        2021년 8차 당대회에서 개정된 조선노동당 규약은 김정은 정권의 북한의 사회주의·공산주의에 대한 이데올로기 규정변화, 새로운 전략적 노선 및 최근 정세변화를 반영하는 한편, 중앙과 지방을 포괄하는 당 조직체계 상 주요 변화를 포괄한다. 본 연구는 9차례 개정된 조선노동당 규약 전체를 대상으로, 2021년 1월 개정 당규약이 명시한 '당중앙의 유일적 영도체계'의 조직적 변화를 분석함으로써 김정은 정권의 권력구조, 즉 수령제 및 당·정·군관계를 평가한다. 2010년 3차 당대표자회 후계구도를 거쳐 2012년 4차 당대표자회 이후 공식출범한 김정은 정권은 2022년 4월 집권 10년을 앞두고 당 수반이자 국가 수반인 김정은을 중심으로 한 유일영도체계를 제도화하고 새로운 당·정·군 조직 재편을 통해 일원적 지도·집행체계를 확립했다. '당중앙의 유일적 영도체계'는 당 수반-총비서의 당중앙위원회 기구를 통한 '조직영도'의 체계로 구축되며 김정은 시대 당-국가체제의 제도화와 일원화를 동시에 보여준다. 이러한 조직적 개편은 2020년 코로나19 팬데믹 이후 '삼중고'를 겪고 있는 김정은 시대 북한의 위기관리체제 확립의 특성을 보이며 향후 김정은 정권의 통치구조를 이해, 전망하는 데 중요한 함의를 가진다. The Rules of the Workers' Party of Korea (WPK), revised at the eighth Party Congress in 2021, reflect the Kim Jong Un regime's changes in strategic lines and ideological justifications on North Korea's socialism and communism, and its recent stances against the external environment. Moreover, they contain critical changes in the party's organizational system encompassing the central and the provinces. This study explores the organizational changes of the "monolithic guidance system of the party core" stipulated by the new party rules in January 2021, based on the analysis of the entire nine revised rules of the WPK since 1945. In the 2021 Party Congress, the Kim Jong Un regime, which officially came to power after the fourth Party Conference in 2012, has institutionalized the monolithic guidance system centered on the party core, or the head of state, Kim Jong Un. The newly set leadership and execution system, which reorganized party, government, and military organizational structure and accompanied the relevant personnel changes, was derived from the attempts for reinstating the Kim Jong Un regime as a more normalized party-state structure before its 10th year in power in April 2022. The "monolithic leadership system of the party core" established a system of "organizational leadership" through the organization of the Central Committee, directed by the Party Head, or General Secretary. The institutionalization of the new system resulted from the ten-year development of the revival of the party-state structure, which compromised the status of the military and reconfirmed the party's control of the military. This study explains the new system from the perspectives of both institutionalization and top-down unity, shedding light on the new party-military-government relations of the Kim Jong Un regime. The analysis contributes to a better understanding and forecasting of the Kim Jong Un regime's governance, which currently strengthens the monolithic leadership system as a crisis management system in the face of the "triple hardships" of sanctions, Covid and disaster.

        1.8 mm와 2.2 mm 동축 소절개와 2.75 mm 절개 백내장 수술의 1년 결과

        Purpose: To compare the 1-year outcome of 1.8 mm and 2.2 mm microcoaxial cataract surgery (MCCS) versus 2.75 mm conventional cataract surgery (CCS). Methods: The present study evaluated 120 eyes (40 eyes in each group). The mean ultrasound power, ultrasound time (UST), and cumulative dissipated energy (CDE) were measured preoperatively and at 1 day, 1, 2, 6 months, and 1 year postoperative. Visual acuity, number of corneal endothelial cells, and surgically induced astigmatism (SIA) were compared. Results: In LOCS III NO4, 1.8 mm MCCS showed a statistically higher ultrasound time (p-value = 0.031) and CDE (p-value = 0.029), and the day 1 corneal thickness increase was relatively higher in 1.8 mm MCCS (p-value = 0.043) than other two groups. There were no differences in postoperative 1 year visual acuity or number of corneal endothelial cells among the groups. SIA was significantly lower in 1.8 mm and 2.2 mm MCCS compared to that of the conventional treatment (p-value = 0.046). Conclusions: There were no differences in postoperative 1 year mean endothelial cell density or corrected visual acuity between 1.8 and 2.2 mm MCCS and CCS at all cataract densities. The 1.8 mm and 2.2 mm MCCS techniques were as safe and effective as CCS, and SIA in 1.8 mm and 2.2 mm MCCS was significantly lower than that of CCS. J Korean Ophthalmol Soc 2012;53(7):960-968

      • 이온 질량 주입이 금속 유도 측면 결정화에 미치는 영향

        금속 유도 측면 결정화에 의한 다결정 실리콘 박막 트랜지스터의 제작에서 이온 질량 주입이 MILC 속도 및 거동에 미치는 영향을 분석하였다. 비정질 실리콘에 도펀트를 주입하거나 이온충돌을 가하면 MILC의 속도가 50% 이상 감소하고 MILC선단이 불균일 해졌다. IMD에 따른 비정질 실리콘 박막의 성질 변화를 분석하기 위하여 자외선 반사도 및 표면 거칠기를 관찰하였고, 이온 충돌에 의한 표면 거칠기의 증가가 MILC 속도 감소와 균일도에 영향을 주는 것으로 나타났다. Ion mass doping method has been implemented for the fabrication of large area electronic devices such as TFT-LCD. In this work, the effect of ion mass doping on the velocity and the behavior of MILC was investigated. When amorphous silicon was either doped or bombarded by accelerated ions, MILC velocity was reduced by over 50% and the front edge of MILC became coarse. In order to analyze the dependence of silicon film's properties on ion mass doping, ultraviolet reflectance and sulfate roughness were investigated. Both the velocity and the behavior of MILC were found to be related with the increase of surface roughness by ion bombardment.

      • 박막트랜지스터의 채널 내에 형성된 금속 유도 측면 결정화의 경계가 누설전류에 미치는 영향

        금속 유도 측면 결정화 (Metal-Induced Lateral Crystallization; MILC)에 의해 저온다결정 실리콘 박막트랜지스터를 형성할 때 Ni박막을 게이트와 소오스/드레인간 경계로부터 거리를 달리하여 형성한 뒤 결정화시킴으로써 소오스와 드레인으로부터 결정화가 진행되어 서로 만나는 경계 면을 채널 내부 외부에 인위적으로 위치시킬 수 있었고 이들의 전기적 특성비교를 통하여 MILC경계가 트랜지스터 특성에 미치는 영향을 고찰할 수 있었다. MILC 경계를 채널 내부로부터 제거시킴으로써 On Current, Subthreshold slope 특성을 향상시킬 수 있었고 누설전류 특성도 크게 향상시킬 수 있었다. 채널 내부에 MILC 경계가 존재할 경우 전기적 스트레스를 인가함에 따라 누설전류의 양이 감소하였고, 전체 감소량은 채널 폭이 넓을수록 증가하였고 채널길이에는 무관하였다. In the case of metal-induced lateral crystallization (MILC) for low temperature poly-Si TFT, offset length between Ni-thin film and the sides of gate could be modified to control the location of MILC boundary. Electrical characteristics were compared to analyze the effect of MILC boundary that was located either in or out of the channel region of the TFT. By removing the MILC boundary from channel region, on current, subthreshold slope and leakage current properties could be improved. When MILC boundary was located in the channel region, leakage current was reduced with electrical stress biasing. The amount of reduction increased as the channel width increased, but it was independent of the channel length.

        복부동계를 동반한 동기능부전 증후군에 영계출감탕 투여 1례

        The sick sinus syndrome refers to a combination of symptoms (dizziness, confusion, fatigue, syncope, and congestive heart failure) caused by sinus node dysfunction and marked sinus bradycardia, sinoarterial block, or sinus arrest. 'Abdominal pulsation' means a disagreeable symptom that is defined as sensation of beating at the abdomen. We experienced a 84 year-old female patient who had dizziness, fatigue, abdominal pulsation and frequent voiding. These symptoms were related to previous episodes and presumed sick sinus syndrome by symptoms, ECGs and 24 hrs of holter monitoring. In the point of Differentiation of Syndrome (辨證), this patient was diagnosed as 'Water retention(水氣)' and was administered with Yeonggyechulgam-tang(岺桂朮甘湯). After the treatment, abdominal pulsation (frequency) and dizziness (VAS) were improved. Futhermore, the interval of voiding was longer and each volume of urination increased.

        경포호의 옛모습 추정- 기록자료를 중심으로 -

        Due to the pressures from surrounding conditions, the current Gyeong-Po Lake has been loosing its original appearance. Historically, the value of Gyeong-Po Lake has been highlighted at the Ru-Jeongs, which were once used to enjoy the various lakeside landscapes. However, the changes in physical appearance of the lake surroundings have ruined the value of the Ru-Jeongs, and even more changed the view point. As an initiating effort to reestablish and to manage the traditional visual landscapes of the lake, this study puts its emphasis on the traditional point of view. Also, this study tries to find the traditional visual values that are not visible at the current time, based on historic literature such as historic documents, paintings and poems. One of the important findings of this study is that viewing the different landscapes was more highly valued than their physical configurations in historic literatures, and that the focal points in viewing landscape were the Ru-Jeongs(누정). Hence, this study suggests that it is necessary to set the Ru-Jeongs, including Gyeong-Po(경포), Bang-Hye(방해), Hwan-Sun(환선), and Ho-Hae(호해), as the focal points for viewing the landscapes in order to reestablish and manage the traditional landscapes of Gyeong-Po Lake.
