건강가정지원센터의 활성화 방안

급격한 사회변화와 더불어 가족의 개념과 기능 및 구조는 커다란 변화를 겪고 있고 가족의 기능도 이에 걸 맞는 변화를 요구하고 있다. 이러한 맥락 하에 가정문제의 해결 및 예방과 더불어 다양한 가정의 건강성을 증진시킴으로써 가정의 복지와 사회복지를 동시에 향상시키기 위한 목적으로 2004년에 ‘건강가정지원법’이 제정되었고 건강가정지원센터가 출범하게 되었다. 그러나 사업의 특성상 복잡한 사업에 비해 지원되는 예산은 턱없이 부족하여 사업 자체가 소극적이고 협의적으로 진행 될 가능성이 많다. 이의 해결을 위해서는 지역자원의 개발과 네트워크의 구축이 가장 기본이 될 것이다. 이에 추가적으로 활성화 할 수 있는 방안은 첫째, 건강가정지원센터의 특성을 살려 문제중심이 아닌 가능성 중심으로의 프로그램의 개발과 운영이 필요하다. 둘째, 한정된 예산을 가지고 많은 사업들을 운영해야 하는 관계로 지역자원의 연계는 필수적으로 이루어 져야 한다. 셋째, 지역에서 건강한 가족을 위한 프로그램을 지원하는 센터의 특성상 타 복지관과 중복되지 않는 특화된 프로그램의 운영이 필요하다. 넷째, 적극적이고 현실적인 예산의 지원이 뒷받침되어야 한다. 이와 같은 조건이 제공되어질 때 건강가정기본법에 명시되어 있는 건강한 가정생활의 영위와 가족의 유지 및 발전을 위하여 가정문제의 적절한 해결방안을 강구하며 가족구성원의 복지증진에 이바지하여 건강가정 구현에 기여하는 것을 이룰 수 있다고 확신한다. There have been drastic changes in the concept, function and structure of family along with rapid social changes, and a change of family function is required to keep up with the trend.The health family support act was enacted in 2004 to facilitate the resolution and prevention of family problems, to promote family health and ultimately to improve family welfare and social welfare at the same time. And then healthy family support centers were established. However, the budget of the centers is extremely insufficient though the centers push ahead with complicated projects due to the unique characteristics of this field. Such an extreme shortage of budget is highly likely to result in scaling down the scope of the projects. The first step to remedy the situation is the development of local resources available and a setup of network, and there are several additional ways to dynamize healthy family support centers:First, it's needed to focus on possibilities rather than problems in consideration of the characteristics of healthy family support centers during the development and management of programs. Second, there must be a tieup with organizations that are able to provide local resources available, since just a limited amount of budget was earmarked for a lot of projects. Third, a supply of specialized programs that are differentiated from other programs offered by welfare centers is vital, as the centers aimed at creating healthy families. Fourth, a more extended and realistic budget should be provided. When all the above-mentioned conditions are satisfied, healthy family support centers will definitely make a contribution to helping people in general lead a sound life at home, ironing out family problems, promoting the welfare of family members and ultimately creating healthy families.

교육원가계산에 대한 사례연구

Mt. Yokmang landscape design awarded first in [North container terminal site furtherance construction in Busan new port], design competition sponsoring in the Korea Container Terminal Authority in 2005. Design guideline was to propose the symbol of new port and to establish landscape plan in consideration of view and geological location. Because landscape plan required establishment of restoration plan for cutting slope, Mt. Yokmang became the major object. The purpose of planning are as follows. The first purpose is to minimize existent natural environment damage, and the second, to connect with ambit and create new image. The third is to provide place of rest and interchange for local resident. Reflecting stratum structure and landscape characteristics, cutting slope consisted of [utilization slope], [presentation slope], [landscape slope], and [ecological slope]. Vegetation design applied ecological restoration method through restoration of stratum, and eve environment-friendly afforestation, planned program that can connect area with existing ecosystem. In process that decides form of the cutting slope, analyze view structure and visual exposure in various access routes, sensitivity etc. was accomplished. Also, symbolic tower(Ocean Polaris) that presents in architecture and landscaping features, night landscape planning could gain synergy effect by keeping consistence with landscape and ecological planning. Passing through final design and construction process, I expect that the Mt. Yokmang will be a new landmark in Busan new port.

사회복지사의 근로환경 및 처우개선에 관한 연구

이 연구는 사회복지사의 근로환경 실태를 파악하기 위하여 서울시 사회복지사협회 정책위원회의 발표자료를 근거로 하여 사회복지사들의 근로형태 및 임금, 근로시간 등의 근로조건과 근로환경, 윤리적 및 종교적 갈등, 클라이언트 폭력, 신체 및 정신적 어려움 등에 초점을 두어 살펴보고, 현재 사회복지 현장에서 시행되고 있는 사회복지사의 처우에 관한 실태조사를 통해 사회복지사들의 사기진작과 서비스의 질적 향상을 위한 방안을 모색해 보고자 하였다. 먼저, 근로조건에 대해서는 전반적으로 보통 수준 이하의 낮은 수준으로 조사되었고, 일․가정 양립을 위한 기관의 인식개선 및 지원책 마련이 필요한 것으로 나타났으며, 종교 편향적, 비윤리적 기관운영에 대한 개선책의 마련이 필요한 것으로 조사되었다. 또한 클라이언트의 폭력과 직장내 폭력으로부터 보호책의 마련이 시급한 것으로 파악되었으며, 전체적으로 사회복지사의 인권수준이 매우 열악한 것으로 조사되었다. 연구 결과 사회복지사의 처우개선을 위한 실질적 대책 마련이 시급하고, 사회복지시설의 보조금 지원방식의 개선과 예산지원의 확대가 필요하다고 사료된다. In order to examine the actual work environment for social workers, this study focuses on the working conditions for social workers, such as the type of employment, wage, and working hours, and on their work environment, ethical and religious conflicts, violence by clients, physical and mental problems based on the data published by the Seoul Association of Social Workers’ Policy Committee, and is also intended to explore solutions to improve social workers’ morale and the quality of service through a survey of the current working conditions of social workers. First, the study results show that the working conditions for social workers are below average in general, implying that it is necessary to raise the institutional awareness of work-family balance and develop assistance programs, as well as to come up with solutions to improve the religiously biased and unethical operation of institutions. The results further indicate an urgent need for programs to protect workers from client and workplace violence. Therefore, the general level of awareness of social workers’ human rights is very low. The study concludes that practical solutions to improve social workers’ working conditions are urgently required, and that it is necessary to improve subsidy programs and increase the budget allocation for social services centers.
