        국토공간정보체계와 지적정보 CB의 신뢰성 확보방안

        본 연구는 국가의 국토공간정보체계가 효율적으로 운용되고 신속하게 추진될 수 있도록 하며, 기 구축된 국토공간정보의 DB(지적정보의 DB)를 갱신하여 신뢰성을 높이고 효율성을 증진시키는 방안을 모색하려는데 연구목적이 있다. 이를 위해 연구범위는 국토공간정보체계와 관련한 법규와 추진체계 및 조직, 그리고 지적정보의 DB로 한정하며, 전문가의 면담과 문헌조사 등을 통해 국토공간정보체계의 개념과 법률근거 및 현황 등을 살펴보고 지적정보의 DB 신뢰성 확보방안을 모색하였다. 본 연구결과에 따르면 국토공간정보체계 및 지적정보 DB의 신뢰성을 확보하기 위해서는 첫째, 새로운 국토공간정보체계의 사업추진체계를 구축하는 것이다. 둘째, 국토공간정보체계의 관련법규 및 조직을 정비하는 것이다. 셋째, 국토공간정보체계의 전문인력 양성 및 재교육을 추진하는 것이다. 넷째, 국토공간정보체계의 지적정보 DB를 재구축하는 것이다 The National Space Information System is applied in the study of the paper by efficient, and it be promoted to a speed. Though I grope for the national space information plan letting I update DB( Cadastre Information DB ) and raise reliability and increase efficient built for period, I put a study purpose. The law that the study range associated with the National Space Information System with this purpose and a promotion system and post of group. And limit it to DB of the Cadastre Information. It is good and watches the concept of the National Space Information System and law grounds and the present situation through an interview and the documents investigation of the expert and gropes for DB reliability security plan of the Cadastre Information. I am first to secure country space information system and reliability of Cadastre Information DB according to the findings of the study. The construction of a new business promotion system is necessary. The second, I get the law to relate to and post of group ready. The third, I promote the specialized talented person training and remedial education. The fourth, I rebuild Cadastre Information DB.

        The city has exposed seriously its potential problems that were not anticipater in the course of the progress i.e urban pollution problem, unemployment and poverty, slum & occurrence of criminal area, traffic congestion, insufficiency of the countrtside's labor force, change of social organizations and urban political instability,ete. The rapid urbanizanizations in development countries as well as our country, the pseudo ubvanization, are now being discussed on the consideration of the country's development and therefore, it is being faced on the solution of the urban problem as an important facing subject in the coumtry's policy. The switching to urban development in our country must be expanded to the balanced development of the national land based on a symmetry, qualitative improvement for citizens life, protection of the surrounding stain, and under the basic target to the national land plan policy. For futher urban development, a plan which could accord with efficiency and symmetry all over the country is needed through political measures. In addition, a great-sphere urban development style based on the substantial urban community which could be corresponded with a rapid progress to the main city is required.It is to cope with the future space changes and for the purpose of an efficient control to main urban communities. The reason is why an approach concept of the urban cultibation is needed from the comprehensive urban program standpoint between the city and the rural community by centralizing to the main city Accrdingly the wrirer try to suggest five directions of urban development in the future.It's as follow; 1) the individualization of urband 2) the increase of efficiency of the urban land use 3) the urban redevelopment of provide for old age 4) the urban planning in the citizen participation 5) the development of urban Information System etc.

      • 韓國住宅政策의 變遷과 方向

        The fundamental objective of the housing policies must be placed on residence, and promoted level of housing welfare of the all nation. This study has reviewed, under the historic point of view, the influences of housing policy which have affected to the housing problems by each age considering the changing process of housing policies of our country. Since last 1960s our government has been tired to solve the housing problem with all its might, but result is more serious one, even though the house is one of fundamental condition in people's life. The most urgent problem in housing policy is first of all, a housing short-age and after the solution of that, the progression of house quality and stability of residing environment should be accomplished. The desirable housing policy of our country is as follows : 1. To solve the housing shortage, sufficient amount of houses must be provided. For this, large quantites of lowpriced residential sections must be supplied individually. 2. Housing financial system, playing an important role in solving the housing problem for common people who have no house, should be activated functionally. 3. For the low income group, lacking an ability to have their own house, rental housing constructions should be enlarged. 4 . Stable and good residential environment and comfortable and efficient residential environment should be improved to live a delightful and cultural life.

      • 남북교류협력사업과 공동 ESG 발전전략 정책연구

        In this study, changes in conditions around the Korean Peninsula and the necessity of creating a foundation for North-South unification and cooperation were presented, and the current status and problems of inter- Korean exchange and cooperation projects were analyzed. In addition, I would like to focus on the 5th Comprehensive National Territorial Plan and the contents of implementation tasks, and suggest directions for development to establish a foundation for inter-Korean exchanges and cooperation in the future. Therefore, to lay the groundwork for inter-Korean exchange and cooperation, first, it is to seek a basic direction under the basic principles of inter-Korean exchange and cooperation. The second is to establish a support system for inter-Korean exchanges and cooperation. Third, for the smooth promotion of inter- Korean exchange and cooperation projects, an appropriate division of roles between the private sector and the public is necessary. Fourth, it is necessary to strengthen the international cooperation system in order to vitalize economic exchange and cooperation with North Korea the border area. Fifth, inter-Korean exchange and cooperation projects need to seek the establishment of a development plan on the Korean Peninsula.

      • 韓國 土地政策의 實態分析과 發展方案에 關한 硏究

        The land is the necessary and limited property for the productive activity and the daily life of human being. So no one can survive without land. And then the land is an object of exclusive possession in the modern legal system. As a result, each person can use his land at his will ; use it an a farm, construct buildings on it, gain benefits from lending it, or dispose it, etc. Today in reality, some persons own a large amount of land and use them at their will, another persons own small or non of it. The unbalanced distribution of lands, like this causes conflicts between the possessed or not possessed with it's use. In the modern socity, the governments start to intervene the land market to solve these conflicts. The governmental intervention appears to public control over the use of land, the goal of control have grown from a narrow desire to secure convenience and amenity in the layout and development of building land to wide aims of national polity, such as the distribution of industry and population. In order to achieve these aims, there required strong governmental control over the land ownership, not only negative, approving or disapproving privately initiated proposals, but also positive, effectuating publicly desired proposals. Accordingly, the purpose of this study is to analyze the states of present land policy and grope for the development plan of henceforth land polity. It's as follows; 1) the restrict policy of land ownership, 2) the officiency policy of land use, 3) the public policy of land development, 4) the balance polity of supply and demand of land, 5) the regulation policy of land transacts, 6) the strengthen policy of land taxs, 7) the systematize policy of land information system, etc. As mentioned above, the alternatives of land policy in future can lead the longrange schemes of land policy to the desirable directions. And I hope that thos alternatives will contribute to the future government's policy making of land and they will be studied and analyzed in detail.

      • 국유지의 이용실태 분석과 발전방향 연구

        This study examines the status of use of national land and seeks ways to efficiently manage national land and commercialize it to increase its value in the future, thereby increasing the value of national land and improving the management function of national land in connection with the government's real estate policy. The purpose is to enable improvement. The scope of this study examines environmental changes and general status of national real estate, and focuses on national real estate in particular, focusing on the current status, management and operation status, management method, and profit model development, etc. from institutional, economic, and management aspects. We seek ways to increase usability. The spatial scope is the national land, and the temporal scope is the use status and management system of the national land since the enactment of the National Property Act in 1950 to the present. For the practicality and objectivity of the research, the research method is to cooperate organically with working departments of government-related ministries and utilize advice from external experts such as academia. Collection of basic and empirical data required for the research is conducted through existing literature, internet research, and related empirical research. It will focus on data, but if necessary, conduct field visits in parallel. Considering the future of the country and future generations, the problem of national land is not limited to its functions as public goods, environmental goods, public reserved land, etc., but more active and efficient management is required, and even productive management is requested. Considering this situation, future use and management of national land will need to be improved in a more progressive manner as follows. First, it sets standards for the use and management of national land. The standards for this may be determined according to the planned use and size of national land. In addition, even if the development trust and the target of entrustment are determined according to the standards, a land use plan suitable for the use area must be devised for idle land or bare land for which use is reserved. Second, national land should be managed by more specialized agencies and organizations. Specialization of the management organization is for efficient management of national land, and efficiency can be achieved through revitalization of use. Third, in order to promote the use of national land, it is necessary to conduct comprehensive and regular surveys of national land, promote grouping and enlargement, and establish, develop, and utilize use plans. Fourth, in order to ensure efficient management of national land, the entrusted institution must be specialized and composed of human resources and organizations with knowledge and experience. When national land is comprehensively managed by a specialized entrusted agency, the efficiency of national land management will increase and it will be possible to foster active specialized agencies as well as prepare for national land management in the event of unification. Fifth, build a database of information on national land, expand its use, and disclose it. In order to manage national land efficiently, information on national land should be converted into a database. Since national land is an asset of all citizens, it is natural to disclose information such as various national land reports.
