        한국적 도시재생의 개념과 유형, 정책방향에 관한 연구

        본 논문은 최근 학계와 정책 당국을 중심으로 활발하게 진행되고 있는 도시재생에 대한 학술적 논의와 연구결과가 과연 한국적 도시재생 환경에 적실한가 하는 문제의식에서 출발한다. 쇠퇴지역에 대한 종합적 처방으로서의 사회·경제·문화적 도시재생이라는 서구적 도시재생의 개념과 성공 사례가 한국적 도시재생 환경에 대한 진단과 추진과정의 성찰 없이 기계적으로 도입됨으로써 정책형성과 제도화의 실천적 과정에 상당한 혼란을 야기시키고 있다고 판단하기 때문이다. 이와 같은 맥락에서 본 논문은 도시재생 환경의 한국적 상황을 이해하고, 이러한 이해를 바탕으로 그간 진행되어 온 도시재생 정책과 제도형성 과정을 비판적으로 고찰함으로써 한국적 도시재생정책의 실천성 제고를 위한 시사점과 정책개선 방안을 제시하고자 하였다. 이를 위해 먼저 도시재생의 연구동향과 개념적 범위에 대하여 논의하고, 현실적으로 도시재생사업이 추진되거나 계획되고 있는 사업 현장의 한국적 토양과 시장구조를 검토하였다. 또 도시재생에 대한 정부 차원에서의 접근방법과 제도형성 과정을 검토하고, 마지막으로 한국적 시장구조와 현장 상황에 적실한 도시재생의 접근방법과 조건, 정책적 사사점을 제시하였다. This study begins with having a critical mind of propriety in the Korean context of urban regeneration of which concept and meanings were recently introduced from advanced countries. In this context, the purpose of this study is to identify the conceptional framework and policy institution process in urban regeneration programme approprite for korean socio-economic circumstance, and to suggest some policy implications on urban regeneration. For this purpose, recent research trend and the state of the art in this field were reviewed. The market structure, laws and ordinances system, and the structure of interesting groups which characterize our regeneration circumstance were also analysed. And some arguements were made over the conceptual scope and actual meanings of the urban regeneration which approprite for korean socio-economic circumstance. Some policy implications of this study are as follow. First, active investigation and self-examination on the past regeneration policy should be made before new regeneration policy formation. Second, It should be prerequisite the principal of sustainability in regeneration process. Third, different approach and methodology should be done according to project type of urban regeneration. Lastly, resident community should be restoration or newly formation for community regeneration.

        삶의 질 측면에서 본 우리나라 공공개발사업의 평가

        The purpose of this paper is to estimate public physical development project from the viewpoint of urban quality of life. To estimate the performance and the impact of public development project, three criteria is adopted, such as 'standpoint of urban structural change and its impacts', 'standpoint of settlement quality and stability', and 'standpoint of environmentally sound and sustainable society'. Some policy suggestions were presented for enhancing urban quality of life in the process of public development project. First, urban regeneration should be carried out at inner city. Second, "people's prosperity" as well as "place's prosperity" should be taken into accound at the process of public development project. Third, "management related development" should be prefered to "management after development". Fourth, spatial planning and environmental planning should be connected and integrated through out the development process. And lastly, the community spirit should be revitalized to make livable neighbour.

        지역주민의 도시계획에 대한 인식수준과 주민참여의 차이성에 관한 연구

        This study aimes to clarify the difference of citizen's perception, preference, and participation level in urban planning process between residents groups, and to give a policy implication on citizen's participation process in urban and regional planning. For this purpose, some residents groups were classified by urban types and household characteristics. And for empirical analysis, 373 questionnaire data were surveyed from 14 different regions. To identify the difference of perception and participation level between resident groups, Pearson Chi-square test was analysed. Some findings of this study are as below. First, there was not remarkable difference between residents groups except some items, such as 'perception level in community based plan', 'participation level in public open hearing', etc. Second. the main factors of resident's perceptional difference in urban planning process are not 'the place where to live', but 'the characteristics of household' such as occupation, consciousness of settlement, housing ownership, etc. But this findings have some limits to generalize to other regions because of sampling limitation.

        도심공동화 문제의 이해와 도심재생의 접근방법

        The purpose of this study is to make recognition and interpretation in the phenomena of inner city decline, and to suggest some policy implications on urban regeneration programme. Some arguements about the recognition and the identification in the phenomena of the inner city decline are reviewed, and meanings of urban center regeneration are re-interpreted. To analyze and clarify the actual condition of the phenomena of inner city decline , the case study in Daejeon Metropolitan area was executed. Some findings of this case study are as follow. In urban center, the population density and locational rent of urban land was considerably declined as years go by after 1980s. And the main CBD related urban functions and facilities in urban center were moved to Doonsan newly developed urban center. But nevertheless this drained out of CBD related urban functions and facilities, the original urban center maintained its basic function as urban center of Daejeon Metropolitan area.

        국제적 메가이벤트 유치전략의 쟁점과 정책적 함의

        세계 각국의 정부와 도시들은 올림픽과 월드컵, 엑스포와 같은 국제적 규모의 메가이벤트 유치를 위해 경쟁적으로 뛰어들고 있다. 메가이벤트 유치가 개최국과 도시에 다양한 유형의 편익과 지역발전 효과를 가져오는 것으로 기대하기 때문이다. 그러나 메가이벤트의 개최를 위해서는 엄청난 재정투자가 필요할 뿐만 아니라, 개최후 사후 관리를 위한 재정적 부담 역시 감수해야 한다. 본 논문에서는 메가이벤트 유치의 주요 쟁점 사항에 대하여 연구자의 시각에서 비판적으로 검토하고, 기 개최된 메가이벤트에 대한 재평가를 통해 향후 메가이벤트 유치와 지역발전정책에의 함의를 제시하고자 한다. 이를 위해 메가이벤트의 개념과 유형적 특성을 논의하고, 이러한 개념과 유형적 틀 속에서 우리나라에서 개최되었거나 개최될 예정인 메가이벤트의 실태와 특성을 정리하였다. 그리고 그간 메가이벤트와 관련된 주요 쟁점 사항과 파급효과에 대하여 재평가하고, 이러한 논의와 평가를 바탕으로 국제적 메가이벤트를 활용한 지역발전전략에 대한 정책적 시사점을 제시하였다. The increasing number of nations and cities are bidding to host the mega-event such as Olympics Game, football World Cup, and EXPOs, expecting to have an opportunity for improving eonomic and social aspects of a city or region. But host city not only should make accumulated investment for staging the mega-event but also have diverse burdens such as negative impacts. Many studies has been done to estimate these direct and indirect impacts from staging mega-event, especially the impact on economic returns and employment of host city. Among these studies, some reports overestimate these effects because of strong incentive to justify heavy national subsidies. In this context, this paper reviewed and estimated major issues in bidding and staging these mega-events and proposed some policy implications on regional development policy. For this purpose, this paper tried to make conceptual and operational definition of mega-event and to classify the type of one. And reviewed the reports estimating the impacts of staging mega-event which hosted by Korean government. Finally some policy implications and recommendations has been suggested for local government and related institute expecting future bidding.

        To handle voltage fluctuation, not only boost operation but also buck operation are essential for PFC converter. The efficiency of various Buck-Boost type PFC converters is analysed by PSIM thermal module which can calculate switching components’ switching loss and conduction loss easily. 2kW PFC converters are simulated. The input voltage is from 92Vrms to 322Vrms. The output voltage is 350V. The operation frequency is 50kHz.
