to grope its way toward the concrete approach to accomplish an unification. This article deals with the unification from the standpoint of economic integration, in consideration of the national coexistence, excluding a hostile attitude against each other. In this article, the policy and process of Germany unified by the economic integration process were compared with Korean unification Policies. Chapter 1, 2 deal with the collapse of East Germany and Germany unification policy. First, East Germany unification policies were described. It was depicted how East Germany react to the mutual relation with a dominant West Germany and evaluate the unification problems. Second, West Germany unification policies were described. Some of the key points are how West Germany improved its foreign relations, not only with its western allies but also with Soviet Union and the East European block; how It built its domestic economy strong enough for an unification, and finally how it consistently Improved its relations with East Germany for the unification. Third, the external factor for East Germany's breaking process results in a socialist reform program, and the internal factor results in weakening inner system of east and mid-Europe satellite country. Chapter 3 deals with the content of researches, concerned with the unified Germany economy integration process and establishment of financial foundation for the reconstruction of new federal state with the title of general understanding about Germany unification and its economy integration process. Chapter 4 deals with the unification policies of South and North Korea. The differences between divided Germany and divided Korea wear analyzed, and the unification policies and methods of South Korea were compared with those of North Korea. In chapter 5, North Korea current economic situation considering the outlook on its economy integration were analyzed and required a demand for change to the market economic system. The possible economy integration scenario with expected time and needed money has been prospected from the standpoint of economic integration. In conclusion, divided South and North Korea situation is similar to East and West Germany from the systematic point of view. Considering the cause of division, the definite differences can be seen that there are differences in the international environment surrounding the unification and the approach toward unification. However, the justification for unification is definite in international situation made much of the economic profit, and the answer to the survival and prosperity of nation is clearly unification. Especially, economy integration will be even more in demand. For the economic integration, mutual survival relationship with North Korea needs to stabilize, and the strong infrastructure for more exchange and cooperation needs to be constructed. More talks on building North Korea economy together and integrating two nations economy will be required along with that the international cooperation is inevitably important. To bring up North Korea economy, strong international ties with advanced countries are definitely required to attract foreign investment. Korean unification is not that far away when all the circumstances mature and are in harmony with each other.
