Natural disasters cause severe damages to human space and life. For instance, a hurricane hit New Orleans in the US in 2005 and a tsunami struck Banda Atjeh in the Indonesia in 2004. Korea is not safe from these kinds of natural disasters. Typhoon Rusa and Maemi hit the nation and caused extensive damages. Because natural disasters frequently hurt urban areas in recent days, the need for disaster prevention measures in urban context are emphasized. In this sense, this research reviews the concept and status of disaster preventing city plan in Korea. The status of disaster preventing city plan can be divided into two categories: the plan in the city master plan and the measures by national disaster management related laws. In regard to the former, it analyzes the case for disaster prevention part in the city master plan and the case for individual urban development project for disaster prevention. For the latter, it investigates the Act on Disaster and Safety Management and the Act on Natural Disaster Mitigation Measures. Based on the result of above examinations, it diagnoses current status of disaster preventing city plan in Korea and then suggests desirable policy directions and actions.

Maulmandulgi Projects have recently replaced the traditional urban renewal tools, such as Residential Environment Improvement Projects and Urban Renewal Promotion Projects, which have been facing their limitations in Korea. Several local government like Seoul Metropolitan Government, Suwon City, Cheongju City have introduced the ordinances for Maulmandulgi Projects. Japan has long been employing Maulmandulgi institutions for urban renewals. Then, this paper suggests the distinctive, diverse and citizen-led operations of Maulmandulgi ordinances that may have be based on the identities of each city
도시기본계획과 풍수해저감종합계획의 연계방안에 관한 연구

최근 도시재해는 급증하고 있으며 피해규모 또한 증가하고 있다. 이러한 상황에서 도시방재 대책의 중요성이 강조되고 있는데, 본 연구는 우리나라 도시방재 대책을 크게 도시계획 법령속에서의 도시 방재대책과 재해대책관련 법령 속에서의 도시방재 대책으로 구분하고, 도시계획법령속의 도시방재 대책인 방재도시계획과 재해대책관련 법령 속의 방재대책인 풍수해저감종합계획을 대상으로 하여 이들 계획 간의 연계 측면에서의 운용실태와 문제점을 분석하였다. 분석결과 이들 두 계획간에는 거의 연계가 이루어지지 않고 있음을 알았으며, 이를 바탕으로 두 계획 간의 연계방안을 제시하였다.
일본의 비도시지역 토지이용관리 실태와 개선방안에 관한 연구

As Korea has a large population in its small land area, undesirable land use such as urban sprawl is occurring in non-urban areas adjacent to cities. while Japan has been space-separating urban and rural areas and managing strict land use. This study analyzed the status of land use management in non-urban areas of Japan, divided by regulatory means and planning means. Based on this, as policy implications for land use management in non-urban areas in Korea. there are ①The raising the status of non-urban areas management in the urban master plan, ②The introducing a means for the management of small non-urban areas in the context of the urban management plan, ③Introduction of a customized non-urban areas planning system focused on non-urban area, and ④Integration of management institutions or legislations for ensuring the effectiveness or consistency of non-urban management. 우리나라는 좁은 국토에 많은 인구가 거주하고 있어 도시와 인접한 비도시지역에서 난개발 등 바람직하지 않은 토지이용이 이루어지고 있는데, 일본은 도시와 농촌을 공간적으로 구분하고 엄격한 토지이용 관리를 해 오고 있다. 본 연구는 이에 일본의 토지이용관리체계를 검토하고, 이를 바탕으로 비도시지역의 토지이용 관리수단을 규제수단과 계획수단, 개발수단으로 구분하여 토지이용 관리실태를 분석하였다. 그리고 이러한 분석결과를 바탕으로 하여 우리나라 비도시지역의 토지이용 관리에 대한 정책적 시사점으로 ①도시기본계획의 비도시지역 관리에 대한 위상 제고, ②도시관리계획의 집행력 강화를 위하여 도시관리계획의 내용에 마을시설과 같은 소규모 비도시지역의 관리를 위한 수단 마련, ③비도시지역 관리를 위주로 하는 비도시지역 독자의 맞춤형 계획제도의 도입, ④비도시지역 관리의 실효성이나 정합성 확보를 위한 관리기관이나 제도의 통합 등을 시사점으로 제시하였다.
일본사례에 기인한 우리나라 방재도시계획의 운영방안에 관한 연구

On December 26, 2004, a strong earthquake hit Indonesia's Banda Atjeh area. It severly damaged countries around Indian Ocean, as well as some in Africa. Korea is not an exception for this kind of natural disaster. In fact, it routinely suffers from storms and floods, such as typhoon Rusa of August 2002 and typhoon Maemi of September 2003. Besides, earthquake occurs more frequently in the recent days. Japan, exposed to many natural disasters as well, however, is not really vulnerable to serious damages. This is attributable to systematic preparation in urban planning aspects. In fact, Japan's systematic approaches to disaster management in urban planning just traces back to 1995, in which Hanshin-Awaji Earthquake was occurred. On those backgrounds and goals, this research analyses Japanese urban planning case in four perspectives: policy, investigation, plan, and project. The research draws implications and conclusions on this analysis. As a conclusion, the article suggests two ways of disaster management into Korean urban planning: strengthening its institutional position and complementing its context.
