The purpose of this research is to develop the evaluation model of technical engineering & construction information management (TECIM) in terms of systematic and scientific management of technical engineering and construction knowledge, which can increase competitive power in this industry.From literature reviews on previous researches, the characteristics of TECIM in terms of information management, knowledge management, and technical information, have been identified, and the success factors for the evaluation of TECIM have been established. Based on these, the evaluation model to assess the level of the information management has been established by AHP Analysis technique. To verify propriety of proposed model, various comparative analysis and assessment are conducted by direct interviews of 21 companies.

This study is to analyze cases of Contracting-out in between local governments in Korea and Japan. Nowadays, local government is worrying how they can improve the efficiency of service delivery system because of the continuous provision, expending policy, financial difficulty, etc. Contracting-out in between Local Governments has many merits in public service delivery, comparing to other alternative measures. Nevertheless, Korea are very few applications as compared with those of Japan(indifference about contracting-out in between Local Governments, lack of motive in the local governments, and lack of support system of the central government). In conclusion we suggest the institution approach methods(revision of the Local Government Act, contracting-out selection standards, public announcing system) and the non-institution approach methods for the contracting-out in between Local Governments ○ institution approach methods - revision of the Local Government Act(establishing a joint organization between local governments) - public announcing system - contracting-out selection standards ○ non-institution approach methods - improvement of organizational culture and behavior
결정트리와 전문가시스템을 이용한 BIM설계 공간용도 지식화 방안

This study is to intellectualize the existing building designs by extracting experience knowledge from BIM data not from human experts in order to secure expert knowledge in measuring the space layout quality. We extract expert rules from a decision tree generated by machine learning the space information in BIM data. This allows us to generate quantitative presentation of expert knowledge which has no concrete expression. Our study shows that it is possible to obtain rules only from data without any help of architects and overcome the challenge of securing their experience and knowledge in designs. This result suggests a way of measuring and evaluating the qualititive and logical space allocation which has been a challanging issue in the industry.

We can approach organization diagnosis that improves the business process of local governments from two aspects. One is reorganizing business achievements in a structural dimension, and the other is redesigning the business process. It is true that improvements in the process have been handled hastily. Because business process reestablishment influences members of the organization in the amount of tasks and achievements, the accommodation level is low with all members of the organization. However, to achieve the essential purpose of organization diagnosis, mainly raising customer satisfaction and securing an efficient internal process of handling affairs, the process, in other words, the business process reestablishment command (Business Process Reengineering: BPR) is an indispensable organization management tool. The objective of this research is as follows: First, this study will discuss why BPR is needed in local governments in a comparative analysis between an innovative and overall technique and a gradual and partial technique in ways to improve the business process. Second, this research suggests ways to improve the process by introducing actual cases of how BPR can be utilized in the business process of local governments. Finally, this study attempts to introduce and analyze external support along with internal actions for activating BPR, focusing on the target examples (welfare support system, composition popular enmity business). From the analysis, this study identifies the problems of the repeating process of internal direction - requisition - processing in organizations, passive organization culture and so on. In order to resolve these problems, this study suggests the following two methods: one is improving the process itself, and the other is identifying a support plan when improving the process. First, to improve the process, a parallel and integrated method is used to effectively reorganize the existing vertical hierarchical processing course. Second, to support efficient BPR in local governments, support plans in local governments such as the establishment of BPR organization, training the real Change Leader, education etc. and support plans in the central government, such as the development of an information system for BPR in local governments, amendments in the law, establishment of BPR organization for BPR in local governments, etc. are recommended.
음식물쓰레기 혐기소화가스의 분리막공정을 통한 CO2 회수

Biogas is a gaseous mixture produced from the microbial digestion of organic materials in the absence of oxygen. Rawbiogas, depending upon organic materials, digestion time and process conditions, contains about 45 ~ 75% methane,30 ~ 50% carbon dioxide, 0.1% hydrogen sulfide gas, and a fractional percentage of water vapor. To achieve the standardcomposition of the biogas, treatment techniques like absorption or membrane separation are performed for the resourcingof biogas. In this paper, the experiments are performed using biogas produced in an environmental digestion facility forfood waste. The membrane module was imported from overseas, its membrane process has achieved up to 98% of themethane and 99% of the carbon dioxide separated, and it has manufactured and stored pressurized carbon dioxide. Theeffects of the feed pressures on the separation of CO2-CH4 by the membrane are investigated. A chelate was utilized topurify the methane from the H2S concentration of 0.1%.
