노령화로 인한 국민연금의 새로운 제도 방향: 연령별 차등 보험료율, 소득대체율 적용

The fourth fiscal estimate of the national pension following the aging of the population and falling yields estimated that the fund ran out in 2057, three years earlier than the third fiscal calculation. Accordingly, the government proposed a plan to immediately raise the insurance premium rate by 2 percent and maintain the income replacement rate by 45 percent, and to reduce the income replacement rate by 40 percent in 2028. In this form, increasing premiums and reducing income replacement rates will allow younger generations to sign up differently from existing subscribers, who previously had higher income replacement rates at lower rates. Therefore, the study aims to ease the burden on the elderly and younger by applying different insurance rates and income replacement rates for different ages. 인구 노령화 및 수익률 하락에 따른 국민연금 제4차 재정추계 결과 3차 재정계산보다 3년 빠른 2057년도에 기금이 소진되는 것으로 추계되었다. 이에 따라 정부에서는 4차 제도개혁 방안으로 보험료율을 즉시 2% 인상하고 소득대체율 45% 유지하는 (가)안과 보험료율을 13.5%로 단계적 인상 후 소득대체율을 2028년에 40%까지 줄이는 (나)안을 제시하였다. 이와 같은 형식으로 보험료율을 인상하고 소득대체율을 줄여나가면 이전의 낮은 보험료율에 높은 소득대체율을 적용받던 기존가입자와는 다르게 새로 가입하게 되는 젊은 세대들은 높은 보험료율과 적은 소득대체율을적용받게 된다. 이에 본 연구는 연령별로 다른 보험료율과 소득대체율을 적용하여 노년층과 젊은층의 부담을 완화하고자 한다.

The range profile using a compressed radar chirp signal can be very useful for anti-collision of automobiles and the traffic control because it provides the information of automobiles regardless of weather, or the day and night conditions. In this paper, we conducted a research on the real-time classification method of automobiles and the required radar bandwidth using useful features composed of central moment and generalized central moment and three simple forms of classifiers; nearest neighbor classifier, matching score classifier and neural network classifier. According to the simulation results using five automobiles composed of 3D scatterers, efficient classification of automobiles was achieved by a combination of central moment and nearest neighbor classifier at the bandwidth of 200㎒.

The inverse synthetic aperture radar (ISAR) image can be effective in the target recognition because it provides the 2-D image using the frequency data measured at various observation angles. However, because scatterers must be properly spread to yield good classification results, the authors analyzed the possibility of forming the effective ISAR image for the three observation scenarios of the targets moving in formation and the method of the effective target recognition. Simulation result using 3-D point scatterers of real fighters flying in formation, the range-Doppler algorithm and the proposed segmentation method of targets flying in formation shows that the proposed scheme is effective for the target classification when it is moving obliquely.

In order to set up radar cross section(RCS) reduction factors for a target, the scattering point position of the target should be identified through inverse synthetic aperture radar(ISAR) image analysis. For this purpose, ISAR image focusing is important. Maritime ship is non-linear maneuvering in the sea, however, which blur the ISAR image. To solve this problem, translational and rotational motion compensation are essential to form focused ISAR image. In this paper, hourglass and ISAR image analysis are performed on the collected data in the sea instead of using the prediction software tool, which takes much time and cost to make computer-aided design(CAD) model of the ship.

Recently, several studies were conducted on the micro-Doppler(MD) phenomenon to identify a warhead from decoys. Both, the warhead and decoy, can be modeled as various shapes and maneuver with their own micro-motion. Their MD phenomenon can be demonstrated by amplitude modulation and phase modulation. Most studies have utilized approximate solutions to express the amplitude modulation regardless of various warhead and decoy shapes. However, the exact solution of the amplitude modulation is required for more effective warhead identification. In this study, we proposed a new modeling method of receiving radar signals from warheads and decoys based on physical optics. The proposed solution was evaluated using an electromagnetic prediction technique and computer-aided design models.
