국제화와 지방정부의 대응 : 강원도의 국제교류정책을 중심으로

본 연구는 국제화에 따른 환경변화를 지방자치단체 수준에서 어떻게 수용해 왔는가를 진단해보는 것으로, 강원도 광역자치단체의 국제교류 및 기초자치단체의 자매결연 등의 추진성과를 분석·평가하였다. 더 나아가 현재까지 추진과정에서 나타난 문제점을 도출하여 그 목적을 달성하기 위한 대안은 제시하였다. 국제교류는 경제적 이익을 그 목표로 하고 있기 때문에 강원도 목적달성에 어느 정도 도달했는가에 대한 성공과 실패의 판단기준이 된다. 연구결과로서 강원도는 국제교류에 적극적으로 대처하였으나 그에 따른 실익이 적은 것으로 평가되었다. 특히 기초자치단체의 경우 국제교류 활동으로서 자매결연이 지역발전에 적극적으로 기여하지 못한 것도 개선되어야 할 문제였다. 국제화에 대응하기 위한 기초자치단체의 선결과제는 국제교류 전담조직과 인력기반은 구축하는 일이다.

한국형 Reach File을 이용한 1차원 수질모델 모식도자동생성 알고리듬 개발

Government introduces a Total Maximum Daily Loads(TMDL) which can be implemented for total pollutant amounts in 2004. Normally, the local governments have been calculated the amounts of pollutant discharge of each watershed using a water quality model. However, among the input data to use the water quality model, creating a schematic diagram of the stream or the modeling usually requires considerable amount of time and efforts due to the manual work. Therefore, this study tried to develop an algorithm which automates the creation of a schematic diagram for water quality modeling using the Korean Reach File capable of river network analysis. Further, this study creates a schematic diagram with the shape of a stream utilizing GIS capabilities. The diagram can be easily analyzed with overlapping various spatial information such as pollution sources and discharge points. This study mainly has automated element segmentation algorithm to divide streamflows into equal distance using line graphic data of Koran Reach File. Also, automated attribute input algorithm has also been developed to enable to insert element order and type into elements using point graphic data of Korean Reach File. For the verification of the developed algorithm, the algorithm was applied to kyungan stream basin to see the acceptable results. To conclude, it was possible to automate generating of schematic diagram of water quality model and it is expected to be able to save time and cost required for the water modeling. In future study, it is necessary to develop an automatic creation system of various types of input data for water quality modeling and this will lead to relatively easier and simple water quality modeling. 우리나라는 2004년부터 오염총량관리가 가능한 수질오염총량관리제를 도입하였으며 지방자치단체는 수질모델을 이용하여 소유역별 기준배출부하량을 산정하고 있다. 그러나 수질모델의 입력자료 중 하천 모식도 작성은 대부분 수작업으로 이루어지고 있어 많은 시간과 비용이 투자된다. 따라서 본 연구에서는 하천 네트워크 분석이 가능한 한국형 Reach File을 이용하여 수질모델의 모식도 작성을 자동화하는 알고리듬을 개발하고자 하였다. 또한 GIS를 활용하여 직선형태의 기존 모식도 대신 하천형태를 가지고 있는 모식도를 작성하였다. 이것은 오염원, 취수원 등 다양한 공간정보와 중첩하여 분석이 가능하다. 본 연구에서는 우선적으로 한국형 Reach File의 선형 도형자료를 이용하여 동일한 거리를 가진 요소를 분할할 수 있는 요소 자동 분할 알고리듬을 개발하였다. 이후 한국형 Reach File의 점형 도형자료를 이용하여 수질모델 모식도의 순서와 유형을 자동으로 입력할 수 있는 요소 속성 자동입력 알고리듬을 개발하였다. 알고리듬을 검증하기 위해 개발된 알고리듬을 경안천 유역에 적용하고 그 결과를 확인하였다. 본 연구 결과 모식도 작성의 자동화가 가능하였으며 이는 수질모델링의 비용과 시간을 절약할 수 있을 것으로 기대된다. 향후 모식도를 이용한 수질모델 입력자료 자동작성 시스템 개발이 이루어진다면 빠르고 편리한 수질모델링이 가능할 것으로 판단된다.

The purpose of this study was to examine the real condition of safety management in kindergarten. This research was classified in the actual condition of safety management(safety inspection, emergency communication, institution equipments, indoor safely, outdoor safety, field learning) in kindergarten. Questionnaire is adopted to obtain data required for pertinent analysis. The subjects were 213 kindergarten teachers located in Choongnam and Daejeon province. SPSS 11.5 for Windows Program was utilized to calculate percentage, mean and standard deviation. Also, t-test, One-way ANOVA and Duncan's multiple range, were used. The main results of this study are as follows. There was significant difference in the actual condition of safety management in kindergarten according to demographic variables. Specially, there was difference of safety education according to teachers' position, age, and teaching experience. The importance of safety education must be emphasized. Coming up with the ways to teach and developing safety management program are needed urgently.

이 글에서는 국내의 PCS 표준 방식을 결정하기 위한 판단 기준과 여러 가지 고려 사항을 제시하고 이러한 기준에 의한 평가 결과 upbanded IS-95가 가장 적절한 방식임을 설명하였다. 그리고 CDMA 방식의 신규 셀룰라 사업자인 신세기 통신이 upbanded IS-95 방식의 PCS사업을 하기에 가장 적합한 사업자임을 논하였다. 그 다음 신세기 통신의 PCS 연구개발 추진 방안과 전략을 설명하였다. PCS 시스템 개발을 위해 국내제조업체와 추진하고 있는 공동개발에 관련한 사항을 기술하였다. 그리고 향후의 연구개발 추진 계획을 주요 항목별로 설명하였다. 지금까지 신세기통신이 추진해왔던 연구개발의 내용과 성과를 설명하고 그 중에서 PCS 망구성과 향후 제공하게 될 음성서비스, 부가서비스 및 무선 데이터서비스에 대한 사항을 설명하였다. In this article, criteria and considerations for selecting a domestic Personal Communications Services (PCS) system in Korea are presented and upbanded IS-95 Common Air Interface (CAI) is asserted to be appropriate as a result of evaluation by the criteria. And Shinsegi Telecomm, Inc. (STI) is claimed to be a suitable operator to provide PCS by upbanded IS-95 considering the experiences as the cellular operator adopting IS-95 CDMA technology. The PCS R&D plan and strategies of STI are given and the joint R&D plan with domestic manufacturers to develop PCS systems are explained. The results from R&D so far are mentioned. The PCS network architecture and various services-basic voice service, value-added services and wireless data services-are discussed.
