The purpose of this paper is having a thorough grasp of the unreasonable problems and presenting the reform measure of them, after inquiring into the general theory of the procedure and means in employment management through records and investigating and analyzing into the realities of the employment management in the small and medium enterprises in Daejeon. This paper consists of six chapters according to contents as follows: Chapter I gives a rough sketch of the purpose of this study and the means and scope of it as an introduction. Chapter Ⅱ examines the essence of the employment management and the development process of it. Chapter Ⅲ inquires theoretically into operation contents of the employment management through records. Chapter Ⅳ inquires into and analyzes realities of the employment management of producing employees in the small and medium enterprises of Daejeon area by means of personal interviews. Chapter Ⅴ looks for problems after integrating the results and gropes for the means of improvement to solve the problems. Chapter Ⅵ urges the scientism and rationalization of the employment management in order to improve problems found in the course of the employment management as a conclusion. Problems found in this survey areas follows: 1. the lack of planning. 2. the systematic system of employment management. 3. the inactive activities of collecting employees. 4. the unreasonable selection. 5. the unruly judgement. For the purpose of solving the problems mentioned above: 1. The standard of employment planning must be fixed before the activities of employment. That is to say, by inquiry into duties, the standardization of the employees, quality necessary to the enterprises and the plan of manpower which is necessary to perform the duties must be established. 2. We must improve systematically the system of employment mangement to manage effectively the employment. The employment to fill up vacancies or to increase casual laborers can be taken charge of in the standing office such as the sect of employment, and for the regular employment the selection committee consisting of expert advisors must be established. 3. The positive activities for employment must be done. We must do our best to absorb a number of able talents through various means and positive activities of employment by widely grasping the sources of supply according to duties to be employed. 4. The improvement of the examination system is necessary. Especially the questions for examinations must be made by the specialist who knows how to perform the duties well. The oral test must be made by the educated and trained interviewer who have prepared the questionnaires. Every enterprise must practise the aptitude test as its practicality is increasing because it is a means to gsasp the latent ability of employees. 5 The decision of employment must be made through the reasonably established standard. It is less good for the employer to decide by himself whether to employ or not than for the selection committee to agree with the employment with a view to the security of manpower and harmony. Of course, the final decision of employment is to be made by the employer. The employment of unable workers under standard through the outside request and consanguinity must be turned down. Not only the manager but also the selection committee in each enterprise should select able workers and put the right person for the right job and manage them properly. By so doing, the security of employment will he accomplished, and enterprises and employees will gain much profit from it, and enterprises can do their social duties. We must bear in mind the importance of employment, and realize the introduction and development of the skill in the employment management and seek to rationalize the management through solving the problems scientifically.
It is highly desirable for current ship's insulation composite panels to reduce its weight; therefore a lighter material for skin is necessary. Here, the honeycomb structure is suggested for which excels in strength of the material and in its weight, compared to steel plates. In this paper, the interface matrix of honeycomb composite panel has been derived by the governing equation of a honeycomb sandwich panel. The interface matrix of honeycomb is added to the previously developed transfer-matrix method, thus predictions of sound transmission loss for the standard panel with honeycomb and mineral wool are accomplished. From this approach, a software program has been built to solve sound transmission loss of ship's composite panels.
