N/A A glimpse of Korea`s municipal autonomy, especially in terms of policy making in the field of agriculture, tells us that local governments have expanded their roles and strengthened their rights, at least in appearance. However, there has been an extremely little transfer of centralized policies of agriculture to local governments, and on the financial side, the local governments retain almost no rights. The recent change of times, both domestically and abroad, requires more strengthened function of active and independent autonomy in agriculture. Autonomy in agricultural administration can be said to be local governments` independent planning and independent execution of it for the development of both agriculture itself and rural villages in the region. Since 1998 Kangwon Province has been testing the possibility of successful autonomous agricultural administration by launching a new rural village construction drive. Through the examination of the very drive propelled by Kangwon Province, this thesis attempts to see if the agricultural autonomy is possible in Korea, of which agriculture is currently being under a drastic change, and to find what would block the full-fledged autonomy. The performer of the agricultural autonomy would be the village or the production community, and its main supporting body would be the local municipalities. With those performers and supporters playing major roles, the agriculture-related governmental offices and organizations, such as agricultural cooperatives in the province, can help heighten the effectiveness of the policy by having close links with each other and playing the roles appropriately divided among them. The rooting of agricultural autonomy in Korea will be facilitated when region-integrating activities are carried by both the municipalities and those who are engaged in agriculture to secure their competitive power. For this purpose, the municipalities should form, improve and support the propelled strategies, and those engaged in agriculture should get rid of their previous government-dependent practices in farming.

How Farmer’s make income increasing and contribute to regional revitalizing through income ensuring be a important factor for possibility of sustainable development in agriculture and rural area. However, problems are suggested that farmer capability is very insufficient to make the value-added for farmer’s income in agricultural products and marketing stages. Thus, a model is needed to create lasting and stable income sources for farmer. And all agricultural objects in region should build specialization system, and should be reformed to show market friendly ability that satisfies consumer’s desire.

Even though several policy efforts have been made to raise the income in the rural villages and rural economy in Korea, they are not suitable to produce the sustainable profit. How farm household increase their income and vitalize regional economies was an important factor in the sustainable rrural development. The Enhancing of farm income is connected directly with a development of sustainable and stable agriculture and effective utilization of regional resources. In this respect, agricultural and regional networking with rural tourism can be an alternative that can compensates farmers’ weak point. The objective of the study is to develop the model, what can be used for korean rural development using rural tourism. this study performs the case study of Inje-Gun, Kangwon Province for the utilization of agricultural resources and present the model that raises the added value through the regional networking. It can be formed by classifying rural villages in terms of specialized product. Based on the classified data and analysis, this study establishes the model for an agricultural complex including production, manufacturing, and marketing of regional specialized products in Inje-Gun. Additionally it presents the plan to stimulate economic activity of Inje region through the improvement of a farm management and the increasement of farm income.
