Protein S (PS) deficiency is a rare blood disorder associated with thrombosis. Only a small number of cases of isolated celiac artery dissection can be found in the literature. We now report a case of isolated celiac artery dissection and splenic infarction in a 44-year old male with PS deficiency. Abdominal computed tomography revealed celiac artery dissection and splenic infarction. The patient's PS activity was 64% (nl : 70∼140%) upon admission and 52% four weeks later. He was started on a regimen of NPO, antibiotics, and analgesics. He resumed oral intake of food and drugs on hospital day 3 and was discharged to his home on hospital day 8. We report a case of isolated celiac artery dissection with splenic infarction in a patient with PS deficiency that improved with conservative treatment. The patient's management did not include anti-platelet/thrombotic agents or endovascular/operational procedures.

본 연구는 입법 전문성을 제고하기 위한 독일의회의 노력을 입법지원조직을 중심으로 살펴보고, 우리 국회의 전문성 제고에 대한 시사점을 찾는 것을 그 목적으로 한다. 이를 위해 본 연구는 행정부 대비 입법지원조직의 규모 비교, 입법지원조직 유형간 특성 비교 및 관리상의 이슈 등을 살펴보았다. 연구 결과를 토대로 첫째, 소규모의 정책모임을 통해서 교섭단체의 정책방향이 설정되는 독일식 원내정당화 제도 도입, 둘째, 교섭단체 정책연구위원제의 활성화, 셋째, 상임위원회 전문위원 채용방식의 변경, 넷째 개인보좌관의 경력경로 개발 등의 제안을 하였다.

정부혁신과 행정학자의 역할 및 책임: 정부혁신?지방분권위원회 활동을 중심으로

This paper reflects the role and responsibility of a scholar-policymaker. The author (scholar) have had an experience of participating in a government reorganization process of 2000, as the president of KIPA as well as a member of Government Functional Reorganization Committee. As a practitioner, he found that his scholarly theories did not fit very well with his role of decision maker. His role made him betray his pet theories, which emphasize bottom-up approach and incremental-software innovation. His pretexts are threefold. First, he acknowledges that the policy legitimacy bestowed by the President Kim Dae Jung in the millenium state of union address should override author's pet theories. Second, a theoretical opponent could also contribute to the improvement of innovative decisions so as to effectively prevent decision errors when equipped with a critical point of view. Finally, author's own policy making theory indicates that the management of contradiction is supposed to be more amicable to the practical problem solving than the search for optimum or consistency. No matter how good decisions he has made, he cannot avoid the scholarly responsibility of the decisions he has involved. He ought to delve into the validity of his theories in term of the efficacy of the decisions. He is also responsible to rectify the distortion aftermath the decisions. 정권이 바뀔 때마다 정부개혁이 추진되어 왔고, 이 과정에 행정학자들의 참여가 지속적으로 이루어져 왔다. 그럼에도 불구하고 그 동안 제기되지 않았던 학자들의 참여, 역할, 책임을 학회에서 비중있게 논의하는 이유는 무엇인가? 이전에도 논의의 필요성은 제기되었으나 다루지 못하였던 것을 지금에야 실행하는 것일 수도 있고, 작금의 사정이 그 필요성을 더욱 절실하게 만들었기 때문에 학회의 아젠다로 설정되었을 수도 있다. 본 논문은 먼저 정부혁신 과정에서 행정학자들이 어느 정도 비중있는 역할을 수행하고 있는지를 살펴보고, 이를 통해서 역할 논의의 필요성과 중요성을 지적하고자 한다. 둘째, 행정학자의 역할이 무엇인지를 살펴보기 위해 대통령이 위원회에 기대하는 것과 이것을 실현하는 구체적인 정부혁신 과제와 추진 방식을 살펴보고자 한다. 셋째, 역할 수행 과정에서 발생하는 갈등과 이슈를 제시하고자 한다. 해야 할 역할이 무엇이고 또 그에 따른 책임이 무엇인지는 결국 판단 주체에 따라 달라질 수밖에 없기 때문에, 이상의 주제들을 정부혁신․지방분권위원회의 위원 및 위원장으로 참여하면서 인지하고, 관찰하고 경험한 것을 중심으로 논의하고자 한다.
