EVMS(Earned Value Management System)는 사업을 관리하는 정부나 사업을 수행하는 업체의 관리자들이 비용과 일정을 주기적으로 추적함으로써 현재의 사업진행 상태를 파악하고 미래를 예측할 수 있는 관리기법이다. 이 관리기법은 미국, 호주 등에서 국방연구개발 사업에 의무적으로 적용해오고 있으며, 그 효율성이 이미 입증된 기법이다. 그러나 외국에서 수행하고 있는 EVMS를 그대로 우리나라에 도입하는 것은 환경적 차이로 인해 많은 문제점을 가지고 있기 때문에 우리나라에 환경에 적합한 EVMS 적용을 위해 연구를 꾸준히 수행하고 있다. 본 논문에서는 먼저 EVMS에 대한 개념을 먼저 고찰 해보고, 저자가 직접 관리하고 있는 차기경구난차량 연구개발사업에 적용한 EVMS 적용실태 분석을 통해 문제점을 도출하고자 한다. EVMS(Earned Value Management System) is a project management method for analysis of current state of project and estimation of future state by the periodic tracking of schedule and value that activated by the project manager of government and contractor. Some countries, such as U.S.A and Austria, require the use of an EVMS for all major defense R&D project and many cases have proved that EVMS ensures that cost, schedule, and technical aspects of the contract are truly integrated and estimated, and actual progress of the project can be identified. However, the recent implementation of EVMS on Korean defense R&D project has shown number of challenges. In this paper, we defind the cancept of EVMS and analyzed EVMS implementation m order to conduct their problem.

국내 방산 및 군수조달분야의 지체상금 상한제 설정 방안 연구

지체상금은 채무에 대한 이행이 가능함에도 불구하고 채무자가 자신의 귀책사유로 인해 이행하지 아니한때 즉, 이행 지체가 발생한 경우에 채무자가 지급해야 하는 지연 배상금을 말한다. 그런데 현행 국내 업체와의 계약 시 이행 지체가 발생 할 경우, 지연 배상금의 개념이 아닌, Penalty개념으로 지체상금을 무한정 부과 하므로 써 분쟁이 지속되고 있으며, 이에 따라 방위사업청의 행정낭비와 업체의 비용부담이 가중 되고 있다. 따라서 국내 방산 및 군수조달분야의 지체상금 제도 개선이 요구되고 있다. 본 논문에서는 국내 방산 업체에 적용하고 있는 지체상금제도에 대한 문제점을 분석하고, 주요 선진국 제도와 비교하여, 지체상금제도 중에서 가장 문제가 되고 있는 지체상금 상한제 설정 방안을 연구 하고자 한다. Liquidated Damages is damages that have to be paid when a debtor could usually work off that which they owe, but didn't due to causes imputable. However, currently the Defense Acquisition Program Administration contracts with domestic businesses in case of delay of implementation occurs; they have to pay damages of deferment unlimitedly as a penalty concept, not in compensation about delay. With this in account, conflicts between the two continuesly happen. DAPA wastes administration and counter business costs increasingly burdening their budget. Defense and military procurement need to revise the compensation of deferment system. This paper analyzes the problems about that system, which is applied to domestic business, and also compares it with that of industrialized countries and suggests measures of set price caps in compensation of the deferment system.

SERVQUAL 모형을 적용한 국방전자조달 서비스에 대한 만족도 분석

국방전자조달시스템은 방위사업청 및 수요군, 조달업체의 전자입찰을 지원하는 시스템이다. 이 시스템은 유관정보서비스와의 연계를 통한 다양한 정보 활용을 가능하게 함으로써 방위사업청, 수요군, 조달업체들의 전자입찰업무의 효율적 수행에 있어 많은 기여를 하였다. 그러나 급격히 발전하는 첨단 신기술 기반 인프라와 다양한 커뮤니케이션 채널의 증가에 발맞추어 국방전자조달시스템 또한 차세대 버전으로의 업그레이드 필요성이 대두되고 있다. 이러한 시대적 요구에 신속히 대응하고, 이를 충족시키기 위하여 본 논문에서는 업무담당자들의 국방전자조달시스템 서비스에 대한 만족도를 조사하여 차세대 포털로서 도약하기 위한 개선방향을 제시하고자 한다. The national defense electronic procurement system is an information system supporting DAPA, services (Army, Navy and Air Force), and the procurement companies in the electronic bidding. It has contributed greatly to improving the efficiency of the national defense electronic procurement process by providing various information services based on inter-operation among the related parties. However the national defense electronic procurement system is expected to be upgraded to the next version in accord with rapidly evolving infrastructure based on high technology and increasing various communication channels. This paper investigates the satisfaction level of the system users and proposes directions for the next-generation procurement portal.
