This paper examines the effect of land taxes on the economy in terms of capital accumulation and land price. We consider a land tax as the tax on the asset bubbles on land price which is the discrepancy between the market value and the fundamentals of the land. Using the standard two-period overlapping generations model following Diamond(l965), we obtain the following results. First, if the capital market is stable and satisfies the Diamond stability condition and household saving is a normal good, a land tax increases the long run equilibrium capital accumulation. Second, a land tax decreases the bubbles on the land price. The policy implications of the results are as follows. The government had better increases the land tax rate to encourage the capital accumulation of the economy and/or to stabilize the land price. Thus, the current state of the Korean economy requires the reinforcement of the land tax system for efficiency as well as for equity considerations.

This papre examines the intertemporal linkage between local government revenues and expenditures in Korea. We test the causal relationship between revenues and expenditures using the panel data of 11 provinces during 1970-89 period. The issue is whether revenues Granger-cause expenditures, or expenditures Granger-cause revenues. The main results that emerge from empirical studies are as follows. 1) Two years are sufficient to summarize the relevant dynamic interrelationships. 2) There exist feedback as well as instantaneous causality between local government revenues and expenditures. 3) There does not exist the “flypaper effect” that a dollar increase in exogenous grants monies stimulates local spending more than a dollar increase in local income in Korea. 4) We found institutional reasons why such pattern of causal relationship between the two exists. A policy implication of the results of this paper is that the role of self-financing scheme must be enhanced for a successful implementation of the local autonomy in Korea.

The successful implementation of the central government’s policy goals requires the effective administration of local district offices. In addition, detailed feedback from local district offices serves as an essential element in enhancing their efficacy. Both the process of policy implementation and relevant district feedback are therefore reflected in the comprehensive evaluation of local offices by the central government. In this regard, we propose an objective and scientifically based method for evaluating 48 local labor districts, with a focused emphasis on reducing industrial accidents.The Ministry of Employment and Labor utilizes three major policy tools on industrial safety and health: spot inspections, financial supports, and technical supports. Using rigorous regression models to assess their collective impact on the reduction of industrial hazards, the resulting analytical evaluation framework has been applied to the local labor districts. The empirical regression results indicate that spot inspection is themost powerful tool for industrial hazard alleviation, followed by technical supports. Finally, we quantify the differences and variations of policy outcomes within the 48 labor districts, with potential evaluation applications for ranking other various local governments.
