Language ownership and belonging in overseas Koreans

본 논문은 후기 근대 이론을 사용하여 국어기본법 및 재외동포법을 분석하고 이 분석 내용을 바탕으로 민족 국가로서의 대한민국이 재외동포의 언어 소유권 및 문화 소속감 형성 과정에 미치는 영향을 살펴본다. 또한 분석 결과를 바탕으로 21세기 국제 문화사회환경에서 살아가는 1.5 및 2세대 재외동포를 위한 한국어 교육의 몇 가지 방향을 제시하고자 한다. 특히 위 법률을 분석함으로써 민족 국가로서의 대한민국이 바라보는 재외동포와 젊은 1.5 및 2세 재외동포 스스로가 인식하는 자신의 사회문화적 배경 사이에 상당한 차이가 있다는 것을 보여주며 이 차이를 극복할 수 있는 교육 방향을 모색한다. 따라서 재외동포와 표준 언어 교육의 문제, 교육 목표로서의 단일어 모어화자, 재외동포 대상 한국어 교사, 한국어 교육 자료 및 한국어 과정 등에 본 논문의 분석 결과를 적용할 수 있으리라고 본다. (서호주대학교) This study adopts a high modern perspective in approaching the analysis of the relationship between overseas Korean and the homeland with regard to cultural belonging, language use, and language teaching. The homeland s stance on the topic is illustrated through the analysis of two pieces of Korean legislation, the Act on the Korean Language and the Overseas Korean Act. The overseas Korean perspective is showed on the other hand through examples taken from an online blog written as pedagogical language task by 1.5 and 2nd generation Korean-Australian students enrolled in a Korean language university course. Results of the analysis show how the pieces of legislation have an ambigus attituted toward overseas Korean, since in some instances they try to in incorporate them into the homeland network, while in other instances they try to push them toward the grey area existing between the division separating Korean nationals from foreigners. Results of the analysis are then used to make consideration in relation to overseas Korean language use and language teaching. (The University of Western Australia)

본 연구는 한국인 학부생을 위한 한국어문화교육론 강의의 사례를 살피는 것을 목적으로 한다. 본 연구에서 취하고자 하는 문화의 개념은 ‘한 공동체의 습관’이다. 본 연구의 특징은 다음과 같다. 첫째는 강의의 바탕이 되는 이론은 문화 충격이론, 사회 거리 이론과 정체성 이론이다. 둘째는 한국어를 가르치는 강사가 한국인이 아닌 외국인이다. 강의의 목적은 위의 이론을 바탕으로 설계된 과제를 통해 외국인 학습자가 한국 사회와 문화를 분석할 수 있게 하는 것이다. 본 연구에서 이와 같은 목적을 어떻게 달성했는지를 보여 주기 위해 교수요목을 제시하고 교사 일지와 학습자의 수기, 인터뷰 분석 결과를 제시하고자 한다. The goal of this study is to illustrate a course in Korean as a foreign culture pedagogy for undergraduate Korean students. In this study I will use the term culture to express the habits of a community and therefore the dynamic habits of a society(Hall, 2002). The main characteristics of this case study are two. The first one is that the course was theoretically based on culture shock theory, social distance theory and identity theory. The second is that the instructor of the course was not a Korean but a foreigner. The main goal of the course was to enable the Korean students to observe and understand Korean culture and society from the perspective of a foreigner. This case study illustrates, through the analysis of the instructor diary and two sets of written open-ended interviews with the students, how this goal was achieved.

자국어 보급 기관에서의 교원 운영에 대한 해외 사례 분석 연구

이 연구는 해외 자국어 보급 기관에서의 교원 운영 현황을 살펴보고 시사점을 도출하는 데 목적이 있다. 이를 위해 해외 자국어 보급의 대표 기관인 공자학원, 괴테 인스티튜트, 알리앙스 프랑세즈, 영국문화원, 일본국제교류기금을 중심으로 살펴보았고, 미국 테솔 과정의 교원양성과정도 함께 살펴보았다. 조사는 2020년 10월~2020년 12까지 진행되었고, 조사 내용은 교원 양성, 교원 재교육 및 연수, 교원 채용, 교원 유형 및 직무, 자격 요건, 보수 및 처우, 교원 평가 및 관리에 관한 것을 살펴보았으며 서면 인터뷰 및 화상 인터뷰, 문헌 검토 및 기관 문의의 방식을 통해 조사하였다. 조사 결과 교원의 유형 세분화, 자격 연수및 직무 연수에 대한 논의 필요성, 양성과정 및 재교육과정의 체계화, 교원 복지 부분 등에 대한 시사점을 도출할 수 있었다. 이러한 시사점은 향후 세종학당과 같은 한국어 보급 기관에서 교원을 운영할 때 기초 자료로 활용될 수 있을 것이다. This study aimed to analyze the current teacher management systems at foreign institutes engaged in the dissemination of their national language, and to draw overarching policy implications. The paper considers the cases of the Confucius Institute, the Goethe Institute, the Alliance Française, the British Council, and the Japan Foundation. The teacher-training programs organized by the US-based TESOL are also considered. Data were gathered between October and December 2020, and the data collection focused on teacher training, professional development, recruitment, types and roles, qualifications, remuneration, benefits, and evaluation. Data were collected by different methods, such as written interviews, real-time online interviews, document analysis, and other materials obtained through requests to the institutions. The policy implications of this analysis concern language teacher typology, the necessity of training, the systematization of training and professional development programs, and teacher welfare. The results can serve as basic reference materials for teacher management at institutes for the dissemination of the Korean language, such as the Sejong Institute.
