이 글의 목적은 2009년 1월 취임한 오바마 행정부가 미일관계를 어떻게 설정하는가를 분석하는 것이다. 오바마 행정부는 변화(change)를 선거구호로 삼고 정권교체에 성공했으나, 대일 외교정책에 있어서는 ‘변화’보다는 ‘지속’으로 기본 방향을 설정했다. 전임 부시 행정부의 외교행태를 비판하면서 새로운 외교를 천명했으나, 미일관계에 있어서 오바마 행정부가 보인 내용은 미일동맹을 강화하고 미일관계를 중시하는 것이다. 외교의 핵심 이념을 ‘가치공유’에서부터 ‘상호이익’이라는 실용주의 노선을 천명했으며, 지일 인맥을 다수 활용하며, 일본의 국내정치 변화에 의해서 발생할 미일동맹의 손상 가능성에 대비하는 외교를 수행했다. 오바마 행정부가 천명한 외교 수행의 방법상 변화인 일국주의가 아닌 국제협조의 중시라는 측면에서 미일관계에서 변화를 보일 가능성이 있는 것은 북한 관련 정책이다. 대북 정책의 목표가 핵무기의 폐기라는 점에서는 다르지 않으나, 클린턴 국무장관은 부시 행정부 말기에 미국이 취한 대북정책에 대해서 갖고 있는 일본 정부의 불만을 존중하겠다는 일련의 외교적 언행을 했다. 따라서 오바마 행정부는 대북 정책의 내용과 수행방식에 변화를 준다면 먼저 동맹국인 일본과 한국과 의견조정(consultation)을 충분히 가질 것으로 보인다. A purpose of this paper is to analyze the U.S. policy toward Japan under the Obama administration. This paper argues that despite the change being the slogan of his presidential campaign the new administration underscores the continuity in U.S. policy toward Japan, repeating the U.S.-Japanese relationship as the cornerstone of security in East Asia as it was during the Bush administration. Instead of the value-shared diplomacy of its predecessor’s key concept, however, the democratic administration emphasizes the mutual interests as a key concept of its pragmatic diplomacy. During her first foreign visit to Japan, Secretary Clinton sent a strong message that the Obama administration was as committed as its predecessor to the “complete and verifiable denuclearization of North Korea,” exercising diplomatic protocols to show her understanding of Japanese concerns about US unilateral policy changes toward North Korea. Being equally careful not to tie North Korea denuclearization too closely to progress on the abductee issue, she stressed that Obama administration would spend more time listening and responding to the concerns of its allies and partners, including opposition politicians like Democratic Party of Japan leader Ozawa Ichiro.
