REDD is recognized as a cost-effective and the most appropriate way of managing global GHG emissions. It is negotiated in a global context under the UNFCCC. The main issues of the REDD mechanism are divided into two parts: 1) developing forest carbon verification and measurement system for reducing emissions from deforestation and forest degradation, 2) establishing an appropriate system of incentives for developing countries. REDD can provide stability in carbon offset credits. However, the most important task is to establish a clear legal framework and appropriate governance structures with relevant countries. There is a wide opportunities for Republic of Korea to take a lead in cutting off greenhouse gasses in the Post-Kyoto period.

u-Park means national parks with environmentally sound information networks and integrated ubiquitous services are available. u-Park is totally managed based on u-IT(Ubiquitous IT Technologies) which provides ubiquitous service through sophisticated resources of national park and establishments. The u-Park management system automatically carries out resource management, visitor management, and service management. Related data are integrated and proper park management programmes are offered based on them. u-Park management system improves efficiency of park management and enables scientifical management of carrying capacity. In this research, the concept of u-Park was studied theoretically, and important factors to be considered were suggested.

The purposes of this study are to estimate mean willingness to pay (WTP) for preventing forest fires by contingent valuation method (CVM), and to calibrate the variables affecting WTP. The forest fire prevention fund was utilized as a payment vehicle to elicit respondents` willingness to pay (WTP). A total of 500 adults who reside in Seoul Metropolitan area were selected by two-stage cluster sampling and conducted the face-to-face interview. The scenario was designed to meet the requirements for double-bounded dichotomous choice CVM. More than half of the respondents (64.6%) have a willing to pay for the fund. The mean WTP was ₩4,532. Therefore a total WTP for the population was ₩34,165,758,000. The calibration of Weibull proportional hazard model showed that education level, environmental conservation intention and negative consciousness about the effect of forest fire were independent variables strongly influencing the WTP.
