본 논문은 해남-제주간 직류송전설비(HVDC)의 운영 중 변환설비 제어에 사용되는 PT전원 상실에 의한 설비 불시 정지의 해결 방안으로 한국전력공사에서 연구 개발 및 운영 중인 고속도 PT자동절체기에 관한 사항이다. 특히, PT전원 상실시 HVDC가 설비 정지되는 것을 예방하기 위해 반도체소자(TRIAC)를 이용한 고속도 PT 자동절체기를 개발하여 설비 신뢰성을 확보한 내용에 대하여 고찰하였다.

사회복지의 가치는 사회복지를 이해하고 실천하는데 무엇보다도 기본이 되는 요소로 사회복지를 실천하는 과정에서 나타나며 사회복지의 목표라고도 할 수 있다. 사회복지의 가치는 불교의 경전 속에서도 그대로 구현되어 있으며 부처의 가르침이 곧 사회복지가 추구하는 목표라고 할 수 있다. 『 상윳따 니까야(Sam?yutta Nik?ya)』는 부처의 가르침 가운데서 그 주제가 분명한 것을 56개의 주제별로 모아서 결집한 경전군으로 깨달음의 실현방법을 밝히고 있다. 본 연구는 초기경전인 5부 니까야 중 『상윳따 니까야』를 W.A.Friedlander의 사회복지 기본가치인 ‘인간의 존엄성의 가치, 자발성 존중의 가치, 기회균등의 가치, 사회연대의 가치’로 분석하고자 하였다. 사회복지의 가치에서 『상윳따 니까야』를 분석한 결과 부처의 가르침 가운데 많은 내용들이 사회복지의 가치와 공통점이 많은 것으로 나타났다.『상윳따 니까야』에서 전반적으로 볼 수 있는 부처의 가르침은 인간의 존엄함을 최상의 가치로 하여, 어떤 것에도 얽매이거나 집착함이 없는 자율성을 존중하며, 나와 다른 처지에 있는 사람들에 대해 차별적 조건 없이 평등하게 대하며 타인을 위한 도덕적 책임감으로 상호의존하며 살아가야 한다는 내용이다. 즉 불교경전 속의 부처의 가르침은 사회복지실천이 추구하는 가치와 다름이 없으며, 오늘날 불교사회복지가 실천할 방향성을 제시한다고 할 수 있다. The values of social welfare are the most fundamental elements for understanding and practicing social welfare, and they appear in the process of implementing social welfare and may be called the goals of social welfare. The values of social welfare are materialized in Buddhist sutras and it can be said that Buddha’s teachings are the goals pursued by social welfare. Sam?yutta Nik?ya is a set of sutras collecting Buddha’s teachings with clear themes, which are categorized into 56 themes, and it reveals the way of applying awakening. This study purposed to analyze Sam?yutta Nik?ya, one of five Nik?yas that belong to early sutras, in terms of W. A. Friedlander’s basic values of social welfare, namely, human dignity, spontaneous respect, equal opportunity, and social solidarity. According to the results of analyzing Sam?yutta Nik?ya from the perspective of the values of social welfare, many of Buddha’s teachings were found to have commonalities with the values of social welfare. Buddha’s teachings represented comprehensively in Sam?yutta Nik?ya put the supreme value on human dignity and, at the same time, they teach that people should respect autonomy without being bound or attached to anything and treat others in a position different from mine equally without any discriminative condition and that everybody should live interdependently with others with moral responsibility for others. That is, Buddha’s teachings in this Buddhist sutra are not different from the values pursued through the practice of social welfare, and suggest the directions of today’s Buddhist social welfare.
