        Ultrasonic Relaxation Study of the Interaction of $\beta$-Cyclodextrin with Benzoic Acid in an Aqueous Solution

        Benzoic acid is an antifungal agent. In this study, we studied the interaction of $\beta$-cyclodextrin ($\beta$-CD) and non-ionized benzoic acid in an aqueous solution by using ultrasonic relaxation in the frequency range of 0.2 - 45 MHz. The interaction of $\beta$-CD with non-ionized benzoic acid showed the typical spectrum of a single relaxation process at frequencies below 1 MHz. We determined the backward rate constant ($k_b$), the equilibrium constant ($K$), and the standard volume change ($\Delta V$) of the reaction as $k_b$ = 1.81 $\times$ 10$^6$ s$^{-1}$, $K$ = 137 M$^{-1}$, and $\Delta V$ = 15.9 $\times$ 10$^{-6}$ m$^3$ mol, respectively. The backward rate constant and the thermodynamic constants were compared with those for the interaction of aspirin and 2-methoxy benzoic acid.

        당근 가공시 열처리 조건에 따른 휘발성 Terpenoids 함량 비교

        Changes in the content of volatile terpenoids were investigated with heat-treated carrot. As heat treatment temperature became higher, the amount of volatile terpenoids decreased significantly. According to heat-treatment period, the volatile terpenoids, a-pinene and total terpenoids, decreased drastically during the initial 30-minutes of heat treatment but the rate of decrease slowed down afterwards. When changes in the content of volatile terpenoids in carrot juice were investigated according to sterilization temperature and period, the content decreased quickly with higher sterilization temperature. According to sterilization period, the content of volatile terpenoids decreased drastically during the initial 20-minutes of sterilization but decreased gradually afterwards. The amount of total terpenoids decreased more when sterilization was done at 10$0^{\circ}C$ for 20 minutes compared to sterilization at 6$0^{\circ}C$ and 8$0^{\circ}C$ for 60 min. In order to reduce the amount of volatile terpenoids in carrot juice, sterilization at high temperature for a short period of time would be more effective compared with sterilization at low temperature for a long period of time.

        Many construction companies are facing to compete for receiving an order of construction with foreign companies in domestic construction market according to the departure of WTO system. Under the system, one of the weak points of domestic companies comparing with others is low quality of building. Therefore, the quality is considered to be important than before. ISO 9000 series, which are international quality guaranteed system, must be great helpful to improve the construction quality of Korean construction companies. This study is going to survey the current situation of quality in construction sites first, and to reveal problems based on the situation, and finally present the alternatives which are related to the application of ISO 9000 system to improve the quality to survive an age of endless competition.

      • Binodal, Wireless Epidermal Electronic Systems with-in Sensor Analytics for Neonatal Intensive Care

        Existing vital sign monitoring systems in the neonatal intensive care unit require multiple wires connected to rigid sensors with strongly adherent interfaces to the skin. We introduce a pair of ultrathin, soft, skin-like electronic devices whose coordinated, wireless operation reproduces the functionality of these traditional technologies but bypasses their intrinsic limitations. The advances in engineering science include designs that support wireless, battery-free operation; real-time, in-sensor data analytics; continuous data streaming; soft mechanics and adhesive interfaces to the skin; and compatibility with visual inspection and with medical imaging techniques used in the NICU. Preliminary studies on neonates admitted to operating NICUs demonstrate performance comparable to the most advanced clinical-standard monitoring systems. Not only it"s medical aid but also the effect of the emotional part of newly developed device could bring synergy to neonatal intensive care unit.

        EU 공공조달에 관한 규제와 고속국도사업의 민관협력

        유럽연합은 회원국의 공공기관이 행하는 조달절차에 있어서 경쟁성과 투명성을 요구한다. 일찍이 공공조달시장의 단일화를 위하여 각 회원국들이 준수해야 할 조달법령을 마련한 유럽연합은 그 어느 시장보다도 국가 간 공공조달시장이 활발하게 작동하고 있는 것으로 평가된다. 사회간접자본시설 또는 사회기반시설의 민간투자(Private Finance Initiatives) 내지 민관협력(Public Private Partnership)도 공공조달정책차원에서 접근하고 있는 유럽연합에 있어서 회원국내에서 시행되는 민관협력사업의 사업시행자 선정과정의 투명성과 공정한 경쟁이 강조되고 있다. 물론 유럽연합의 공공조달에 관한 규제는 유럽연합 회원국에만 적용된다. 유럽연합의 공공조달에 관한 여러 규제는 오랜 역사적 경험과 논의에 의하여 형성되어 온 유럽 특유의 사회정의에 관한 이념의 표출로 이해된다. 다만 공공조달에 관한 유럽 특유의 규제가 우리나라의 사회기반시설에 대한 민관협력 사업에 끼치는 영향력과 적용가능성 등을 검토하는 것은 공법학에서 주요한 관심사가 되지 않을 수 없다. 특히 연간 10조 이상의 도로건설비를 지출하고 있는 우리나라의 유료도로사업은 유럽 각국에서 보면 커다란 비즈니스의 기회로 볼 여지도 충분히 있다. 「사회기반시설에 대한 민간투자법」상 고속국도 등 사회기반시설의 건설 및 관리에 민관협력이 도입되어 있는 우리나라에 대하여 공공조달에 관하여 미국과는 달리 높은 협상목표를 가지고 있는 유럽연합의 입장에서는 도로사업의 시장개방요구의 가능성과 함께 ‘취급평등의 원칙’을 주장할 가능성을 상정해볼 수 있다. 이 경우에는 예를 들면, 고속국도 등 도로의 신규건설시 국제경쟁입찰의 실시를 요구할 수 있고, 공공기관이 실시하는 도로공사의 발주에 대해서도 국제경쟁입찰를 요구할 가능성도 예상해 볼 수 있다. 또한 고속국도를 유료도로로 정비하고 있는 우리나라의 입장에서는 사업자 선정과 관련하여 그 결정과정이 명료하지 않다거나 신규진입이 불가능하기 때문에 경쟁원리가 작동되지 않고, 효율적 사업운영이 곤란할 수 있다는 문제가 제기될 가능성도 있다. 한편 유럽연합의 공공조달에 관한 기본원칙인 취급평등의 원칙, 투명성의 원칙, 인권보호의 원칙 등은 우리나라의 유료도로 등 사회기반시설에 대한 민관협력사업에도 유용한 참고가 될 수 있다. 민관협력에 있어서 중요한 Merkmal인 리스크의 주요부분을 민간으로 하여금 부담하게 하는 것도 검토할 필요가 있다. 여기에는 유럽연합의 공공조달지침에 수용된 경쟁적 대화나 입찰참가자에 대한 입찰비용의 보상도 주요한 검토대상으로 고려해 볼 수 있을 것이다. EU Public Procurement Rules are a peculiar symbol of European Procurement Administrative System. A few years ago, EU adopted the new Public Procurement Directive 2004/18 including competitive dialogue and the tender standard. Today, the EU's Public Procurement Rules apply to the Member States. The focus of this paper is the impact of the EU's Procurement Rules upon the National Expressway business in Korea it seems appropriate therefore to give some analysis of what is meant by that regulation in this context. Article of the EU Public Procurement Directives places upon the Member States an obligation to implement the requirements, competitive dialogue and the tender standard, set out in the Directives. Act on Private Participation in Infrastructure in Korea is the general law of Public Private Partnership on Infrastructure. Korea have been building toll roads with the Act on Private Participation in Infrastructure. The applicatory possibility of the competitive dialogue in EU Public procurement directives is expecially an interest in Korea. Because the FTA of Korea and EU have been under way. In this context the legal issues have to be drawn between conflicting objectives, which are recognized in the Act of Private Participation in Infrastructure, namely the need to protect the continuity of toll roads business developed by the pool in which they work and to safeguard the existing regulations, and the need of national expressways to be able to adjust to changing circumstances in order to ensure the prosperity of the highways business in Korea. Some legal issues which exists between the pressures in a situation for change and the legislative protection of the Public Private Partnership Business in Korea appear to be requiring further examination in the relating laws of allowing at least reasonable system for valid reasons.

      • 畜肉소세지에 있어서 補助蛋白이 保水力 및 乳化力에 미치는 效果에 關한 硏究

        The most important quality factors for meat sausage are water holding and fat emulsification capacity to improve stability of quality and yield. This studies were accomplished to search ingredients and procedure how to increase the water holding and fat emulsification capacity. Experiments about the effects of added protein, phosphate and salt content on the water holding and fat emulsification capacity were conducted. The water holding capacity sequence of added protein was as follows: Egg Albumin>ISP>Gluten=Lacto Albumin>Casein. The fat emulsification capacity sequence of added protein was as follows: Casein>ISP>Gluten>Lacto Albumin>Egg Albumin. The water holding capacity of sausage increased until phosphate content reached to 0.4%, however, water holding capacity did not increase when phosphate content exceeded 0.4%. The water holding and fat emulsification capacity increased until salt content increased to 3%, however, tended to decrease when salt content exceeded 3%. Moreover, sausage tasted salty when salt content exceeded 2%. The conclusion of this studies were summarized as follows: 1. Egg Albumin was mainly effective for water holding capacity. 2. Casein was mainly effective for fat emulsification capacity. 3. Lacto Albumin was not effective for water holding and fat emulsification capacity. However, it was very effective for the improvement of texture such as tenderness and elasticity.
