최근 우리나라의 도시계획분야에서는 경관계획의 중요성이 대두되기 시작하여, 다양한 경관계획수립 필요성이 제기되고 있다. 이 연구의 목적은 일본의 경관행정의 진행과정을 살펴봄으로써 우리나라 경관법 시행에 따른 경관계획 수립의 중요한 기초적 정보를 제공함에 있다. 본 연구에서는 경관관련 문헌과, 한국과 일본의 경관법을 기초로 하여 양국의 경관법의 제정배경 및 개요를 주요항목별로 비교분석하였다. 또한 2008년 2월 1일 현재 일본에서 구성된 315개의 경관행정단체 중 78개의 경관계획을 중심으로 경관행정단체의 분포특징, 경관법에서 규정한 경관계획의 주요 내용을 분석하였다. 그 결과 양국의 경관행정과 관련된 차이를 정리하면, 경관법의 제정배경, 경관법의 내용적 측면(법항목, 경관계획수립주체, 경관계획구역내 사업 등), 지방자치단체의 조례로의 위임사항에 많은 차이가 있었다. 그리고, 지방자치단체 중 하위행정기관이 경관계획의 수립권한을 가지는지 여부에 차이가 있음이 특징적이라 할 수 있다. As the importance of landscape administration in urban planning field became recognized in the Republic of Korea, the Landscape Law has been enacted recently. It is necessary to prepare for various establishments of the Landscape Planning in the Republic of Korea. The purpose of this study is to suggest basic and important information to setup the landscape planning foundations by analysing the enforcement of the Landscape Law and the policies of the landscape administrative authorities in Japan. In this study, existing studies and reports are reviewed and the background of the Landscape Law in the Republic of Korea and Japan was comparatively analyzed. Moreover, this study explores the distribution of the Landscape Administrative Authorities and the principle subjects of the Landscape Planning through the analysis of total 78 Landscape Planning cases. The results are summarized as follows : (1) There are a lot of differences in terms of the background, the subjects(the causes, the right of etablishment for Landscape Law, the enterprise in the Landscape planning zones) of the Landscape Law. (2) It has differences depending on whether a subordinate administrative authority among local administration gets the right to establish landscape planning.
