        Despite rapid dissemination of the(global) trends such as new industrial production paradigm, economic globalization, localization and environmentalism, it is well recognized that strength and status of urban economic base, in the 21st century as well, would play a pivotal role in promoting/maintaining urban competitiveness. Under the context, the study, employing the case of industrial decline of Korea's largest coal city, Taebaek, attempts to i)elaborate the process and major factors explaining coal industry decline, ii)analyze its primary impacts to the city's population, industrial structure and residential environment, and iii)discuss five core strategies by which the city, at the cross roads, could build a sustainable urban economic base. Concluding remarks emphasize the necessity of simultaneous implementation of these strategies in order to guarantee their level of feasibility as well as performance.

        오늘날 대부분의 에너지를 전기에 의존함에 따라 전력사용이 급증하고 부하가 대용량화되어 및 정적 전력공급이 중요한 문제로 대두되었다. 이러한 추세에 따라 송ㆍ배전 설비도 점차 대용량화 및 고전압화 되고 신뢰성을 요구하게 되며, 각종 배전 설비의 제조기술이 더욱 복합 다양하게 발전하고 있다. 그 중 전력계통에서 뇌 혹은 개폐서지 등의 과전압을 흡수ㆍ억제하여, 전력설비와 계통보호를 위해 설치하는 것이 피뢰기이다. 따라서 어떻게 과전압을 낮게 억제할 수 있을까 하는 것이 피뢰기의 가장 중요한 성능이라고 말할 수 있다.       • 생태건축의 실현을 위한 목조건축의 역할에 관한 고찰

        Our current efforts for the propulsion of 'Environmentally Sound and Sustainable Development(ESSD)' is seen as the result from global introspection of the excessive encroachment on the ecosystem under the name of so-called economic development through rapid industrialization as well as urbanizaion. Thus, the concept of the ESSD has emerged as one of the central issues in many disciplines including architecture in which the employement of green, reusable and/or recyclable building materials is strongly emphasied. With this in view, the present paper, paying attention to the failure of modernizing and accommodation korean traditional wood structure due to the rapid industrialization over 40 years, attempts to ealborate and justify the potentials and roles of wood materials for the accomplishment of ecological architecture in Korea. In addition, major associated reserch areas and policy directions are included inthe conclusion and suggestions.

      • 付審判節次에 關한 考察

        As to the application by the accuser who has objected to the disposition not to institure a public prosecution by the public prosecutor, the High Court shall rule or whether the dispositions are proper or not. This system has been derived from the system of compulsory indictment of West Germany. The West Germany compulsory indictment system is under purpose to secure the legal public prosecution of the case and all the crimes are to be the object thereof and that it shall be ordered to institute public prosecution. Our system however, in contrary to West Germany system, has the function restricting the discretionary indistment like Japan and public prosecution shall be deemed to have been instituted in the case. The claimant is an accuser who has been noticed for the disposition not to institute public prosecution from the public prosecutor. The case eligible for an application shall be limited to the climes under Article 123 to Article 125 of the Criminal Code. An application shall be filed to the High Court which corresponds to the Higher Prosecutors' Office to which the public prosecutor belongs through the Chief Prosecutor of a district Prosecutors' Office to which the public prosecutor who has disposed not to institute Public prosecution in writting within 10 days from the date of receiving the notice of that disposition. If the applcation is reasonable, the High Court shall commit the case to the competent district court for trial. And, if such an application is not reasonable, the High Court shall dismiss it. The case as has been committed to the competent district court for trial shall be applied its maintenance of public prosecution by the advocate who has been disignated by the Court as the person in charge for maintenance of the public prosecution not by the public prosecutor. The advocate appointed as maintenance person of the public prosecution shall exercise, ex officio, the duties of a public prosector in order to maintain public prosecution until the Judgement is finally settled. As a legislative theory of this system I propose the following. 1. to expand objects for this system 2. to effectively connect with the public prosecutors' appeal system, and 3. to revise the procedure so that may meet with the spirit of filing only the written indictment.

        Acetosyringone을 이용한 효율적인 White Clover의 형질전환

        Transformants of White Clover(Trifolium repens L.) were efficiently produced from immature seed derived callus cocultivated with Agrobacterium twnefaciens LBA4404 harboring plant binary vector. pBI121, using acetosyringone. The mean frequencies of transformants on the two kanamycin-containing media were 16 to 19% when the immature seed-derived calli were infected with bacteria cultured in the presence of 100$\mu$M acetosyringone compared with 7% in media without acetosyringone. Transgenic white clover was subject to molecular analysis for integration into plant nuclear genome and expression of $\beta$-glucuronidase(GUS) gene. PCR and Northern blot analyses demonstrated that GUS gene was integrated into white clover nuclear genome and expressed into its mRNA. The expression of GUS gene into its protein was confirmed by spectrophotometric assay of GUS activity. 화이트 클로버의 배축, 잎, 미숙배 유래의 embryogenic callus에 식물 binary vector인 pBI121을 포함하는 A. tumefaciens LBA4404를 접종하여 효과적으로 화이트 클로버를 형질전환시켰다. A. tumefaciens를 이용한 화이트 클로버의 형질전환은 acetosyringone을 사용함으로써 품종간의 차이가 없이 배발생 캘러스에서 16-19%를 보였다. 재분화 식물체의 PCR 및 Northern 분서글 통하여 형질 전환된 화이트 클로버의 염색체내에 GUS 유전자가 안정되게 도입되었고 식물체내에서 mRAN로 발현됨을 확인하였다. 또한, GUS 유전자가 식물체내에서 단백질로 발현됨을 확인하기 위하여 형질 전환되어진 화이트 클로버부터 단백질을 추출하고 분광분석법에 의하여 GUS의 활성을 측정하였으며, 시료간에 약간의 차이는 있으나 유의적인 GUS 활성을 확인하였다.

        광섬유 센서를 이용한 절연유내의 부분방전 위치검출에 관한 연구

        This paper shows results on the application of optical fiber sensors(OFS) for locations of ultrasonic signals in silicon insulating oil. The OFS system based on the principle of Sagnac interferometry has been designed and established for this work. The hollowed cylindrical mandrel wound by single mode optical fiber was used as a sensing component and ultrasonic signals which simulate the partial discharge In the oil have been generated by PZT actuator operated with function generator. The experimental results shows that the OFS has a excellent performance for the PD location with resolutions less than 1$^{\circ}C$ error range in the miniature insulating oil tank.

        팔공산자연공원에서의 등산로 및 야영장 이용이 자연환경에 미치는 영향

        팔공산자연공원 동화사지구의 등산로 및 야영장의 훼손실태와 그 주변토양 및 식생환경의 변화를 조사한 결과를 요약하면 다음과 같다. 1. 등산로폭, 나지노출폭, 최대깊이, 등산로물매 및 노면의 토양경도는 이용강도가 높은 바위골등산로가 수수골보다 컸으나 나지노출폭에서만 이용강도의 영향이 인정되어다. 2. 등산로의 훼손형태는 암석노출 42%, 종침식 20% 및 뿌리노출 18% 등의 순으로 토양침식이 상당히 진행되고 있었으며, 건전한 지점은 33%이었다. 3. 등산로경계부에서 임내로 갈수록 토양경도는 데체로 감소하는 경향을 나타냈으나 토양 pH, 토양함수량 및 유기물 함량 등은 변화경향이 일정하지 않았다. 팔공산 자연공원의 등산로주변 토양환경에 대한 이용영향이 아직 심각한 정도는 아니었다. 4. 등산로 주변의 식생구조의 변화는 다양하게 나타났으나 이용형태에 따라 경향을 구분할 수 있었으나, 인위적 간섭이 뚜렷한 조사지에서 종수, 개체수 및 종다양도 등은 영향범위의 파악에 유의한 인자였다. 특히 이용이 통제된 수수골에서는 식생구조가 회복되는 곳도 있었다. 5. 바위골야영장이 수수골야영장보다 파괴정도가 심했고 피해도 3등급 이상의 비율도 각각 91.8%, 44.5%였다. 야영장내 수목훼손형태는 뿌리노출 63%, 수간상처 43% 및 가지손상 30%의 순이었고 훼손목의 거리별 출현빈도는 이용객의 영향범위 파악에 유의한 기준이었다. 6. 생장량비교조사에서 야영장내 수목생장은 비야영장에 비해 적었고 5년전에 비해서도 현재의 생장이 떨어지고 있었다. 7. 야영장주변에서 식생환경에 대한 이용간섭의 범위가 토양환경에 비해 넓었고 이용에 따른 종구성의 이질화가 매우 심하였다. 야영장으로부터 잠재적 영향을 포함한 이용간섭의 영향범위는 바위골 야영장에서 70∼90m, 수수골 야영장에서 20∼30m이었다. 8. 야영장주변에서의 인위적 간섭에 대한 내성수종은 조록싸리, 개옻나무, 산딸기, 노박덩굴, 단풍나무 등으로 파악되었다. Trail and campground deteriorations and their environmental changes of soil and vegetation were studied in Tonghwa -Sa district of Mt. Palgong Natural Park through 1988 into 1989. The results are summarized as follows : 1. The bare width of trail as one of the trail condition factor was significantly greater on the more heavily used trail. Deterioration types of trail which had higher frequency for a total of 45 observations were rock exposure(42%), trail deepening(40%) and root exposure(18%) in the high order. And also sound type on which the trail was not deteriorated at all amounted to 33% of all observations. 2. Ecological changes of soil and vegatation of trailsides were not found at a uniform tendency except that soil hardness was slightly decreased from trail edge to the forest, but they could be grouped by the type of user\`s behavior and site conditions. Use impacts on the natural environment of trailside in Mt. Palgong are still far from the severe harmulness. 3. Worse damages to compground condition were appeared in Bawi-gol than Susu-gol campsite. Types of mechanically damaged trees were tree with exposed root(63% ), scared tree(43% ), mutilated tree(30 % ) and felled tree in highly frequent order. And diameter increments of trees in campsites were oppressed by the campers. 4. Tree damage types and their frequencies could be basic as a means of which grasp the bounds of user's impacts. User's disturbance on campsite extended to the distance of 70∼90m from the core of campsite at Pawi-gol and 20∼30m at Susu-gol respectively. As the tolerant trees to use impact, Lespedeza maximowiczii, Rhus trichocarpa, Acer palmatum, Rubus crataegifolius and Celastrus orbiculatus were considered.
