Today the market of EDMS is esteemed more than 100 billions won. It signifies a comming of age of electronic records. The traditional archival theories which are based on the paper records are confronted with a new challenge. In some leading countries of archival studies reorientation of archives management has been tried by a number of distinguished specialists such as Bearman and Hedstrom since 10 years. As a consequence new paradigm of archival theories has been developed. Also in Korea this new paradigm has been introduced by some expert such as Lee, Sang-Min, Sul, Moon-won, Lee, Seung-Eok. However their arguments are too general to offer a concrete clue for new paradigm. Faced by new age of electronic records, it's important to start a discussion for the reasonable methods of electronic records management at once. The most drastically changed part of record management by the electronic technique is the life-cycle of records. The commonly practiced three-stage life-cycle is to be reduced to the two-stage life-cycle, and the concept of the spatial movement of records is to be changed. It can be also pointed that the public emerges as user from the early creating stage of records beyond time and space. Thus is can be said that the method of the management features dynamic and cohesive. The method of appraisal must be also changed and reproduced, so that it can reflect the various levels considering dynamics of the electronic records. Supposedly it will be a core factor that causes the change of methodology in records management with the change of life-cycle theory. It must be noted that various subjects would be involved in the work of classification and description over time and space and that feedback between them is of important. Description also tends to be made at the crating stage of records and structured dynamically. It results from the change of life-cycle and the introduction of the concept of continuum. Such trend allows us to start discussions on the assumption that description of both creator and archival professionals act together an important role. Of course, it is linked with the methodology in which most descriptions are made automatically at the early drafting stage of the structure. The meat date is formed on the assumption that there should be feedback between areas of automatic description, description of creators and archival professionals. The most important thing in description is to develop a suitable way how it is structured. An alternative must be offered for managing data set. As iweb that is being operated by Myongji university shows, records created in daily business are managed not as electronic records but as date base. This is because they exist outside the repository in the EDMS system. Since data set often has various sources, an alternative for classification needs to be developed. It is now likely that database is filed according to the created year to be transferred automatically to the repository. Over a long-term the total management of database, electronic records and electronic information will be a topic. A right direction of new paradigm will be found for both iweb and E-government, when practice and studies of theories are combined and interacted.

This paper aims to consider governance and governance of records and archives management suggested with democracy development. And there are some issues like that. First, it's an issue of authenticity and reliability. Authenticity means that records can be proven to be what it purports to be, to have been created or sent by the person purported to have created or sent it, and to have been created or sent at the time purported. Reliability means that the contents of the records can be trusted as a full and accurate representation of the transactions, activities or facts to which they attest and can be depended upon in the course of subsequent transactions or activities. Second, it's a problem of a point of time related opening when the records and archives management process has designed. Third, there is an issue that a people can related records and archives management, or not. Fourth, it's to consider systematic methodology for achieving business management and records management. And last, it's a topic of relation governance of records and archives management and the nation’s participation.

이 연구는 마을 아카이빙의 지향과 방법을 구안하기 위해 시론적으로 작성된 것이다. 마을 아카이빙의 지향을 정확히 파악하려면 다음 세 가지 논점을 명확히 인식할 필요가 있다. 하나는 일반 기록관리 이론과 마을 아카이빙의 공통점과 차이점이다. 차이를 인식해야 기록관리 일반 이론을 응용하여 현실에 맞는 아카이빙 방법을 개발할 수 있기 때문이다. 둘은 마을 만들기, 마을 공동체 복원 운동의 일환으로서 마을 아카이빙을 생각해야 한다는 것이다. 셋은 주체의 문제에서도 전문 아카비스트의 입장에서보다는 공동체 복원 운동가로서의 아이덴티티를 명확히 해야 한다는 것이다. 공동체 운동가로서 동시에 아카비스트의 전문성을 지니는 것이 최상의 선택이다. 마을 아카이빙을 하려면 마을의 구성과 각각의 구성에 의해 산출되는 기록의 유형들을 구체적으로 파악해야 한다. 이 글에서는 마을의 구성을 자연공간, 인문공간, 역사, 공동체 조직, 공동체 문화, 경제활동, 소조직 개별가호, 네트워크로 구분하고 각각의 구성부분에서 생산될 만한 기록의 유형들을 구체적으로 적시하였다. 마을 아카이빙의 주체와 방법에 대해서도 시론적으로 정리를 시도하였다. 마을의 공동생산이나 소비의 활동에 대한 아카이빙, 마을 역사에 대한 아카이빙, 자연공간, 인문공간 개선 활동에 대한 아카이빙, 교육, 네트워킹에 대한 아카이빙의 절차와 방법을 제안하였다. 이상의 시론은 새로이 아래로부터의 아카이빙 운동에 우리 학계가 관심을 갖도록 주위를 환기하는 역할을 할 것으로 기대된다. This study try to establish the method on the archiving of a village experimentally. For this study three standpoints were investigated. We discriminate between the theory and practice on general archives management and village archiving. We should grasp that the practice of village archiving is a means to the movement of village community reconstruction. And we clear up the point that village archiving head for the community ownership and the communication. This study clarified what were the constituent units in a village and what were the archives that were producted by the constituent units in a village. It is helpful for the development of the strategy on a village to identify concretely the objects of village archiving. The main body who lead the village archiving is not archivist only. But he should be a man who serve his community and have the competency to deal with archives professionally simultaneously. The suggestion of village archiving in this study has the meaning that Korean archivists should get over the model of elite so that seek after new way of the going down to the archiving fields. village, community, the ordinance for the reconstruct of the beautiful village community, activistic archivist, archiving movement going down to the village fields, archiving by participation of community.
전자정부와 과학적 기록관리 - 방법론적 응용을 중심으로 -

The government is pushing hard to realize the electronic and knowledge government. In connection with the efforts most public institutions have already started adopting the electronic document management system(EDMS), and have entered in a phase of modification of, and supplement to the system for the flow of the electronic documents among the agencies to be made possible by the month of November this year. The present situation is that the modification and supplement of EDMS are underway in the field that is unrelated to the records and archival management, what has been foreseen in the academic world of archival science. Under this circumstances the article places emphasis on the importance of the positive participation of the archivists in the development of the EDMS. To be concrete it reveals how the archival achievements can be practically applicable to the EDMS. What is particularly conspicuous in the article is the detailed description of how usefully control of record production, classification and description, evaluation and selection that are put into practice in the archival management law can be embodied in the development of the EDMS. Finally the article put emphasis on the positive exchanges and integration to bring the archival management science and computer science, archival management law and electronic government law, the archival management agencies and the agencies in charge of the electronic government together into whole to find a way for the methodical achievements of scientific archival management to be positively applicable to the electronic document management system(EDMS).
