        한국 행정조직의 성 대표성에 관한 연구

        대표관료제는 사회 내에서 인구집단들이 차지하는 규모에 직접 비례하는 만큼 공무원으로 참여하게 함으로써 민주주의의 실천방안으로 대표성과 대응성을 강화시키고, 관료제에 대한 통제를 가능하게 한다는 의미를 지닌다. 또한 사회적으로 진보적평등의 이념을 실현한다는 차원에서도 커다란 의의를 가진다고 볼 수 있다. 이 연구는 여성인적자원의 활용이 한국에서 가지는 의미와 위치를 고찰하고, 대표관료제의 시각에서 한국 여성 공직자의 점유비율과 실태를 분석한다. 공무원으로서의 여성은 차별적 사회적 현실에서 제도 및 환경 그리고 타 행위자들과 담론을 통해 상호작용하면서 자신의 신념 혹은 관념을 인지하고 형성할 것이다. 여성 공무원의 경력관리를 통한 조직에 대한 만족과 몰입은 여성문제 해결 뿐 아니라 우리사회의 사회적 소수를 위해 행동하면서 사회적 형평성과 책임성, 그리고 민주성을 확대?증진 하는데 커다란 기여하리라 가정한다. 한국 관료제의 여성대표성의 현황을 볼 때, 여성 공직비율의 증가와 각종 국가고시의 여성 합격률 증대 증으로 인구통계학적 대표성은 상당 부분 상향되었으나, 질적 대표성의 제고라는 과제가 남아 있다. 관료제의 대표성 논의는 이념적으로 다양한 접근과 논쟁이 가능하지만, 여성인력의 활용은 이에 더하여 사회경제적 발달과정에 중요한 요인으로 작용한다는 점에 유의하여야 한다.

        16세기 아스테카와 타완틴수유 경제 체제 변화에 관한 비교연구

        This study comparatively analyzes changes in the economic systems of Aztecas and Tawantinsuyu that occurred due to the colonial policy of Spain. Both Aztecas and Tawantinsuyu formed a political and economic network after subjugating the surrounding areas through military conquest prior to the Spanish conquest. Aztecas developed its internal market by building an economic relationship with subjugated areas through collection of tributes and forming an exchange network with regions outside of Aztecas. On the contrary, Tawantinsuyu focused on collecting labor power by developing the Mit'a system based on the principle of reciprocity. After the Spanish conquest, transplantation of the colonial economic system turned the economic systems of these two areas which were based on contrasting economic principles into market economy. However, economic characteristics prior to the Spanish contact were utilized as factors that facilitate market economy instead of getting eradicated by market economy. 본 연구는 스페인 접촉 이전 아스테카와 타완틴수유 경제 체제가 스페인 식민정책의 도입으로 겪게 된 변화를 비교분석한다. 아스테카와 타완틴수유 모두 스페인 정복 이전 군사적 정복을 통해 주변 지역을 복속시킨 후 하나의 정치경제적 관계망을 형성하고 있었다. 아스테카의 경우 공물징수를 통해 복속된 지역과 경제적 관계를 맺고, 포츠테카를 통해 아스테카 외부 지역과 교역망을 형성하며 아스테카 내부 시장을 발달시켜왔다. 반면 타완틴수유의 경우 호수(互酬)적 경제원리를 바탕으로 미타제도를 발전시켜 노동력 징수에 초점을 두고 있었다. 스페인 정복 이후 식민 경제 체제의 이식은 상이한 경제 원리에 기반했던 두 지역의 경제 체제를 시장경제로 편입시켰다. 그러나 스페인 접촉 이전 경제 체제의 특징은 시장경제 도입으로 소멸되는 것이 아니라 시장경제를 촉발시키는 요소로 활용되었다.

        일본 개정 노동안전위생법의 쟁점과 과제 — 일하는 방식 개혁법과 관련 —

        This paper aims to examine the main contents of the revised Industrial Safety and Health Act (hereinafter referred to as ISHA) in relation to the Act on Arrangement of Relevant Acts to Promote Work Style Reform (Reformation Act), which was enacted in April 2019 in Japan, and to draw implications from this analysis. The main contents of the revised ISHA can be divided into several areas. First, the acts strengthen the functions of industrial physicians and occupational health and includes a requirement that employers provide information necessary for industrial physicians to properly perform their duties. Second, with the exception of workers covered by the highly professional work system, employers must monitor workers’ working hours using methods specified by the Ministry of Health, Labour and Welfare. Third, when workers who fall under the highly professional work system spend more than a designated length of time in the workplace, the employer is obliged to ensure that the workers are interviewed by and receive guidance from a medical doctor. By taking measures to restrain long working hours and by introducing a highly professional work system, these revisions strengthen employee health management by promoting employee health rights along with efficient work hour management. In Korea, the revised Occupational Safety and Health Act (hereinafter referred to as “OSHA”) will be implemented beginning in 2021. However, because the main central purpose of the revised OSHA of Korea and the ISHA of Japan are totally different, this paper has encountered limitations in drawing implications for comparative research. The OSHA is mainly concerned with workers’ physical damage, prevention of industrial accidents and improvement of industrial safety based on the manufacturing industry. Also, preventive procedures for health maintenance and management, including the mental health of workers, are somewhat insufficient in the OSHA, according to evaluations. In the near future, like Japan’s ISHA, OSHA is expected to address lengthy work hours and employee health management in accordance with changes in the work hours legislation in Korea. Therefore, a discussion about employee health maintenance and management with respect to the OSHA, including addressing mental health issues, is imperative.

        일본에서의 직장 내 괴롭힘의 최근 논의의 쟁점과 과제

        The aim of this paper is to examine recent discussions of policy and legislation on power harassment or workplace bullying in Japan. At present, no special legislation exists to regulate or prevent this type of bullying. However, according to a recent report, the Japanese government announced that the Ministry of Health, Labor and Welfare will legislate to mandate that companies prevent bullying at work, with the aim of submitting the legislating to the regular session of the National Assembly next year. Rather than being a new law, the legislation would be an amendment of existing labor law. This recent discussion is based on “The Review Report on the Measures to Prevent Bullying at Work” (March 2018) and reports from the Labor Policy Council (September 2018 to present) created by the Ministry of Health, Labor and Welfare. In the report, five countermeasures are mentioned: first, to strengthen the criminal responsibility and civil liability of bullies; second, to establish the grounds for claims for damages to an employer; third, to mandate that employers prevent workplace bullying; fourth, to create guidelines to ensure employers prevent and answer for bullying at work; and fifth, to educate and strengthen society to stop workplace bullying. The Labor Policy Council of the Ministry of Health, Labor and Welfare is still debating the matter. However, the council’s opinion seems to be leaning towards the third measure, which is to create legislation that forces an employer to take measures to prevent workplace bullying. By analyzing the specific issues and challenges of this recent debate, I will draw implications for the ongoing discussion and legislation related to workplace bullying in Korea. 본 논문은 일본에서의 직장 내 괴롭힘과 관련된 최신 정책적 동향을 살펴보고 주요 논의의 쟁점과 과제를 고찰하는 것이 목적이다. 일본은 우리나라와 마찬가지로 직장 내 괴롭힘을 규율하는 단일법은 존재하고 있지 않지만, 최근 일본 후생노동성은 내년 정기국회에 법안 제출을 목표로 하여 직장 내 괴롭힘 방지조치를 기업에게 의무화하는 것을 법제화할 것을 밝혔다. 이는 새로운 법률의 제정이 아니라, 노동관계법에서의 개정안이 될 것으로 보인다. 이러한 논의의 바탕에는 일본 후생노동성 내의 발표한 ‘직장 괴롭힘 방지대책에 대한 검토회 보고서’(2018년 3월)와 노동정책심의회(2018년 9월 이후~현재)에서의 논의내용이 중심을 이루고 있다. 먼저 검토회 보고서에 ① 행위자의 형사책임, 민사책임, ② 사업주에 대한 손해배상청구의 근거규정, ③ 사업주에 대한 조치의무, ④ 사업주에 의한 일정한 대응조치를 가이드라인으로 명시, ⑤ 사회기운의 양성의 다섯 가지의 대응책을 제시하였다. 이러한 논의를 바탕으로 후생노동성 노동정책심의회에서 현재도 논의를 거듭하고 있는 가운데, 상기 ③ 사업주에 대한 조치의무를 법제화하는 방향으로 논의의 중지가 모아진 것으로 보인다. 따라서 논의의 구체적인 쟁점과 과제를 분석함으로써, 우리나라 직장 내 괴롭힘 관련 법제에 대한 시사점을 도출하고자 한다.

        한국인 유방암의 역학적 특성

        Breast cancer has been the most common cancer among Korean women since 2001 and will continue to increase for the next 20 years, at the least. Many of the established risk factors are linked to the exposure to female hormones: breast cancer risk is increased by early menarche, late menopause, nulliparity and later first full-term pregnancy, and obesity in postmenopausal women. In addition, other established risk factors such as alcohol consumption and family history of breast cancer are associated with an increased risk of breast cancer. Physical activity, breast feeding, higher number of children, and fruit and vegetable consumption seem to reduce breast cancer risk. Smoking also probably increases the risk. Both oral contraceptives in premenopausal women and hormonal replacement therapy in postmenopausal women may increase risk. Above-mentioned risk and protective factors were reported in Korean populations and the breast cancer risk by those factors is similar to that in western population. Currently, a study is being done in Korea to examine the associated risk, and population attributable risk of genetic variants in high penetrance genes including BRCA 1 and 2 and breast cancer risk among Koreans will be reported soon. Other studies conducted in Korea that investigated low penetrance genes have already been published. While the individual risk was small, there was an effect from interaction with environmental factors. Numerous Korean studies about these risk factors helped to establish a model to predict individual breast cancer risk that is utilized in the Personalized Preventive and Predictive medicine.

        소비자의 의류쇼핑동기유형과 점포에 관한 연구 : 선호점포와 점포분위기 Preferred Stores and Store Atmosphere

        This study intends to ascertain the importance of store atmosphere when construcing store marketing strategies for store differentiation. And it is studied by classifying consumer groups according to clothing shopping motivations, comparing store atmosphere assessment and emotion response of preferred stores, and analyzing the influence store atmosphere has on store preference or impulsive purchase. The subject of this study are women in their twenties living in Seoul, 255 career women and 233 college students totaling 458, and model sampling is done by convenient sampling taking into account the type of their occupation and major. Modified survey based on references and former studies is used, and using SAS packages, methods. The results of data analysis are as follows. 1. Consumer groups are classified into the following four subdivisions: shopping involvement, leisure pursuit, financial, and shopping unconcern group. The stores women in twenties use most frequently for shopping are department stores, speciality stores, common market, discount stores, and wholesale markets, and significant difference are shown between consumer groups. 2. Consumer responses for store atmosphere preferences are shown significantly among groups when concerned with store preferences. 3. Images of store atmosphere as factor analyzed into environment factor, kindness factor, and decoration factor. Environment factor is most highly estimated in speciality stores, kindness factor in department stores, and decoration factor in common markets. 4. Leisure pursuit group is assessed to be most influenced by store atmosphere in store selection, impulsive purchase, and after-purchase shopping behavior, and impulsive purchase is shown highly in department stores and speciality stores.

        완전 관해 후 양측 유방의 과립세포육종으로 재발한 급성 골수성 백혈병 1예

        Granulocytic sarcoma (GS) is a localized tumor composed of immature granulocytic cells. GS can involve any site in the body. The common sites are periosteum, bone, soft tissue, lymph node, and skin; the breast is an unusual site for GS. They can be present at the time of diagnosis, at relapse, and sometimes preceding the diagnosis. We describe a 49-year-old woman with acute myelogenous leukemia, FAB AML M2, who was diagnosed with granulocytic sarcoma in both of her breasts at 6 months after complete remission 과립세포육종은 미성숙 과립백혈구로 이루어진 국소성 종양이다. 과립세포육종은 신체 어느 부위에서나 발생할 수 있고, 주로뼈막, 뼈, 연조직, 림프절, 피부 등에 발생하나 유방을 침범한 경우는 드물다. 또한 과립세포육종은 질병의 진단이나 재발 혹은 진단에 앞서 어느 시기에서나 나타날 수 있다. 이에 저자들은 급성골수성 백혈병이 완전관해된 6개월 후 재발에 앞서 양측 유방의과립세포육종이 나타난 환자를 경험하였기에 문헌 고찰과 함께 보고하는 바이다.

        클라우드 컴퓨팅 시장 확산을 위한 공급자 관점의 선결요인

        The concept of Cloud computing has been introduced in the IT field over 10 years and industry has been expanding constantly. However, compare to the maturity of global market, Korea cloud computing industry is only in the early stage. Even the Korea has advantages in technology infrastructure; the pace of Korea cloud computing market growth is taking a serious downturn. Under these circumstances, it is needed to be discussing that strategy for expanding the cloud computing market size and for sustaining global competitiveness of local companies. Previous studies on plans for Korea cloud computing market has been conducted since 2009 and most of them are tend to examined in demand perspective. Thus, this study aims at identifying the priority of business challenges for making better performance in the market with service provider aspects. To analyze the important factors in the providing cloud computing service, ANP methodology was applied in this study. The network model including five clusters, security, stability, performance, consumer, and institution, was defined through literature review and expert survey was conducted to collect data. As a result of ANP analysis, ‘Securing service reliability’ was analyzed as the most important factor and followed by ‘Preparing the range of legal liability’, ‘Preventing personal information leakage’ and ‘Preventing confidential information data leakage.’ The priority of result indicates that service provider needs to focus on to make the secured service environment. This study has significance on analyzing the priority of business challenges in the service provider perspective. This study will provide useful guidelines to for establishing strategies in cloud computing market.
