준시장형 SOC 공기업의 수명주기 분석과 효율적 관리방안에 관한 연구

본 연구는 정부의 효율적인 공기업 관리정책 추진을 위해서는 기본적으로 공기업의 수명주기 단계를 파악하고 이에 기초한 정책결정이 필요하다는데 연구의 초점을 갖고 있다. 이를 위해 공기업에 적용 가능한 기업수명주기 분류변수를 정의하고 공기업 관리정책의 기초자료로 제공하는데 연구의 목적을 갖고 있다. 이러한 연구목적의 달성을 위해 공기업 중 최근 급격한 부채 증가로 인해 공기업 경영정상화의 대표적인 대상 기업으로 선정된 한국도로공사, 한국수자원공사, 한국철도공사, 한국토지주택공사 등 준시장형 SOC 공기업을 연구범위로 선정하였다. 본 연구는 분류변수 간의 중요도와 적용기준 분석을 위해 1차 전문가 설문조사를 실시하였다. 이를 바탕으로 AHP분석과 빈도분석 등의 통계분석을 활용하여 준시장형 SOC 공기업의 수명주기 분류변수 간 중요도와 적용기준을 분석하였다. 또한, 쇠퇴기 판별을 통해 예상되는 쇠퇴기에서 관리방안을 살펴보고자 2차 전문가 설문조사를 실시하였고, 이들 공기업의 쇠퇴기 예상시기 및 쇠퇴기에서의 관리방법에 대하여 조사 분석하였다. This study is focusing on the needs to introduce policy decision making based on identification of the definition for 'business life cycle' and 'public enterprises' for proper public enterprises management. For this purpose, the study is planning to define categorical variables for enterprise life cycle and provide basic data for public enterprises management policy. This study explored 'Korea Expressway Corporation', 'K-water', 'Korea Railroad', 'Korea Land and Housing Corporations', because of they are the public institutions recently underwent 'management normalization policy' due to rapidly increasing debt. First, there follows the analysis on priority and standard of categorical variables for quasi-market oriented SOC public enterprise life cycle by using AHP and frequency study on expert survey. Next, this study investigated and analyzed the enterprises management plan for expected 'declining period' through forecasting 'declining period' by conducting 2nd expert survey.

LH형 도시재생사업 진단 지표 및 체크리스트 개발

The purpose of this study is to suggest diagnosis indicators and checklist for urban regeneration projects by Korea Land & Housing Corporation(LH). There are already deprivation indices in the Urban Regeneration Act but not any additional guidelines in the practical aspect. In order to use the diagnosis indicators, the central government should supply more specific checklist to the actors in the regeneration field. The key actor of many stakeholders is LH as an operator and implementer in the regeneration projects. So far, LH has developed housing and cities and there haven't been any obvious changes to realize public benefit in the deteriorated area. From now on, It has to plan, implement, and manage a lot of regeneration projects entirely. Therefore, It is necessary to develope and apply the diagnosis indicators and checklist based on projects. This paper came up with the 6 factors related with LH business field : housing, urban infrastructure, public service, private service, environment, and smart city. For these, 32 diagnosis indicators and 72 checklists were selected that can include both physical and qualitative indicators. These can be used not only for the selection of regeneration projects but also for the process monitoring such as planning and implementation.

일산신도시의 중심상권 활성화를 위한 상권 분석에 관한 연구

This article assumes that the first newtown has declined in Korea. Urban regeneration projects should be implemented for regeneration for CBD in Newtown as well as small local cities. The purpose of this article is to analyze the character of the subway area and to suggest the key issues for regeneartion in the subway area. Especially focussing on the local important commercial function in 5 subway areas. As a result of analyzing 5 subway areas according to basic statistical data, field interviews, and legal decline diagnostic index, all five commercial districts showed decline. In particular, the decline of Baekseok Station area appears to be serious, and there is a key factor that attracts the decline of the commercial area such as the long - term building or the closure rate of each commercial area. In addition, the vacancy rate is increasing due to large distribution facilities in new cities, the entry of new floating facilities on the outskirts, and unsold new stores, and the recession is accelerating. In this way, the signs of decline in the core of the new city are enriched, but the current Urban Regeneration Act is a legal system with a policy goal of regeneration of small and medium cities in the provinces as a system to promote the function of core bases rather than the overall redevelopment of new cities. Therefore, preemptive response is needed for the regeneration in those areas.

타원 모델링과 칼라정보를 이용한 효율적인 머리 추적 시스템 구현

본 논문에서는 비디오 카메라를 통하여 획득한 연속적인 영상에서 사람의 머리를 인식하고 추적하는 시스템을 구현한다. 사람의 머리를 인식하기 위한 특징 벡터로서 얼굴 표면상의 특성인 사람의 피부색과 형태상의 특성인 타원 모델링을 이용한다. 또한 복잡한 배경으로부터 움직인 영역을 획득하기 위하여 시변 에지 검출 방법을 사용하고 획득된 영상에서 물체의 움직임을 판별하기 위하여 수직 투영 방법을 이용한다. 설정된 움직임 영역부분에 대하여 피부색을 갖고 있는 여러 개의 얼굴 후보영역을 설정하고 사람의 얼굴을 대표할 수 있는 타원 매핑을 적용하여 가장 최적으로 매핑되는 영역을 사람의 얼굴 부분으로 인식한다. 본 논문에서 제안한 방법은 사람 얼굴이 360도 회전하는 경우와 부분적으로 가려진 경우 그리고 좌우로 기울어진 경우에서도 우수한 성능을 보여주고 있다. 본 논문에서는 움직임 기반 추적 방법과 인식 기반 추적 방법을 이용하여 사람의 얼굴 부분이 빠르게 움직이는 경우에도 정확한 사람 얼굴 추적이 가능하도록 한다. In this paper, we design and implement a system which recognizes and tracks a human head on a sequence of images. In this paper, the color of the skin and ellipse modeling is used as feature vectors to recognize the human head. And the modified time-varying edge detection method and the vertical projection method is used to acquire regions of the motion from images with very complex backgrounds. To select the head from the acquired candidate regions, the process for thresholding on the basis of the I-component of YIQ color information and mapping with ellipse modeling is used. The designed system shows an excellent performance in the cases of the rotated heads, occluded heads, and tilted heads as well as in the case of the normal up-right heads. And in this paper, the combinational technique of motion-based tracking and recognition-based tracking is used to track the human head exactly even though the human head moves fast.

3×3 매트릭스 컨버터(matrix converter)는 3상 입력 전원이 3상 부하에 직접 연결되는 에너지 변환 장치이다. 기존의 AC-DC-AC 전력변환 장치와는 달리 매트릭스 컨버터는 직류단의 전해 커패시터가 존재하지 않기 때문에 불평형의 입력전원은 왜곡된 출력전류를 발생시킨다. 왜곡된 출력전류를 보상하기 위해 본 논문에서는 신경망 기반 전류 보상기를 제안한다. 제안된 기법의 타당성을 시뮬레이션을 통해 증명한다.

모의 패턴생성 프로세스를 이용한 다단신경망분류기의 성능분석

We describe a random process model that provides sets of patterns with precisely controlled within-class variability and between-class distinctions. We used these patterns in a simulation study with the back-propagation network to characterize its performance as we varied the process-controlling parameters, the statistical differences between the processes, and the random noise on the patterns. Our results indicated that the generalized statistical difference between the processes generating the patterns provided a good predictor of the difficulty of the classification problem. Also we analyzed the performance of the Bayes classifier with the maximum-likelihood criterion and we compared the performance of the neural network to that of the Bayes classifier. We found that the performance of neural was intermediate between that of the simulated and theoretical Bayes classifier.

EDXRF 스펙트럼을 위한 효율적인 배경 모델링과 보정 방법

에너지 분산형 X-선 형광(EDXRF) 분석에서 X-선 스펙트럼에 존재하는 컨티넘(continuum)의 추정 및 제거는 필수적이다. 이를 위해 일반적으로 사용되는 알고리즘들은 많은 주의가 필요하며 복잡하다. 보통 이 알고리즘들은 제약적이거나 컨티넘의 데이터나 모양에 대한 가설을 필요로 한다. 본 논문에서는 제안된 에너지 분산형 X-선 형광 스펙트럼을 위한 효율적인 배경(background) 보정 방법은 배경 모델링과 배경 보정으로 구성된다. 이 방법은 스펙트럼에서 백그라운드영역과 피크영역을 구분하는 기본 개념을 기반으로 하며 성능향상을 위하여 SNIP알고리즘을 사용한다. 스펙트럼으로부터 배경에 속하는 점들을 획득한 후 이를 기반으로 곡선 근사화를 통해 배경을 모델링한다. 이후 획득된 배경 모델을 원 스펙트럼에서 뺌으로써 배경이 보정된 스펙트럼을 얻는다. 제안된 방법은 상대적으로 적은 사전 지식을 요구하면서 기존의 몇몇 방법들에 비해 우수한 결과를 보여주었다. In energy dispersive X-ray fluorescence analysis, the removal of the continuum on which the X-ray spectrum is superimposed is one of the most important processes, since it has a strong influence on the analysis result. The existing methods which have been used for it usually require tight constraints or prior information on the continuum. In this paper, an efficient background correction method is proposed for Energy Dispersive X-ray fluorescence (EDXRF) spectra. The proposed method has two steps of background modeling and background correction. It is based on the basic concept which differentiates background areas from the peak areas in a spectrum and the SNIP algorithm, one of the popular methods for background removal, is used to enhance the performance. After detecting some points which belong to the background from a spectrum, its background is modeled by a curve fitting method based on them. And then the obtained background model is subtracted from the raw spectrum. The method has been shown to give better results than some of traditional methods, while working under relatively weak constraints or prior information.
