By July 2007, 205 Regional Trade Agreements(RTAs) have been reported to WTO, about 74% of them were formed in the second part of the 1990s. WTO has published the statistics of the trade among the member countries of EU, NAFTA, ASEAN, MERCOSUR and ANDEAN. In the 2000-2005 period, the total intra-trade, and the weight of the intra-trade of the total trade (exports plus imports) of EU were the largest, and followed by NAFTA ASEAN MERCOSUR, and ANDEAN. The potentials of net trade creation effects were estimated indirectly by comparing the number of firms (by GDP and total trade), similarity of industrial structure(export similarity index) and found that the potential of NAFTA was the largest, and followed by EU ASEAN MERCOSUR, ANDEAN. Specially, it was found that the trade creation effect of the Korea-Chile FTA was small, mainly due to the strong industrial complementarity of the two partners

본고에서는 장기적으로 우리나라가 어느 나라 혹은 경제공동체와 무역협정을 체결해야 보다 유리할 것인가를 분석하였다. 먼저 WTO가 선정한 ‘가장 많은 관심의 대상’인 EU, NAFTA, ASEAN, MERCOSUR 및 ANDEAN 등 기존 5개 경제공동체의 회원국 간 무역추이와 순 무역창출 가능성을 추정하였다. 역내 무역액(수출 + 수입) 및 전체 수출 가운데 역내무역의 비중은 다같이 EU, NAFTA, ASEAN, MERCOSUR, ANDEAN 순으로 컸다. 다음에는 순 무역창출의 조건, 즉 기업의 수를 나타내는 GDP와 무역액, 경제구조의 유사성을 나타내는 지표로서 수출의 유사성을 추정하여 비교해 본 결과 역시 위 순위와 같았다. 따라서 앞으로 우리나라는 우리나라와 산업구조, 특히 제조업과 서비스업 등 2-3차 산업의 비중이 우리나라와 비슷한 나라를 대상국으로 선정해야 할 것이라는 결론을 내리고 기존 경제공동체에 가입한 나라들을 포함하여 2004-06 3년간 연평균 국내총생산액을 기준으로 50개국을 선정하고 위 순 무역 창출 기준들을 계산하여 순위를 정하여 보았다. 이들 지표들을 기준으로 볼 때 우리나라가 우선적으로 무역협정을 체결해야할 경제공동체로서는 NAFTA와 EU, 그리고 나라별로는 일본과 중국이 최우선 순위의 나라들이며 인도, 호주, 노르웨이, 남아공화국 등의 순인 것으로 판명되었다. The focus of this study is to figure out the best FTA partner of Korea. First, the trend of trade in recent 10 years among member countries of EU, NAFTA, ASEAN, MERCOSUR and ANDEAN was estimated and the possible trade creation was figured out. It was turned out that the intra-trade was mostly active in the order of EU, NAFTA, ASEAN, MERCOSUR, and ANDEAN. Next, the possible trade creation was estimated on the basis of the trade similarity indices, GDP and total trade flow. It was found that the order of trade creation effect among the above FTAs was the same as the order of the intra-trade flow. On the basis of the above results, it was concluded that Korea will benefit mostly by engaging FTA with the countries which have the similar industrial strucure with Korea. Thus, 50 countries were selected on the basis of the 3 year (2004-6) average GDP size, and the size of the trade creation effect were estimated. We found that Korea's best FTA partners are NAFTA, EU among the existing FTAs, and Japan, China and India among the individual countries.
