본 논문은 "지방토지수용위원회" 제도의 문제점을 개선하기 위해 영국과 미국의 토지수용 제도 등 이론적 고찰을 통해 정책적 시사점을 도출하는 한편 지방자치단체 토지수용 사례를 중심으로 개선방안을 모색했다. 첫째, 미국의 토지수용(Takings)은 공청회(Public hearing)와 배심제(The jury)의 활용이다. 토지수용권(Eminent domain)을 통해 재산을 강제수용하기 위해서는 공청회를 통해 이해관계인과 시민들에게 수용에 대한 필요성과 인식을 나누고 있으며 사업시행자 (행정기관)가 법원에 소송을 제기하여 공용수용권을 행사하도록 한다. 둘째, 영국의 강제매수(Compulsory Purchase) 제도는 의회가 제정한 법률에 근거를 가져야 하고 CPO를 사용하겠다는 결의도 지방의회에서 결정하게 하여 권력남용을 방지하는 시스템을 갖추고 있다. 셋째, 한국의 지방자치단체 토지수용위원회 개선방안으로 ${\triangle}$지방토지수용위원회 전문성 확보 ${\triangle}$유형별 신속한 토지수용 ${\triangle}$권리보호를 위한 대안제도 마련 등이 필요하다.

물리치료 기술 개발 방향 정립을 위한 세부 연구 분야 우선순위 도출

Background: The purpose of this study was to suggest agenda priorities for research and development with physical therapy technology. Design: Cross-sectional study. Methods: A survey was consecutively done to 62 experts working in physical therapy research areas to investigate the priority of the categories. Paired T-tests and Importance-Performance Analysis using SPSS 21.0 package were conducted to find the differences between importance and satisfaction of the categories and the order of priority. Results: In results, it was developed that the research and development with physical therapy technology were divided with 18 categories. And the importance were significantly higher than satisfaction in 18 categories. Specifically, categories about assistive technology and robot rehabilitation were found to be on the high importance and lower performance quadrant. Conclusion: In sum, this study was meaningful in finding usage categories of research and development with physical therapy technology and investigating Importance-Performance differences for deriving research and development with physical therapy technology.

In the situation where the number of anguished people are increasing recently related to the remained lot purchase, there occurs the need for the specification of the 'regulation on the remained lot's purchase'. The remained lot is the remained land that is left after the allocation to the public business, and is compensated for its loss by the business implementor through the 'remained lot purchase request' by the people accommodated. This thesis presents issues based on the case studies on the remained lots that was accommodated and adjudicated in the local autonomous entity, and has the objective of implementing the protection of rights and effective compensation administration through the just compensation of the loss to the people who are accommodated.

우리나라 과학기술정책은 F학점이다. 4월을 '과학의 달'로 정하고 과학대중화운동이나 과학문화확산운동을 벌이고 있으나 4월 한달만 지나면 조용히 사라지고 만다. 특히 우리의 과학교육을 보면 입시위주의 주입식 교육은 과학을 재미없는 과목으로 치부해 버려 과학교육이 스스로 과학대중화를 멀게 하고 있다. 21세기 선진국 진입을 위해선 이 시대에 맞는 살아있는 과학기술교육이 시급하다.

대학당국과 학생회 간에 발생하는 갈등문제는 대학운영관리의 법적, 포괄적 책임이 있는 대학당국이 일반사회에서 나타나는 갈등해소의 기본원리인 편파적, 부분적 이익보다는 대학공동체의 이익을 우선적으로 도모한다는 원칙 하에서 풀어 나가야 할 것이다. 그리고 대학당국은 당사자 입장에서 고민해 보고, 타협 또는 양보할 수 있는 여지가 있는지를 진지하게 검토해 보는 자세가 매우 중요하다.

우리는 DSLR 카메라의 RGB 소자를 일종의 필터로 활용하여 성단의 H-R도를 얻었다. 일반적으로 성단의 H-R도는 U, B, V, R, I-대역 필터를 사용하여 얻는다. 필터가 장착된 CCD 카메라 장비는 고가이거나 교육적으로 활용하기에는 수월하지 않아서 학교 또는 국/공립/사립 천문대에서의 교육적 활용에 제한적인 측면이 있다. 이 연구에서 우리는 학생들이 사용하기 쉬운 DSLR 카메라로 성단의 H-R도를 구현하는 방법을 제시하여 천문학 교육에 활용하고자 한다. 우리는 DSLR 카메라의 RGB 소자를 사용하여 M45 성단의 B-G 색지수를 얻고, 이를 이미 알려진 M45의 구성원의 B-V 색지수와 비교하여 선형적인 관계를 알아내었다. 우리는 DSLR 카메라의 B-G 색지수로 H-R도를 성공적으로 작성할 수 있었다. 별의 색-온도 관계와 항성 진화 실험학습에 소형망원경과 DSLR 카메라가 천문학 교육에 활용되기를 기대한다.
