Nowadays, Local Governments are faced with the changes of international environment such as globalization, localization, and informationalization. Local governments have to make proper international trade policies to develop and promote the local economy. To implement the policies, local governments should reinforce the international trade power by themselves. In the case of Chungbuk province, the local government needs to promote the exportation of the products in the province more actively, considering its meager resources. This study analyzed the reinforcement of the international trade power of local governments. The international trade power of local governments could be strengthened through diverse ways : the completion for international trade organization, the training of specialized human power, the budget expansion for international trade, the networking among organizations related with international trade, the preparation of strategic plans for implementing international trade policies, the assistance for cyber international trade, and so forth. -

This study explored the effects of second-level agenda setting through visual framing on portal sites during the 2012 Korean presidential campaign. To examine how the political bias of digital news affected visual images of candidates, two major portal sites, most online newspapers, and diverse visual attributes were adopted. The data sample (n = 625) focused on the photographs of Park Geun- Hye as a conservative candidate and Moon Jae-In as a progressive. The results demonstrated that Park’s photographs were most positively covered in conservative online newspapers in the conservative portal, while Moon’s photographs were most favorably covered in progressive online newspapers in the progressive portal. These results show that portal sites serve as not only news aggregators and providers, but also as online gatekeepers.

The purpose of this study is to offer a theoretical foundation for the diplomatic policies of local government, to identify the factors determining these policies and to study the effects of local diplomatic activities. The determining factors of local diplomatic policy are divided into three categories on the basis of previous research res니Its and practical experiences in the field. The first category consists of structural factors, including systems and goals, organization and officials in charge, and budget security for the international activities of local governments; the second includes functional factors concerning the diplomatic activities of local government; and the third consists of general environmental factors which directly or indirectly affect local diplomacy and then gives a clear definition and content to the detailed sub-factors. As this study aims to find whether these factors affect each other and how they influence the outcome of policies, a survey on 248 local authorities was made in order to establish-hypotheses and verify them. -
