        국가 측정표준의 재정립에 관한 연구 – 빅데이터 분석을 중심으로 -

        This study presents the direction of re-establishment of national measurement standards related to the measurement standards in the era of the 4th Industrial Revolution through review of existing related literature and big data analysis. This is because the role of new measurement standards is expanding due to changes in national standards and quality systems, and it is required to play a leading role through the introduction of national standards and quality systems for the 4th Industrial Revolution technology. The results of big data analysis are as follows. First of all, institutions such as the Korea Institute of Standards and Science, which carries out national R&D related to measurement standards, need to find out what standards are directly related to people's daily lives, safety, health, and environment, and make efforts to standardize them. Based on this, the direction of re-establishment of measurement standards in national standards and quality systems can be presented in the following three aspects. First, it is necessary to establish national standards related to the daily lives of the people and expand R&D functions for internationalization. Second, it is necessary to establish national standards to support the revitalization of future growth industries and to form a cooperative network with related companies. Third, it is necessary to establish a national standard that can promote the discovery and growth of new 4th Industrial Revolution technologies and discover a global network.

        Impact of Nuclear Tests on Deforestation in North Korea using Google Earth-Based Spatial Images

        The North Korean government conducted its first nuclear test in 2006 and more recently the sixth nuclear test on September 3, 2017. In order to identify how North Korea's nuclear tests have affected the environment, a scientific approach is required. Although North Korea’s nuclear tests and their environmental destruction are not a severe threat to the environment of the Korean Peninsula at this time, identifying environmental damage and taking countermeasures in advance are essential to minimize their potential threats to the environments. The purpose of this study is to study the environmental impact of North Korea’s nuclear tests using Google Earth image analysis. As a method of the study, we compare Google Earth images taken before and after each nuclear test was conducted in North Korea. To overcome limitations of the suggested comparison method, we cross-checked our results with those of previous scientific research. After the 1st-3rd nuclear tests, green spaces were found to be considerably reduced. In particular, when comparing the Google Earth images before and after the second nuclear test, some ground subsidences were observed. Such subsidences can cause tunnels on the mountainsides and cracks in rocks around the mountains, leading to the release of radioactive materials and contaminating groundwater. Besides, after the 4th-6th nuclear tests, decay and deforestation were observed not in the nuclear test sites, but in their surrounding areas. Especially after the 5th and 6th nuclear tests, the topography and the forests of the surrounding areas were severely damaged. In relation to North Korea’s nuclear tests and their impact on the natural environment, we need to prepare various policy measures to reduce North Korea's environmental pollution and natural environment destruction. Those policy measures include the establishment of various cooperative governance between the Korean government, the private sector, the academia, NGOs, and international organizations.

        국내의 첨단산업 지역형성 및 입지요인에 대한 통계학적 연구, 1950-1997 준실험계획법을 통한 평가

        Using a quasi-experimental control group method, the study identifies the formation period of high-tech centers in the U.S. and what location factors contributed significantly to the formation of high-tech centers during the period. The high-tech centers are substantially formed during the 1970-1980 period in the United States. Although high-tech industry has their development during the 1940s or 1950s, its maturity into high-tech centers (or regions) comes true in the 1970-1980 period. High-tech services play a leading role in the formation of high-tech centers during the 1970-1980 period. Meanwhile, high-tech manufacturing plays a minor role because of its decentralization into non-metropolitan areas. Most of typical location factors do not play a role in the formation high-tech centers during the 1970-1980 period in the United States. This finding confirms that high-tech centers are established spontaneously without specific planning or policy efforts in the formation. More careful approach and interpretation of research results, however, sheds valuable insights that a local educated and affluent class could contribute significant to the formation of high-tech centers by improving the quality of life.Universities and university-affiliated research institutions are important in incubating and spinning off such educated and affluent class who indicates a higher statistical relation with the formation of high-tech centers in the United States. 이 연구는 미국내의 첨단산업 지역형성과 이에 의미있는 영향을 주는 입지요인에 대한 검증을 목적으로 계획되었다. 준실험계획법을 통해서 미국의 군(County) 단위에서 첨단산업군(High-tech Group) 과 유사군 (Twin Group) 을 설정하였다. 유사군은 기준년도인 1950년에 첨단산업군과 가장 유사한 사회,경제적 조건을 가졌었지만 최종년도인 1997년에는 첨단산업이 발전하지 못했던 지역들(Counties)로 구성하였다. 이 연구를 통해서 세가지 중요한 발견들이 도출되었다. 첫째는 미국내에서 첨단산업지역은 1970년대에 형성되었다는 점이다. 비록 첨단산업 자체가 발전한 것은 1940년대 혹은 1950년대로 거슬러 올라가지만 이들이 첨단산업지역으로 발전하는데는 20 내지 30년정도의 기간이 소모되었다는 것이다. 두번째, 1970년대의 기간동안에 특히 첨단 서비스업종이 첨단산업 지역을 형성하는데 중요한 역할을 했다는 점이다. 반면에 첨단 제조업은 상대적으로 그 기여도가 첨단 서비스업에 비해 미약했다. 세번째, 지역내의 의사의 비율을 제외한 대부분의 첨단산업 입지요인들은 1970년대동안 첨단산업 지역형성에 큰 역할을 하지 못했는데, 이는 첨단산업 지역의 자생적 발생 및 발전이론을 뒷받침해 주는 것이다. 이러한 연구결과들을 토대로 좀더 심도있는 접근 및 해석을 통해서 몇가지 통찰력을 얻을 수 있었다. 우선은 지역내에 거주하고 있는 고등교육을 받은 부유한 계층들이 삶의 질의 개선을 통해서 첨단산업 입지의 미끼로써의 역할을 했을 것에 대한 가능성을 볼 수 있었다. 지역내의 연구대학들과 대학 의료센터들은 그러한 고등교육을 받은 부유한 계층들을 생산하는 중요한 기관들로써 역할을 해 주었다는 점을 생각할 때에 이러한 기관들에 대한 장기적인 투자의 중요성이 다시 상기시켜주었다.

      • 빅데이터 기반의 국가전략이론에 관한 연구

        빅데이터 기반의 국가전략 수립은 국가의 비전과 국정운영 방향에 있어서 빅데이터와 같은 정보에 기반한 결정이 이루어져야 함을 의미한다. 이와 함께 국가전략의 부문별 전략수립에 있어서 빅데이터를 활용하고 반영할 수 있는 제도적, 조직적 및 재정적 기반을 구축하는 것을 포함한다. 본 연구에서는 빅데이터에 기반한 국가전략이론에 대한 검토를 통해서 빅데이터를 통한 국가전략 수립에 근거를 마련하고자 한다. 빅데이터 기반의 국가전략 이론은 크게는 데이터 기반 국가전략이론, 전자정부 활성화 기반의 국가 전략 이론, 빅데이터 활성화를 위한 기술적 및 제도적 요인 이론, 그리고 빅데이터 분석기술과 소셜네트워크 서비스 연계 이론의 네 가지로 살펴볼 수 있고 각각에 따른 정책방향이 다양하게 나타나게 된다.

        A study on the spatial quarantine system for pig quarantine and prevention of cross-infection:Focusing on pig foot-and-mouth disease

        The regulatory and quarantine measures mandated by South Korean legal protocols pertaining to livestock enclosures are deemed inadequate in mitigating the spread of pig foot-and-mouth disease. This inadequacy arises from the deficiency in comprehensive urban and land use planning, particularly in relation to road control and the spatial organization of farms and villages. Therefore, this study aims to prevent astronomical economic losses and psychological damage of pig foot-and-mouth disease to farmers by investigating the elements of livestock construction and spatial design as a strategic approach for pig foot-and-mouth disease control. Additionally, it seeks to underscore the imperative of implementing a novel on-site prevention system, with a pronounced focus on airborne preventive measures. The elements of livestock construction and complex design for pig foot-and-mouth disease control were examined through literature review. Moreover, interviews with related experts and on-site investigation were carried out to improve the existing prevention system and introduce a new spatial prevention system on-site. If both spatial preventive measures regarding construction and complex design and ventilation-oriented air preventive measures are considered simultaneously, it could effectively prevent large-scale livestock diseases and damage due to the lage-scale infectious disease such as pig foot-and-mouth disease. Consequently, this study highlights that the design of complexes of livestock pens need to be designed in connection with air preventive measures centered on ventilation so that financial, legal, and institutional support in the policy arena need to support this new preventive design system.
