        헬싱키 최종의정서 이행과정 연구: 인권과 바스켓3을 중심으로

        As South Koreans' interest in North Korean human rights increases, there has also been increased interest in the Helsinki Process as a method of problem-solving through external intervention. Nevertheless, the national debate on North Korean human rights has focused mainly on applying the formal framework of the Helsinki Process, showing more concern for the final results than the process. Considering that the dynamic processes of implementation after Final Act's adoption are of great significance in the Helsinki Process, we need to pay attention to the dynamics of the whole process, points of argument, and the roles of each actor. The series of processes for implementing the Final Act consist of follow-up meetings and experts' meetings. This study aims to analyze process of implementing the provisions of the Final Act related to human rights and the 'Basket 3' concept by focusing on these follow-up meetings and experts' meetings.

        Policy Environment and Directions for North Korean Human Rights

        The subject of North Korean human rights is not simply a domestic issue in North Korea, but also a policy issue to which the global community must proactively and enthusiastically seek answers. Since the late 1990s, the process of publicizing the issue has changed in the policy environment. Although the conflicting fundamental opinions within South Korea have not been resolved, they have been addressed to some extent. In addition, the issue offers an agenda that has unique characteristic,since it is intricately interconnected at the domestic, North-South, and international level. The human rights activists’ characteristics reflect such complex links. This study provides strategies for the North Korean human rights issue commencing in the year 2013 based on the analysis of the policy environment. Considering the policy environment,future policies on North Korean human rights must be promoted in three manners. First, the policies should be endorsed in such a way that South Korea’s domestic conflicts over the issue are minimized. Second, a policy infrastructure must establish so that domestic, inter-Korean, and international capabilities are rallied against the North Korean human rights. Third, we must manage with the challenges and policy environments efficiently in order to implement specific and practical strategies to improve the human rights conditions in North Korea.

        장수명화와 시공성을 고려한 새로운 공동주택 모델의 초기 비용절감 가능성 연구 - 구조체와 외장전환 사례분석을 중심으로 -

        This study suggested a new model in consideration of long life and constructability of apartment house suggested in the former part. New model suggested the possibility of cost saving based on the idea that people trend to reject because of the recognition that the new model would cost a lot of expense which work as the barrier for the expansion and distribution at the local market so as to prepare the ground for its activation. The Study was aimed at verifying the possibility of cost saving through comparing it with the existing standard apartment house system centered on the skeleton and cladding system among the new structural design models suggested in the former part. Assuming that these existing standard both models should be changed structural design into new model system, the quantity volume, cost and construction period along with the alteration of finished materials between two models were compared altogether. Simultaneously BIM library was built for easy taking-off bill of quantity and consideration of working methodology for construction working cycle, which was translated into construction cost so as to derive the cost of the two subject systems to be counted. Through the analysis, it was concluded that new model would secure variability in the future and constructability along with shortening the construction period (29%) and achieve cost saving (13%) of construction against the those of existing model.

        Climate Variability and Its Effects on Major Fisheries in Korea

        Understanding in climate effects on marine ecosystem is essential to utilize, predict, and conserve marine living resources in the 21st century. In this review paper, we summarized the past history and current status of Korean fisheries as well as the changes in climate and oceanographic phenomena since the 1960s. Ocean ecosystems in Korean waters can be divided into three, based on the marine commercial fish catches; the demersal ecosystem in the Yellow Sea and the East China Sea, the pelagic ecosystem in the Tsushima Warm Current from the East China Sea to the East/Japan Sea, and the demersal ecosystem in the northern part of the East/Japan Sea. Through the interdisciplinary retrospective analysis using available fisheries, oceanographic, and meteorological information in three important fish communities, the trend patterns in major commercial catches and the relationship between climate/environmental variability and responses of fish populations were identified. Much evidence revealed that marine ecosystems, including the fish community in Korean waters, has been seriously affected by oceanographic changes, and each species has responded differently. In general, species diversity is lessening, and mean trophic level of each ecosystem has decreased during the last 3~4 decades. Future changes in fisheries due to global warming are also considered for major fisheries and aquaculture in Korean waters.

        부시행정부의 대북인권 정책: 북한인권법과 민주주의 증진법을 중심으로

        부시 2기 행정부는 자유와 민주주의 확산을 대외정책 기조로 제시하고 있는 바, 미국이 주도하는 세계질서를 안정적으로 관리하기 위해 ‘인권’이 핵심적인 가치로 크게 부상하고 있다. 2004년 북한인권법 제정, 2005년 민주주의증진법 발의 등 미 의회차원에서 북한인권개선을 위한 구체적 조치가 취해지고 있다. 의회와 네오콘 등을 중심으로 북한인권에 대한 여론이 조성되는 가운데, 부시행정부도 북한인권문제를 중요한 의제로 설정하고 대북정책을 추진하고 있다. 본 논문에서는 부시 행정부의 대북인권정책을 분석하고 한반도에 미칠 영향을 분석하고 있다.먼저, 북한인권문제와 관련하여 악의 축, 폭정의 전초기지, 범죄정권, 위험한 정권 등 북한체제에 대한 부시행정부의 인식을 살펴보고 있다. 다음으로 레프코위츠 북한인권특사의 임명, 국무부의 보고서 제출, 북한인권국제대회의 개최 등 북한인권법이 구체적으로 시행되고 있는 바, 북한인권법을 토대로 한 미국의 인권정책의 추진 방향과 현황을 살펴보고 있다. 아울러 현재 미 의회에서 심의 중에 있는 민주주의증진법이 대북인권정책에 미칠 영향을 도출해내고 있다. 끝으로 미국의 대북인권정책이 한반도에 미칠 영향과 관련하여 체제안보적 관점에서 강력하게 반발하고 있는 북한의 대응을 중심으로 살펴보고 있다.

        1870년대 조선의 대일관 -교린질서와 만국공법질서의 충돌

        조선이 근대국제질서로 편입되는 과정에서 만국공법질서를 수용하는데 일본은 중요한 전파자로 기능했다. 서양세력이 진출해오면서 1870년대 조선이 일본을 바라보는 인식은 서양과 연계된 형태로 형성된다. 일본이 만국공법에 입각하여 전통적인 교란질서를 타파하려고 시도하면서 일본은 서양의 앞잡이로서 서양과 한편(왜양일체)이라는 안보위협론의 관점으로 대일관이 변화를 겪게 된다. 무력적 위협에 의해 조일수호조규가 체결된 이후 왜양일체 인식이 여전히 강력한 여론을 형성하고 있는 상황에서 집권층은 만국공법질서관에 입각하여 국내여론을 적극적으로 설득하기보다는 왜양분리론과 교린질서의 회복이라는 논리로 대응하는 한계를 노출하고 있다. 이러한 한계 속에서도 수신사의 파견에서 보듯이 서양화한 일본의 실상을 파악하게 되면서 하나의 단일한 전체로서 서양을 보던 인식에서 벗어나 점차 개별국가 차원에서 서양을 이해하는 인식이 자리잡아 가게 된다. 이에 따라 국내반대세력들의 왜양일체론도 점차 약화되고 있다. 그렇지만 서양에 대한 안보위협론과 결합된 왜양일체론에 기반한 국내적 저항으로 인해 일본으로부터 공개적으로 만국공법 질서를 수용하지 못함으로써 일본의 의도와 정책에 치밀하게 대응하지 못하는 결과를 초래하게 되었다. Japan played an important role in the Chosun Dynasty s entrance into the new international order and adoption of international law. With the penetration of Western influence in the 1870s. the Chosun Dynasty s view of Japan was formed upon the basis of its consideration of Japan as part of the West. As Japan attempted to disrupt the traditionalKyorin Order that was acting as an agent for the West based on international law. the Chosun Dynasty came to view Japan as a security threat. thus placing Japan and the West on the same level. Public opinion supported this view. especially because the treaty between the Chosun Dynasty and Japan in 1876was made by forceful threat. Based on international law and order, in this case, rather than appealing to the domestic public opinion. the ruling party tried to use the situation as an opportunity to restore the Kyorin Order and to insist on the difference between Japan and the West by pointing out the limits of their capacity. Through the dispatchof an envoy. however. people of the Chosun Dynasty concluded that Japan was a westernized nation, and began to understand the West as a group of separate nations rather than as a single entity. Thus, the opposing party s argument that Japan and the West were the same was undermined. As a result of domestic resistance based on both arguments that Japan and the West were the same and that they were different, the Chosun Dynasty was unable to adopt international law and order from Japan, and consequently failed to cope with Japanese intention and policy with accuracy.
