This paper is about the division of UN PKO’s which started in 1948 and has been operating 68 missions so far all over the world into the four stages; the initial stage, the prosperous age, the challenging times, and the reformation age by the multi-factors including each missions’s mandates, participants, the UN organizations such as SC and Secretariat, and the environmental changes of international conflicts. And the study focused on what the main causes of the transitions were and what the pros and cons of the UN PKOs upon the international conflicts were through reviewing and feedback process of continuous interactions by the period and the echelon of tactical, operational and strategical levels. Through the analyses mentioned above, some critical issues which are the problems with communications and the intelligence sharing among the leading participants, the necessity of integrated approaches have emerged while there are some positive aspects of the UN PKOs, for example, they have been contributed to resolve the international conflicts with low cost. In conclusion, this analytic approaches of UN PKOs provide those of R.O.K with some valuable implications such as designing a strategy to enhance the national interests, establishing a control tower to integrate 3D, deploying the combat forces rapidly which is the crucial for the success of Peace Keeping Activities at modern times.

유엔 평화활동은 1948년 안전보장이사회가 예루살렘 정전감시단(UNTSO: United Nations Truce Supervision Organization)을 창설한 이후 2016년 8월까지 총 69개의 임무단이 창설되었으며 이중 16개의 임무단이 현재에도 활동하면서 세계평화와 안전의 메커니즘으로서 역할을 수행하고 있다. PKO-C34는 1965년 유엔 총회 결의로 설립되어 총회 산하 제4위원회에서 평화활동 환경변화에 따른 효과적 위임명령 수행과 평화활동에 참여하는 병력공여국과 평화유지요원 그리고 사무국에 평화활동 전략수립을 위한 각종 지침을 제공하는 역할을 수행하고 있다. 본 연구는 PKO-C34의 의미와 그동안 논의된 주요 이슈를 중심으로 유엔평화활동에 참여한 한국군 파병부대의 비판적 고찰을 통해 평화활동의 발전을 위한 전략과 방향을 제시하고자 한다. 대한민국은 1993년 최초로 소말리아에 공병부대를 파병한 이후 지구적 분쟁해결 및 재난복구 그리고 분쟁으로 파괴된 국가의 재건을 위해 아프리카, 중동 그리고 남아메리카에서 평화와 안전, 개발, 인권향상의 유엔가치를 실현하기 위해 중견국가로서 그 책임을 다하고 있다. 대한민국은 20여년의 유엔 평화활동 경험을 통해 법적, 제도적 정비와 군사력의 해외투사로 수반되는 군수지원체계 정비 및 파병지역에서의 연합작전 능력 향상 등 긍정적 평가를 받았다. 그럼에도 불구하고 PKO-C34에서 제시하고 있는 평화활동 환경변화에 탄력적으로 대응하고 효과적 위임명령 수행을 위해서는 보다 더 전략적이며 통합된 법적, 제도적 정비가 요구된다. 또한 평화유지요원으로서 전술적, 파병부대로서 작전적, 병력공여국으로서 전략적 차원의 제대별 노력과 함께 이들 3자의 노력의 통합 또한 절실하다. 국내에서는 다소 생소할 수 있는 PKO-C34의 주요 논의를 중심으로 대한민국 유엔 평화활동의 임무가 종료된 부대를 중심으로 고찰한 후 파병활동의 새로운 전략과 방향을 모색해 보고자 하는 것이 본 논문의 목적이다. 이를 위해 다음의 세 가지 연구 질문을 중심으로 논의를 전개하였다. 첫째, PKO –C34의 특별한 의미와 주요 논의의 핵심은 무엇인가? 둘째, PKO-C34 논의를 기초로 임무가 종료된 한국군 유엔 파병부대의 비판점은 무엇인가? 셋째, 파병부대의 비판적 고찰과 PKO–C34의 논의를 통해 차후 대한민국 평화활동의 발전을 위한 전략적 함의는 무엇인가? 연구결과 한국평화활동의 발전을 위해 첫째, 전략적 측면에서 부대 및 병력 파병시 대한민국이 비교우위에 있는 공병, 의무, 항공등 임무단 요구를 충족시킬 수 있는 부대를 중심으로 핵심 임무단에 집중적으로 파병하는 전략수립, 둘째, 파병병력의 안전과 이들의 도덕성 강화와 마지막으로 역내 파트너십 강화를 통한 분쟁해결 역량 구축을 위한 전략적 방안을 제시하였다. The United Nations began Peace-Keeping Operations in 1948, when the Security Council established United Nations Truce Supervision Organization in Jerusalem. The UN PKO has stood-up 69 different missions since UNTSO, with 16 missions are still active. The UN PKO missions are designed to be a mechanism for World Peace and Security. In 1965, the UN General Assembly created PKO-C34; a committee to oversee UN Peace-Keeping Operations. The 4th Committee under UN GA annually provides guidelines through PKO-C34 to UN member countries, PKO personnel, and the UN Department of Peace-Keeping Operations. The guidelines are provided for effective implementation of mendate and formulation of PKO strategies based on environmental changes of PKO. This paper recommends strategic guidelines for Republic of Korea Peace-Keeping employment by analyzing the ROK PKO units’ performance, especially in relation to PKO-C34 guidelines and major Political-Military issues effecting Peace-Keeping. The Republic of Korea dispatched its first contingent of PKO troops to Somalia in 1993 with an engineering mission. After that, ROK has been participating in many different war-torn places in Africa, in Middle East, and in South America to resolve regional conflict and to rebuild internal infrastructure. ROK has never neglected its responsibility as a UN member state to enhance international peace and security and to protect human rights which is a core value of UN. ROK has revised legal and institutional systems for its PKO participation. There have been rewarding of combined logistical and operational development by proactive engagement in several UN PKO missions. ROK government, however, should improve more in laws and institutions after carefully understanding PKO-C34 to be flexible and resilient according to PKO environmental changes. In addition, ROK, as a responsible member country of UN, should incorporate its roles in tactical, operational, and strategic level efforts. The purpose of this research is to explore new strategy and guideline for ROK PKO activities after several discussions in related to PKO-C34 and the missions that ROK PKO troops engaged before. To do so, the paper mainly discusses three issues. First, what is significance and main point of PKO-C34? Second, what are the critics of ROK PKO troops in terms of PKO-C34? Lastly, what is strategic recommendations to ROK PKO for future development? The study suggests that ROK government should focus on important missions in which ROK has relative advantages such as engineers, medics, and aviations. And it should also strengthen safety of peacekeeping personnel and their morality. Lastly it should enhance partnership among other counties within the Regional area participating in PKO to build capacity to resolve conflict.
