교통시설 상호연관성 분석방법론 개발

PURPOSES : Lots of criticism such as over/duplication investment, inconsistency of the policies among local governments and national plans etc. has been aroused due to the policy of supply-driven construction for transportation facilities. Recently, according to the environmental-friendly transportation policy, the investment of railroad has been expanded gradually, however the duplication with existing road facility makes it difficult to construct railroad. Thus it is necessary to evaluate the interrelationship between new project and existing facilities in the planning stage. However the method and the criteria for analyzing the duplication and over-investment of projects are not established in the manual, thus the feasibility of these projects are carried out from the economic point of view. METHODS: First, It reviewed about interrelationship criteria(domestic, overseas) and proposed implications and this study directions. Next,It developed the methods of evaluating independency, competitiveness and complementarity. RESULTS : In this study, the methods of evaluating independency, competitiveness and complementarity etc. are suggested to analyze the interrelationship between transportation facilities. The case study was carried out to examine the applicability of the methods. CONCLUSIONS: The methods raise rationality of decision-making compared to existing one. In the future, these methods are introduced into the manual of pre-feasibility study and feasibility study, more efficient decision-making and investment are expected.

철도수요예측 오차현황 및 원인분석에 관한 연구 : 인천국제공항철도 사례를 중심으로

It is a plan the government increases a railroad section SOC investment, and to activate railroad construction while a railroad wins the spotlight with green transportation. But an error of the demand forecast that is a base of a railroad investment evaluation follows in occurring big, there is it with an operation with an obstacle of a railroad investment. Case of the Incheon International Airport Railroad which went into operation recently, While a present transportation demand showed about 10% than a demand forecasted in a past conference, it was magnified in a social problem. A lot of research was gone on in road project about traffic demand forecast and error, a study to find out the error cause is an insufficient situation although errors of a railroad occurs big. So, this study looked for errors and causes about trip generation model and modes sharing model of railroad demand forecast but it was defined causes so that it can occur similar problems in the future. Especially it investigated causes after comparing rate of development plan for the realization and O/D size in trip generation model and after comparing rate of modes sharing of past and current and conducting a survey for airport users. In conclusion, it suggested method to reduce errors of railroad demand forecasting in the future.

교통수요예측의 불확실성을 대응하기 위한 위험관리 적용방안

최근 민간의 교통SOC투자가 활발히 이루어지는 가운데 장래 교통수요예측의 불확실성으로 인한 논란이 큰 이슈로 부각되고 있 다. 그러나 교통SOC투자를 위해 시행되는 투자평가제도에서는 장래 사회·경제적 여건변화에 대한 체계적인 대응이 미흡한 실정이 다. 본 연구는 이러한 문제를 인식하여 타당성 평가에 위험관리를 도입함으로써 사업 완료까지의 지속적인 사업관리방안을 제시하 였다. 국내·외 교통SOC사업에서의 위험관리방안을 조사하여 시사점 및 개선방안을 제시하고, 일반적으로 널리 알려진 위험관리 수 행과정을 교통SOC사업에 적용하고, 사업단계별 대응형식에 따른 대응방안을 마련함으로써 사업이 진행되는 과정에서 발생하는 사회·경제적 변화에 능동적으로 대응할 수 있는 기틀을 마련하였다.

교통SOC 투자평가제도 효율화 방안 연구

국가재정의 효율적 운영을 위한 교통SOC 사업의 투자평가체계에 대한 관심이 높아지고 있는 가운데, 현재 시행되는 투자평가체계의 제도간 중복성 및 일관성 결허 등 비효율적인 체계로 인해 불필요한 예산, 시간 및 인력낭비가 발생된다는 논란이 제기되고 있다. 일례로 국가재정의 효율적 운영을 목적으로 예비타당성조사가 도입되었으나 타당성 평가와 분석방법 및 평가내용이 유사하며, 효율적 교통체계구축을 촉진하기 위해 도입된 타당성 평가 또한 현재 타당성 조사가 그 기능을 대신하여 타당성 평가가 유명무실해 지는 등 투자평가체계의 전면적 재검토가 필요한 실정이나 각 제도 현황에 대하여 구체적으로 분석한 정책연구는 거의 부재한 실정이다. 이에 본 연구는 교통시설 투자평가제도의 법·제도적 측면, 분석항목 및 평가기준 그리고 절차적 측면 등을 중심으로 효율적 정책제도 개선방안을 마련함으로써 투자평가체계의 합리성, 일관성 및 효율성 향상에 기여할 것으로 사료된다. For the efficient operation of state finance appraisal system of transportation is increasing interest in the evaluation system. Nowadays, the investment rating system redundancy, and consistency of the jedogan gyeolheo system as inefficient due to unnecessary budget, resulting in a waste time and manpower has been suggested that the controversy. For example, for the purpose of efficient management of state finance a feasibility study was introduced and evaluated for feasibility assessment and analytical methods are similar, and efficient transportation system that was introduced in order to facilitate construction feasibility study is also currently a feasibility study on behalf of its functions investment feasibility study, including a rating system that is yumyeongmusilhae necessary if the full review and status of each system for the analysis of specific policy research is almost absent restaurant. The purpose of this study appraisal system of transportation law, institutions, and analyze items and evaluation criteria and procedural aspects of efficient policies and institutions focusing on investment by finding ways to improve the rationality of evaluation system, will help to improve consistency and efficiency.

기존 노선을 활용한 신규철도노선 서비스 제공 방안

최근 예비타당성조사나 타당성조사 등의 투자평가체계에서 신규 철도노선이 사업타당성을 확보하지 못하는 사례가 빈번히 발생하고 있다. 이는 도로사업과 달리 철도의 건설비 및 운영, 유지관리비가 도로에 비해 높은 구조이기 때문에 현 투자평가체계에서 철도사업의 사업 타당성을 확보하는 것이 어려운 실정이다. 수도권 노선망은 현재 밀도있게 구축되어 있으나 용량에 미달하여 운영하고 있어 효율적 건설방안 마련이 필요하다. 미국, 일본 등 선진국은 이러한 여건을 감안하여 철도노선과 운행계통을 분리하여 효율적으로 운영하고 있다. 따라서 본 연구는 기존 노선을 활용하여 철도 건설비 및 운영비를 절감하면서 신규철도노선 서비스를 제공할 수 있는 방안을 제시하고 한다. 현재 철도노선과 열차운행계통이 동일하나 이를 분리하여 철도노선간 연계하여 운행할 수 있는 다양한 운행패턴을 제시함으로써 신규철도사업의 타당성 확보가 가능할 것으로 판단된다. Recent pre-feasibility study or feasibility study, including evaluation of the investment in the new railway system, the inability of the Feasibility cases is frequent. Unlike the road project construction costs and operation of the railway, the road maintenance costs because it is higher than in the structure of the railroad from current investment evaluation system to ensure the feasibility of the business is difficult. Metropolitan route network has been built so the current density, but the capacity is less than the operating and construction plans must act efficiently. United States, Japan and other developed countries to reflect these conditions and service railway lines to divide the system is operating efficiently. Therefore, this study utilizes existing railroad route, while reducing construction costs and operating costs of new railway lines to provide services to the plan presented. Current railway lines and trains are the same one, remove them to the railway connection between the service by providing a variety of service patterns to secure the validity of the new railway project is expected to be available.

Recently with traffic SOC investment policy changing from road-centered to railway-centered according to environment-friendly and sustainable development issues regarding overlapping and overinvestment of traffic facility have been raised. Regarding investment of various traffic facilities of which departure and destination are similar to each other academia civic organizations government etc. are recognizing problems including overlapping investment of budget environmental destruction etc. but not suggesting definite solutions. Objective transportation network analysis is required because various positive effects including solutions of delay/congestion may occur due to provision of alternative way and distribution of the amount of traffic when accidents occur as well as negative effects suggested by some of civic organizations in various transportation facility investment of similar departure and destination. Hereupon this study tries to suggest a tool that can objectively evaluate interrelations of transportation network by applying multi-criteria analysis including economic feasibility regarding analysis of interconnections between and within means of transportation.

국내 교통SOC 투자평가체계 효율화 방안

Recently interest and concern about the effectiveness of the transportation investment policy have beenincreasing because lots of transportation projects reflected to the National Transportation Plan are suspended ordelayed during pre-feasibility study. For instance, the criticism such as overlap and deficiency in consistency inappraisal system were aroused because of the waste of budget, time and man-power etc. This is because theKorea government adopted pre-feasibility study for the purpose of efficient use of national budget, but themethodology and the appraisal contents are similar to the existing feasibility study. Also, the feasibility appraisalstudy was adopted in 1999 for the purpose of establishing efficient transport networks but the feasibility study hasbeen substituting the function which should be conducted by feasibility-appraisal study. In this study, by reviewingthe current situation and the purport of introducing these policies, the understanding of these policies could beincreased. Then, the plans for improving the efficiency of transportation appraisal system are suggested in thecontext of strengthening the connectivity between these policies. This study is expected to play an important rolein increasing the rationality, consistency and efficiency of transportation investment policies. 최근 국가상위계획에 반영된 교통SOC 사업이 예비타당성조사단계에서 중단․지연됨에 따라 투자평가방법 및 제도의 실효성에 대한 관심이 높아지고 있다. 특히, 현재 시행되고 있는 투자평가제도간 중복 및 일관성 부족 등으로인해 불필요한 예산 및 시간 그리고 인력낭비가 발생된다는 논란이 제기되고 있다. 일례로 국가재정의 효율적 운영을 목적으로 예비타당성조사가 도입되었으나 타당성 평가와 분석방법 및 평가내용이 유사하며, 효율적 교통체계구축을 촉진하기 위해 도입된 타당성 평가 또한 현재 타당성 조사가 그 기능을 대신하여 타당성 평가가 유명무실해 지는 등 주먹구구식 투자평가제도 도입으로 인해 효율적인 교통SOC투자가 이루어지지 못하고 있는 실정이다. 이에 본연구에서는 현재 수행되는 투자평가제도의 도입취지 및 운용현황을 살펴봄으로써 각 제도에 대한 이해도를 제고하고, 이를 토대로 현 투자평가체계의 효율화를 위해 각 투자평가제도간 연계성 강화방안을 제시하였다. 본 연구를 통해 현재 수행되는 투자평가제도를 체계적으로 정리할 수 있는 토대가 마련되어, 교통SOC투자제도의 합리성, 일관성및 효율성 향상에 기여할 것으로 사료된다.

철도역 신설에 따른 접근성 향상편익 산정방안

최근 철도노선 주변으로 택지개발이 지속됨에 따라 지역주민의 철도역 신설요구가 빈번히 발생하고 있으나,경제적 타당성을 확보하지 못하여 사업추진이 무산되고 있다. 철도역 신설은 이용객이 철도서비스를 이용함에 있어 철도 접근거리를 단축시키는 것이 주 목적이나 현 투자평가 체계에서는 역 신설에 따른 수단분담 재예측 및 통행배정을수행하는 반면, 편익산정에 있어 링크기반으로 통행시간 절감편익을 산정함에 따라 이러한 사업효과를 반영하지 못하는 구조적인 문제가 있는 것으로 판단하였다. 본 연구는 철도역 신설에 따른 철도 접근통행시간 절감효과에 대해 철도(Transit) 통행배정결과를 이용하여 접근통행수단을 승용차/택시, 버스, 도보로 구분하여 접근수단분담 방법과 편익산정방법을 제시하고 이를 접근성 향상편익으로 정의하였다. 가상 네트워크를 이용하여 접근성 향상편익의 규모를 분석한 결과 기존 철도역과의 거리를 2~10km로 1km단위씩 증가하였을 때, 기존 지침에 따른 통행시간 절감편익 대비약 12~120%로 나타나 기존(미시행시) 철도역과의 거리가 길수록 철도역 신설에 따른 접근성 향상편익의 규모가 타편익에 비해 높게 나타나는 것으로 분석되었다.

철도 폐선부지의 효율적 활용방안

As far as recent investment in railway, disused railway yards is increased in each line and region. As a result, related local government and agencies has been increased interest for utilization of disused railway yard. In this study, we investigated the status of the disused railway yards and conducted legal review on the use of disused railway yards. In addition, we analyze the disused railway yards use practices through case analysis and suggest plans to diversify ways to use.
