        The Reverse Mortgage of Farming Assets as a Viable Option for Rural Welfare

        This study evaluates the viability of a new method to improve the farmland pension (FP) inKorea so that useful policy implications can be formulated for providing a feasible option forrural elderly welfare. In order to do this, it conducts an analysis of simulated data on the “farming-asset pension”(FAP) as the reverse mortgage of farming assets as a pilot study. Then, based on the results, this study evaluates its economic feasibility and discussesanalytically derived policy directions for post-urbanization welfare improvement especially forthe rural elderly. If this new model continues to turn out viable for alleviating the “aging” ruralelderly’s poverty in changing rural and policy environments, the handed-over land in thenear future can also be systematically divided and integrated for large-scale production. Through this procedural innovation, “aging” rural economies can then be revitalized with theFAP as an integrative system of gradually helping (urban to) rural immigrants settle down (inamenable rural communities) and participate in agribusinesses in this age of “post-urbanization.”

        가분할필지인허가·승계(쪼개기)에 의한개발부담금 전가사례의 법조문분석 및지방자치단체 재량행위에의 정책함의:신뢰보호 및 실질적 이익 귀속자부담 원칙

        . 본 연구는 단지화된 주택부지의 개발행위에서 발생한 개발이익에 대한 환수금(개발부담금)을 사업시행자가 필지별 수분양자에게 전가하는 문제에 대한 사례연구이다. 사례로 선정된 개발행위의 목적사업은 ‘단독주택 부지조성’ 사업이다. 인허가 행정절차와 현장 사업구조 중에서, 이른바 ‘쪼개기’ 방식 사례의 개발부담금 관련 법조문을 분석한다. 재량행위일수록 원칙상 공익을 위하여 흠결 없는 행정절차로 처분이 이루어져야 함에도, 개발자가 가분할 필지별 인허가 및 건축신고 승계방식 의해 소규모필지에서만 가능한 건축신고 등으로 단지규모 인허가를 편법 또는 불법으로 득하고 기반시설구축·영향평가 등 의무를 회피함과 동시에 가분할된 필지의 개발부담금을 수분양자에게 전가하는 문제가 전국적으로 발생하여 왔다. 본 연구는 공부상·사실상 권리의무 관계가 동시에 ‘개발행위’의 주체인 개발 사업시행자에게 귀속됨에도 불구하고, (공부상·사실상 사업시행자와는 다른) 공부상의 일부 지위와 이의 승계 여부만을 기준으로 부과대상을 특정하는 지자체의 해석·부과 사례에 대하여 법조문분석을 통해 ‘신의성실·신뢰보호 원칙’과 ‘실질적 이익 귀속자부담 원칙’ 등에 위배되는 행정절차상의 문제점을 고찰하고 지자체 재량행위에의 정책함의를 도출한다.

        한계고령화율(고령화의 한계기술대체율) 개념을 이용한 농촌지역 경제-복지의 보완관계 모색 연구

        Concerning accelerated rural population aging, this article introduces the concept of the marginal rate of population aging (MRPA) drawing on the economics and welfare literatures. It is defined as the marginal rate of technical substitution between aggregate capital and “aging” aggregate labor. The traditional approach to (rural or agricultural) production was based on the presumption that aging does not affect production. However, the physical and mental capability of working decreases as population becomes aged. The externality of this declining capability needs to be reflected in aggregate productions and to be treated more significantly as population becomes more aged. After a review of the trends and spatial distributions of aging in Korea, a rural town is selected in this study as a case area whose parcel-level spatial data is analyzable in terms of MRPA. This exploratory analysis is focused on whether rural economic and social welfare may become complementary in rural aggregate production with MRPA if a design of the lifetime mortgage of farming assets (LMFA) leads to large-scale production and welfare improvements.

        Endogenous Growth in Entrepreneurial Environments: A Path-Dependent Process for Competitive Regional Development

        How can regions maximize their competitive advantage? Traditional neoclassical growth theory stresses regional comparative advantage under assumptions of perfect competition and constant returns to scale. Recent endogenous growth theory emphasizes increasing returns and competitive advantage as the ‘opportunity’ source of perpetual growth within business cycles. This article suggests a merger of these neoclassical perspectives, proposing ‘competitive regional development’ (CRD). The dynamic nature of discontinuous, clustering, and creatively-destructive Schumpeterian innovation can self-reinforce the path-dependency of externalities and scaleeffects in agglomeration. Proposed are increasing externalities and scale effects within an entrepreneurial environment where innovation can be incubated, nurtured, and diffused.

        Recent ubiquitous cities apply rudimentary ubiquitous technologies to ICT-centered security, transport, facility management systems, pursuing a variety of visions such as future, high-technology, convenience, amenities, culture, or productivity. Many developing u-Cities in Korea lack systematic service management plans or strategic business models and are more subject to any threats to the sustainability of urban economic systems. Many u-Cities insufficient management system of transforming technological efficiency and effectiveness into economic efficiency and effectiveness could lead to the lower self-sufficiency in a bed town named ‘high-tech ubiquitous city.’ Thus, this study aims to examine the theoretical issues and policy implications regarding the economic system of the ubiquitous city as a space of re-creating wealth. The theoretical discussion using the structural-functional approach is targeted toward contributing to the theory-building and urban policy implications for managing sustainable and globally-positioned urban economy. First, it compares the structural-functional characteristics of modern cities and ubiquitous cities. Then it investigates the relationships and synthetic interactions between economic systems and ubiquitous technology systems. Lastly the positive cumulative-causation of economic activity and agglomeration (economies) is discussed for implications for managing the urban economy of the ubiquitous city as a space of re-creating wealth. -

        지리경제조직(Geoeconomic Organization) : 기초개념 및 모형

        This article introduces a concept of region as a space of ‘geoeconomic organization,’ in order to derive implications for regional studies and policies. It first discusses relevant previous studies especially about how agents socioeconomically interact and how their actions can be embedded in social and geographical structures. Based on such discussion, it defines geoeconomic organization as the regional economic phenomena where rationality and sociality make the organization of economic actions embedded in geographies. Then it proposes a prototypical model of geoeconomic organization where regional social capital begets externalities to be cumulatively incorporable into a multi-regional (two-dimensional) spatio-temporal settings. In conclusion, it summarizes discussions and suggests implications for regional studies and policies. 본 연구는 선행연구를 바탕으로, 지역연구와 지역정책에 새로운 관점을 제공하기 위해 “지리경제조직(화) 현상이 일어나는 공간범위로서의 지역”(region as a space of geoeconomicorganization)의 개념을 제안한다. 이를 위해 어떻게 지역이 “그 지리적 범위 안에 다양한 행위자들이 사회경제적 활동을 하는 공간”으로 이해될 수 있으며, 또한 이러한 이해를 바탕으로 지리경제조직이 “경제학적 합리성과 (사회과학의 다양한 가정 및 검증에 의한) 사회성이 경제적 행위를 지리환경 속에 배태시키는 지역경제현상”(the regional economic phenomena where rationality and sociality make the organization of economic actions embedded in geographies)으로 정의될 수 있음을 논의한다. 또한 지역연구와 지역정책에의 실질적 함의를 도출하기 위해 이러한 개념을 바탕으로 한 기초적 모형을 제시하고, 지역사회자본의 외부효과가 지역경제학적으로 모형화된 시범적 사례를 구체적으로 제안한다. 결론에서 지리경제조직의 새로운 개념과 기초적 사례가 지역연구와 지역정책에 갖는 함의를 논의한다.

        FROM THREE MILES TO EIGHT MILES, AND THEN?: ANALYZING METROPOLITAN SUBURBANIZATION IN CITIES WITH DIFFERENT GROWTH MANAGEMENT POLICIES

        This article analyzes and discusses U.S. metropolitan suburbanization in three cities with different growth management policies. The study areas are Portland, Minneapolis–St. Paul, and Cleveland Metropolitan Statistical Areas (MSAs). Portland has the Metro, an elected metropolitan government, and an Urban Growth Boundary (UGB). Minneapolis–St. Paul has a tax-sharing policy and the Metropolitan Council (MC) to enhance regional assets and manage urban growth efficiently. In comparison, Cleveland has no distinguishable policy to counteract suburbanization. This study analyzes metropolitan suburbanization in terms of “a trade-off of opportunity cost” of commuting time and jobs-housing balance in the two cities with polices and in the city without policies. The regression and GIS results support the rationale for planning interventions and policy efforts rather than a policy principle of laissez-faire. Planning interventions and growth management polices are considered to help offset the more slowly increasing opportunity cost of commuting time by faster-increasing employment opportunities, towards a higher balanced jobs-housing ratio through efficient land use.
