        우리나라 대통령 선거에서 제시된 공약은 향후 국가가 나아갈 방향을 제시해주 고 해당 국민들이 중요하게 여기는 가치를 확인할 수 있다는 점에서 그 의미가 중요하다. 많은 분야의 공약 중 교육공약은 더 중요한 의미를 가지는데 그 이유는 교육정책의 중장기적인 방향을 결정하는 것이기 때문이다. 이에 따라 많은 대선후보들은 당시의 정치,경제,사회,문화적 상황 등을 중점적으로 고려하여 교육공약을 내세운다. 이후 당선된 후보의 공약은 공식적인 정부 의제로 채택되며 정부 출범 후 해당공약을 실천하기 위해 노력한다. 새 정부의 국정환경 안에서 정부는 대통령 공약 이행을 위한 국정과제 를 수립하며, 교육부는 공약 이행을 위한 구체적인 정책과제를 수립한다.

        CPT-Based p-y Analysis for Piles Embedded in Clays under Cyclic Loading Conditions

        The design of offshore mono-piles is subjected to various uncertainties more than inland cases, due to experimental difficulties in characterizing required soil parameters under offshore environment. In this study, a CPT-based p-y method is proposed for monopiles embedded in clay under cyclic loading conditions. As offshore mono-piles are particularly targeted in this study, the cyclic loading condition was introduced as an important design consideration. Based on the effective cone factor, the ultimate lateral soil resistance and p-y function were formulated as a function of CPT cone resistance and cyclic loading effect factor with consideration of the number of loading cycle. As the CPT-based p-y function utilizes the continuous CPT profile directly, detailed depth profile of soil characteristics can also be directly taken into account for the analysis without additional sampling and testing procedure. The load transfer analysis using the proposed CPT-based p-y analysis for cyclic loading condition was programmed using the discretized implementation algorithm for the beam-on-elastic foundation model. To validate the CPT-based p-y analysis method, the calculated lateral load responses were compared with the results obtained from the finite element analysis and case examples for static and cyclic loading conditions.

        ESG 투자활동이 주식수익률에 미치는 영향: ESG채권 발행시장 조성함의

        본 연구는 ESG 채권 발행이 주식수익률에 미치는 영향을 살펴본다. 2019년 1월부터 2022년 9월 사이에 ESG 채권을 발행한 기업을 대상으로 사건연구와 성향매칭분석을 통해 기업의 주식수익률 반응을 분석한 결과는 다음과 같다. 첫째, ESG 채권 발행에 대한 누적초과수익률은 전반적으로 유의하게 음의 값이 나타났으나, 증권신고서 공시에 ESG 채권임을 기재한 이후부터 누적초과수익률은 양의 값으로 나타났다. 둘째, 잉여영업현금흐름이 큰 기업이 ESG 채권을 발행하면 누적초과수익률은 더 민감하게 반응하였다. 셋째, ESG 채권 발행일 주변에서 투자자 심리가 비관적(낙관적)일수록 누적초과수익률은 음(양)의 반응을 보였으며, ESG 채권을 발행한 기업이 투자자 심리의 영향을 더 많이 받는 것으로 나타났다. 본연구는 기업의 ESG 채권 발행 유인을 높이기 위해, ESG 채권 발행 관련 홍보와정보 접근성을 높일 것을 제안한다. This study investigates the effect of ESG bond issuance on stock returns from January 2019 to September 2022. We use the event study and propensity score matching analyses and our findings are as follows. First, cumulative abnormal returns were significantly negative, but become positive after the revision of guidelines on the registration statement. Second, cumulative abnormal returns of firms with high free cash flows are more sensitive. Third, cumulative abnormal returns are more negative (positive) when investor sentiment is more pessimistic (optimistic) around the ESG bond issuance date, implying that stock returns of firms with ESG bond issuance are affected by investor sentiment. We emphasize the information accessibility and availability regarding ESG bond issues in order to improve firms’ incentive for issuing ESG bonds.

        Lymphocytic Thyroiditis Presenting as Diffuse Microcalcifications on Ultrasound: A Case Report

        The presence of microcalcifications is one of the representative features suggesting papillary thyroid carcinoma (PTC). Thyroid malignancy appearing solely as diffuse microcalcifications on ultrasound (US) is rare. Here, we report on a 52-year-old male patient with lymphocytic thyroiditis presenting as diffuse microcalcifications on US. This case report describes a patient who showed benign cytology twice on US-guided FNAB, and was finally found to have lymphocytic thyroiditis on core-needle biopsy. Lymphocytic thyroiditis, as well as PTC, can manifest solely as microcalcifications on US, and performance of two US-guided FNABs may be acceptable for lesions showing only microcalcifications on thyroid US.

        IFC기반 공간형상정보의 좌표 변환 자동화 알고리즘

        Many construction projects have extensively adopted building information modeling (BIM), and various institutionsand standards have been developed domestically in Korea. However, the current process that is used to calculatebuilding space area has a significant shortcoming in that there are two different laws to apply the method ofmeasurement considering space boundaries for building element guidelines. For example, space area can be calculatedby a polygon, which is modeling using a BIM-based computer aided design program, such that the space polygon isalways exported as an inner-edge type. In this paper, we developed an automated algorithm to convert coordinates ofspace representation using industry foundation classes based BIM data. The proposed algorithm will enable engineersresponsible for space management to use a BIM-based model directly in the space programming process withouthaving to do additional work. The proposed process can help ensure that space area is more accurately and reliably. 국내외 건설사업에 BIM적용이 활발하게 진행되고 있으며, 이에 따라 국가적 차원에서의 제도 및 기준이 개발되어 BIM기반 건설사업에 적용되고 있다. 하지만, 국내에서건물에 포함된 공간객체에 대한 면적을 산출하기 위한 기준은 주택법과 건축법으로 이원화 되어 적용되고 있으며,BIM기반 소프트웨어에서 생성된 IFC파일은 적용되는 기준과 상관없이 항상 동일한 공간객체의 형상정보가 생성되고 있는 실정이다. 이에 본 연구에서는 IFC기반 공간객체 및 경계객체의 속성정보를 활용하여, 적정한 면적산정기준을 산정하고 이에 따라 해당 공간객체 형상정보의 좌표 값을 자동으로 변환시켜 줄 수 있는 IFC기반 공간형상정보 좌표 변환 자동화 알고리즘을 제안하고자 한다

        As the labor pool becomes more globalized, the ability for nations to acquire and maintain a suitable work force is a more crucial issue. Also, as domestic industries stagnate, they must come up with other solutions to maintain productivity. They put stronger controls on the labor force to better secure it, endangering employee’s rights and including privacy. Especially, it is represented by the use of electronic equipment to conduct surveillance which thereby intrudes upon worker privacy. At first, this paper seeks to promote that all legislation be based upon the consensus opinion of workers under surveillance. It looks seriously on how to protect employee’s Privacy by means of labor laws above and beyond constitutional rights, not simply by means of working conditions. There should be a legal means to moderate between the privacy and rights of employees and the benefit(and protection of the law) of employer concerns, which at this time does not exist. However, if no common ground can be found, we must consider the greater benefit as a priority. But regardless of any circumstances, the worker's human rights must always be maintained. At the same time, in the case that the judgment can not resolve the conflict between the employee and the employer's benefit, it should favor the employee’s benefit and correspond with labor law. More individual and Industrial Relation conflicts can be anticipated anewer electronic surveillance systems(CCTV, e-mail or telephone monitoring, etc.) are developed to oversee the work place. It is difficult to apply the existing legislation to all workers equally, in all cases of work surveillance and related issues. Therefore, it is urgent to make reforms to existing labor law to apply to those kinds of situations. Also when it comes to legitimate work surveillance, laws should consider both the employer's benefit and employee's right to privacy, to minimize the intrusion on human rights. The relationship between employer and employee can be equal when employees are guaranteed the right to keep their private information safe.

        Corrosion Behavior of Magnesium Powder Fabricated by High-Energy Ball Milling and Spark Plasma Sintering

        Microstructural changes and corrosion behavior of pure magnesium for different milling times were investigated. The samples with a finer grain size showed poor corrosion resistance because of unstable or metastable protectivefilm formation after immersion in 0.8 wt% NaCl solution. The corrosion resistance did not improve despite thestrong (0002) texture of the sample prepared by spark plasma sintering at 500 °C for 0.3 Ks and milling for 2 h. By studying the microstructural changes and texture development, we concluded that the deformation-dependentgrain size is the dominant factor controlling the corrosion properties of mechanically milled magnesium. Increasedgrain boundary densities lead to an enhancement of the overall surface reactivity and, consequently, the corrosion rate.
