자치단체 고용서비스관련 일자리재정의 현황과 과제

국민 모두가 원하는 일자리의 양적, 질적 개선을 위해서는 정부부문의 일자리 관련 사업예산의 양적, 질적 확대와 아울러 관련 사업예산의 투입 또한 민간부문의 시장실패를 보완하는 방향으로 이루어질 필요가 있다. 일자리 확대를 위한 핵심정책의 하나로 정부가 2011년부터 지속적으로 실시하고 있는 일자리 공시제의 경우도 정책목적에 부합하는 제대로 된 성과를 기대하기 위해서는 적정수준의 예산투입과 더불어 민간부문의 시장실패를 효과적으로 해결할 수 있는 사업선택이 이루어져야 한다. 본 논문에서는 정부의 일자리 재정지출의 우선순위를 연구한 김종웅(2018A)의 연구를 중심으로 자치단체의 일자리재정지출 분야에서 가장 우선순위를 가지는 고용서비스 분야의 관련 예산 및 사업 구성을 살펴보았다. 거의 모든 자치단체가 실시하고 있는 일자리 공시제의 경우 일자리 재정지출에서 우선순위를 가지는 고용서비스 분야의 관련 예산 및 사업 구성이 자치단체별로 상당한 차이가 있으며 이는 사례를 통해서 살펴본 경북지역 자치단체의 일자리 성과에도 적지 않은 차이를 가져오고 있음을 알 수 있다. 이러한 관점에서 자치단체의 일자리 성과를 제고하기 위해서는 일자리 재정지출에서 우선순위를 가지는 고용서비스 분야의 예산을 사회적 수요를 고려하여 적정한 수준으로 확대하고 사업 구성에 있어서도 관련 인프라에 해당하는 일자리센터부터 시작해서 운영프로그램으로 단계적으로 확대하는 정책개선이 필요하다.

특수경비원 전문화를 위한 교육훈련제도 개선방향

우리 지구 상에서의 테러행위는 날이 갈수록 점점 더 증가해 가고 있다.테러의 공격목표 또한 다양해지고 있으며, 최근에는 다중 이용시설을 포함한 국가중요시설을 주요 표적으로 삼고 있다.국가중요시설의 경비는 그 일부분을 2001년부터 특수경비에서 담당해 오고 있으나, 법․제도의 미비 등 여러 문제로 인해 아직 완전히 정착하지 못하고 있는 실정이다.본 연구는 현행 특수경비원 교육훈련제도가 안고 있는 문제점을 도출하고, 그에 따른 개선방안을 연구·제시함으로써 특수경비원의 전문화는 물론, 나아가 특수경비제도의 발전을 도모하고자 한다.교육훈련을 통한 특수경비원의 전문화를 위한 제도발전 방안으로 우선, 신임교육의 일괄적인 교육체계를 공통교육과 전과교육으로 구분하여 교육하되 과목과 시간을 일부 조정해서 시행하고, 새로운 경비 ‘전문교육기관’의 설립과 함께, 교육 대상자의 교육 입교실태와 교육기관에 대한 실질적인 확인․감독활동을 강화해 나가야 한다. 또한, 교육 책임기관에서 명확한 교육목표와 지침을 주기적으로 시달하고, 교관 선발기준과 절차를 정립하여 이를 통해 전문화된 교관을 선정토록하며, ‘교재편찬 위원회’를 신설하고 위원회에서 집필진을 엄선하고 이들이 교재를 편찬하는 등 교육지원적인 면도 보완해 나가야 할 것이다. As year passes, terrorism is gradually increasing. Its target has becom various and arbitary, and recently, terrorists are aiming for national major facilities wich include multiplex facilities.Although special security guards took charge of its defence system from 2002, they have failed to establish its system firmly due to some institutional inertia. And 'Professionalism' appeared to be the mattter, according to the spot-probe and interviews.The purpose of this essay is to devise measures to develop sepecial security system including its specialization through investigating current educational training system.In order to attain professionalism, establishment of new proffessional school, division of current education system(into common education and full-course education), and reinforcement of substantial inspection activity should be preceded. Moreover, inspection activity should include standards for engaging instructors, establishment of compilation committee for editorial supervision, and establishment of clear educational policy.I hope the developmental measures in this essay to be speedily actualized with endeavor from police, security association, academic circles.

지치단체 재정건전성 평가방안에 관한 연구 - 재정평가지표를 이용한 경상북도의 사례를 중심으로 -

본 연구에서는 지방정부가 스스로 재정진단을 실시하여 효율적이고 과학적이며 계획적인 재정관리를 할 수 있는 기법의 하나인 재정추이경보제도를 기존의 연구를 토대로 우리 실정에 적합한 지표들을 선정하여 이론적인 모델로 새롭게 구성하여 이를 통해서 광역자치단체인 경상북도를 대상으로 재정경보지수에 대한 실증분석을 하였다. 이러한 재정관리기법을 활용하면 재정 운영상의 문제요인을 발견하여 대책을 수립할 수 있으며, 재정위기 발생을 사전에 예방할 수 있는 이점이 있다. 본 연구에서 분석한 재정경보지수를 보면 경상북도의 경우 재정경보지수가 630~670에 분포하고 있음을 알 수 있다. 따라서 경상북도의 경우 모든 연도의 지수가 700이하이므로 9개도 평균에 비해 재정상태가 좋은 상태는 아니다. 그러나 추세의 측면에서 재정경보지수가 1997년 이후 점차 나아지고 있는 것으로 나타난다. 각 지방정부가 본 연구의 결과를 활용하여 합리적으로 분석할 수 있는 적절한 모델을 구성하여 스스로 효율적인 재정관리와 재정위기의 예방에 대처할 경우 자치단체 경영에 대한 긍정적인 평가와 지방자치의 발전에 기여하게 될 것이다. 핵심 주제어 : 지방재정진단, 재정지표, 재정경보지수 주제분류 : H7 Based on the previous research, this paper builds new model which can monitor financial trend of local government in Korea effectively. Using this model, this paper provides new LFM1(Local Finance Monitoring Index) and analyzes case of Kyongbuk Prince using data of 6 years from 1995 to 2000. The result shows that LFM1 of Kyongbuk Province covers from 630 to 670 under the average of 9 Provinces of Korea, 700. This means that financial state of Kyongbuk is weaker than the average. This study also shows that financial trend of Kyongbuk is getting better during 6 years. Therefore, new LFM1 can be one of the best FTMS(Financial Trend Monitoring System) and we can develop financial monitoring system of local government in Korea by use of LFM1. 스펙트럼 변이 기반의 향상된 음성 존재 불확실성 추적 기법을 이용한 Global Soft Decision

In this paper, we propose a novel speech enhancement method to improve the performance of the conventional global soft decision which is based on the spectral gradient method applied to the ratio of a priori speech absence and presence probability value (q). Conventional global soft decision scheme used a fixed value of q in accordance with the hypothesis assumed, but the proposed algorithm is a technique for improving the speech absence probability which is applied adaptively variable value of q according to the speech presence or absence in the previous two frames and the conditions of the spectral gradient value. Experimental results show that the proposed improved global soft decision method based on the spectral gradient method yields better results compared to the conventional global soft decision technique based on the performance criteria of the ITU-T P. 862 PESQ (Perceptual Evaluation of Speech Quality).

Effects of the Concentration of Indium-tin-oxide (ITO) Ink on the Characteristics of Directly-printed ITO Thin Films

Indium tin oxide (ITO) is widely used in nearly all types of display technologies due to its superior physical properties, such as environmental stability, relatively low electrical resistivity and high transparency to visible light. Here, fine ITO nanoparticles were successfully manufactured by applying a low-temperature synthesis method. Then, we formulated ITO inks containing 10, 20, and 30 wt% of ITO nanoparticles for inkjet printing to investigate the effects of ITO concentration on the electrical and the optical characteristics of the printed film. As a result, the ITO nanoparticles heated at 300 ℃ showed peak characteristics of an ITO structure with good crystallinity without any impurity phase. The electrical conductivity of the ITO film increased while the optical transmittance decreased with increasing ITO concentration in the ink.

Recently complexity of embedded software cause to be used real-time operating system (RTOS) to implement various functions in the embedded system. And also, according to requirement of complex functions in embedded systems, the number as well as complexity of tasks get increased continuously. In case that many tasks collaborated in a microprocessor, context switching time between tasks is a overhead waisting a CPU resource. Therefore the time of task context switching is an important factor that affects performance of RTOS. In this paper, we concentrate on the improvement of task context switch for reducing overhead and achieving fast response time in RTOS. To achieve these goal, we suggest multiple register files and task context switching algorithm. By reducing the context switch overhead, we try to ease scheduling and assure fast response times in multitasking environment. As a result, the context switch overhead decreased by 8~16% depend on the number of register files, and some task set which are not schedulable with single register file are schedulable due to that decrease with multiple register files.
