탈북자와 다문화가족 정책담론 비교 연구 -WPR(What’s the Problem Represented to be) 접근을 기반으로-

이 논문은 탈북자들과 다문화가족을 둘러싼 정책 담론을 비교함으로써 그들의 존재가 한국 사회에 시사하는 바를 탐구한다. 다른 이민자들과는 달리, 이 두 이주민 집단은 한국 정부에 의해 열정적이고 전략적으로 환영을 받았다. 그럼에도 불구하고, 그들의 서로 다른 역사적·인종적·사회적 배경 때문에, 두 집단의 지원정책을 비교연구하려는 시도는 거의 없었다. 이 논문은 ‘What’s the Problem Represented to Be’ 접근을 통해 이들에 대한 정부의 통치기술을 분석하는 것을 목표로 한다. 이 접근법은 특정한 사회적 이슈가 어떻게 정책 대상으로 문제화(problematized) 되는지 효과적으로 분석하기 위한 틀이다. 이 분석의 틀은 탈북자와 다문화가족에 대한 고정관념에 도전하고 그들에게 우호적인 것처럼 보이는 정책을 둘러싼 담론을 해체한다. 이를 통해, 이 연구는 한국인 선주민이 아닌 인구가 정부 정책에 의해 어떻게 통치되는지를 연구하는 데 기여할 것이다. This article explores the implications of North Korean defectors and multicultural families in South Korea by comparing policy discourses surrounding them. The two migrant groups, unlike other migrants, have been enthusiastically and strategically welcomed by the South Korean government. Nevertheless, because of their different historical, ethnic, and social backgrounds, few studies have attempted to compare the two groups and policies for them. This article aims to delve into the art of government in policy discourses through the ‘What’s the Problem Represented to Be’ approach. This approach is for analyzing how a particular social issue among many became problematized as a policy object. This approach challenges taken-for-granted understandings of the two groups and dismantles policy discourses seemingly supportive of them. Thus, this article contributes to an examination of how the non-South Korean population is governed by government policies.
