        국립공원 구역 조정에 따른 환경,경제,사회적 파급효과 분석

        As ten years have passed since national parks were adjusted and released inceptively, it is the time for evaluating the effectiveness of the national park policy and improving it on the basis of the evaluation result. In this study, the method of appraising the environmental and socio-economical ripple effect on the implementation of national park regulation were provided, based on the institutional consideration, the environment analysis, the survey of residents consciousness, the statistical analysis and so on. It is applied to target sites where were released from national parks, and the policy direction was suggested for sustainable use and management of national parks. National parks, that exhibit various characteristics depending on geographical and local conditions, were categorized through the statistical approach. Released sites from Seoraksan National park, where was categorized as the core national park for sustainable use and management, were evaluated environmentally based on the time-series analysis of environmental thematic maps and socio-economically based on the survey on residents perceptions. As a result of this study, the environmental effect of released sites has been declined or threatened, and the residents` economic, social and living condition in these areas are still not improved(p<0.05) since the adjustment of national parks. Based on the policy approach reflecting regional characteristics, natural resources are kept and enhanced for the sustainable use and management of national parks. And a consensus on the national park policy of national park should be developed between local residents and voluntary participation and public awareness should be attracted from them, based on the construction and the supplement of the infrastructure.

        토양오염 지역의 위해성 평가에 관한 외국 정책의 비교분석 및 우리나라의 정책 개선에 관한 고찰

        Policies of the United States, the United Kingdom, the Netherlands, Germany and Denmark were compared and analyzed on risk assessment of contaminated sites. These countries were chosen from a feasible preliminary analysis of 18 countries of the European Union and the U. S. All the countries selected met two major criteria : I) implementation of risk assessment to determine the soil contamination and remediation targets of contaminated sites, ii) use of soil guidance values and risk assessment as complementary measures to determine soil contamination. Suggested policy improvements to Korea regarding these issues include i) legislation of a rational risk assessment methodology of contaminated sites, and ii) enactment of collaboration of risk assessment with the soil guidance values. To establish effective risk assessment legislation, additional in-depth research on social, economic and long-term effects of the proposed risk assessment methodologies, as well as the mutual consent of all parties including academia, industry, and administration will be necessary. Linking risk assessment with soil guidance values would be applicable to a site contaminated where the contaminant concentration exceeds a certain soil guidance value. In parallel, application of risk assessment to a site where a contaminant concentration is naturally different such as mining sites would be plausible. The policy suggestions above are not yet conclusive due to a lack of policy implementation, and simulation. Thus, additional research on developing risk assessment methodology is needed. Nevertheless, initiation of the suggested policy would increase the efficacy of Korean policy regarding the survey and remediation of contaminated sites.

        토양질 기준에 관한 주요 외국 정책의 비교분석을 통한 우리나라의 토양질 기준 개념설정과 적용

        Policies regarding to soil quality of the United States, the United Kingdom, the Netherlands, Germany, and Demark were analyzed to suggest Korean policy for improving soil quality concept and it's implementation. All countries met four criteria: I) Soil quality levels of contaminants are indebt to concept of contaminant risk to recipients (human and ecosystem); ii) Any soil quality value can't be a magic number to determine whether a site is contaminated or not. To determine risk of sites, risk assessment of the sites should be followed; iii) Concentrations of contaminants of sites are not always significantly certain to risk of human and ecosystem of the sites; and iv) Soil quality levels are adopted based on land uses and plans. Considering our rooms to improve policies and analysis of the other country reports on their legislations about soil quality levels, our policy implementation could be approached from these directions: i) Our concept for soil quality levels needs to develop in scientific and rational. ii) Soil quality levels and risk assessment should be implemented as determining tools of site contamination in parallel, and iii) Soil quality levels depending on land uses and plans should be developed in debt with rational and scientific concept of risk. Increasing efficacy of Korea policy regarding the soil quality levels would be in dept to applying concepts of SCL (Soil Contamination Level) and SRL (Soil Regulatory Level) developed, implementing soil quality levels and risk assessment of contaminated sites in conjunction, and classifying three distinctions of land uses based on sensitiveness of recipients (human and ecosystem) to contaminants in soil in this research.

        우리나라 토양환경보전 정책의 패러다임 전환

        This paper reviews the soil conservation policies (SCP) in the global community and suggests the improved options in SCP in Korea. Soil Environment Conservation Act in Korea states soil is a valuable natural resource and it's value should be enhanced to provide the benefits that soil ecosystem can offer to people. However, SCP in Korea limits its application to not only the scope of soil environment but also the issues on soil pollution. The SCPs in the advanced countries have shifted their scopes from soil environment to soil ecosystem, put emphasis on the conservation of soil health rather than soil quality, and set the goals to optimize the soil ecosystem services to people while minimizing the soil threats. In this context, the soil security initiative was recently proposed to accomplish this goal while employing the nexus concept to bridge the soil ecosystem services with water, atmosphere, climate and biodiversity. Therefore, the key policies in soil conservation in Korea should expand the scope from soil environment to soil ecosystem, focus on soil health management, and develop the holistic governance among diverse stakeholder to maximize the soil ecosystem services. Soil ecosystem should be secured by national soil policies for human health.

        휴.폐금속광산지역의 토양오염관리정책의 평가

        Attempts were made to analyze the national policy of soil contamination prevention and management of inactive or abandoned metal (IAM) mines in Korea. This approach focused on legal systems and legislation, remediation technology development, and the arrangement or distribution of budgets pertaining to national policy since the mid 1990's. Prevention of Mining Damage and Recovery Act enacted. Defines the roles, responsibility and budget of the government when recovering mine damages. However, in 2005 there still remains to improve the national policy of soil contamination prevention and management of IAM mines. Analysis of national and industrialized foreign countries including the United States, the United Kingdom, and the Netherlands suggest the following improvements: i) arranging distinct regulations between strict and non-strict liability criteria for potentially responsible parties; limiting innocent and non-strict liability depending on the period of incurred mining activity, ii) enhancing participation of local communities by enforcing law and legislation, iii) establishing a national database system of (potentially) IAM contaminated sites based on the Website-Geographic Information System, iv) carrying out site-specific risk assessments and remediation of IAM contaminated sites, v) preparation and distribution of clean-up fund at mine sites adequately, and vi) technology development for the cleaning of IAM contaminated sites; awarding positive incentives of a legal nature for participants applying newly developed technology in IAM mines.

        수피 돈분 부산물 비료의 부숙단계별 분광학적 특성 변화

        Changes of the spectroscopic characteristics of the organic matter fractions and circular filter paper chromatograph were assessed for the bark and piggery manure composts during the composting. as an approach to base the criteria of the compost maturity evaluation. Contents of humic acid-C (HA-C) and fulvic acid-C (FA-C) in both bark and piggery manure composts were decreased as the composting got closer to maturity, but the ratios of HA-C/FA-C were increased. During the composting. Δlog K values were decreased, but RF values were increased. Humic acid of the mature bark compost after 120 days of composting was A-type, as compared to Rp-type for the raw bark and B-type for the immature compost. However. humic acid of the mature piggery manure composts after 40 days of composting was B-type, indicating the humification of the organic matter fractions continued at this stage. Circular filter paper chromatograph of the mature bark compost exhibited the regular sawteeth pattern at the edge, but that of the mature piggery manure showed an irregular sawteeth pattern. Results demonstrated that spectroscopic characteristics and circular filter paper chromatograph of the organic by-product composts might be employed for the compost stability assessment.

        폐탄광 산림복구지의 수종별 탄소 저장량 추정: 자작나무, 잣나무, 소나무류 식재지를 중심으로

        We estimated the carbon storage of coal mines reclaimed using Betula platyphylla (BP), Pinus koraiensis (PK), and Pinus spp. (PS, Pinus densiflora, Pinus rigida, and Pinus thunbergii). The carbon storage of tree biomass (TB), forest floor(FF), mineral soil (MS), and the total forest were quantified. Reclaimed sites were located in Gangwon-do, Gyeongsangbuk-do, and Jeollanam-do; reclamation was conducted at various times in each region. The carbon storage (ton C ha<sup>-1</sup>) in FF (BP: 3.31±0.59, PK: 3.60±0.93, PS: 4.65±0.92), MS (BP: 28.62±2.86, PK: 22.26±5.72, PS: 19.95±3.90), and the total forest(BP: 54.81±7.22, PK: 47.29±8.97, PS: 45.50±6.31) were lower than that of natural forests (NF). The carbon storage in TB was lower in BP (22.57±6.18) compared to NF, while those in PK(21.17±8.76) and PS (20.80±6.40) were higher than in NF. While there were no significant differences in the carbon storage of TB, FF, and the total forest among tree species, results from MS showed a significant difference among species. TB and the total forest carbon storages in all sites increased after reclamation. Soil pH and cation exchange capacity values in BP and PS were lower than in NF. Amounts of labile carbon, available phosphate, and microbial biomass carbon in reclaimed sites were less than half of NF. There are a number of methods that could increase the reclamation efficiency. Applications of lime or organic fertilizers, as well as tillage operations, may improve soil properties in reclaimed coal mines. Additionally, pruning and thinning would increase tree growth thereby increasing carbon storage.
