        《池北偶談》 卷1 〈談故 1〉의 번역과 주해 (2)

        《池北偶談》은 淸代 문인 王士禛(1634~1711)이 자신이 보고 들은 것을 기록한 필기작품이다. 본고에서는 《池北偶談》 卷1 〈談故 1〉 11-31편을 번역하고 주해를 달았다. 11-31편의 내용은 대부분이 명말청초의 과거 시험이나 급제자에 관한 것으로 여러 역사인물의 이름이 나열되어 있다. 본고에서는 원문에 입각한 번역을 통해서 왕사진이 《지북우담》에서 언급한 인물에 대해서도 자세히 보충 설명하고자 노력했다. 이들 중 여러 인물들은 중국의 인물사전 등에서도 찾기 어렵거나, 사적을 정리하기 어려운 경우 혹은 아예 신원미상인 인물도 존재한다. 본고는 이에 대해 여러 사료와 기타 다른 필기 자료 등을 통해서 최대한 고증하고자 노력했고 이에 대한 내용을 주해에 반영하였다. 그리고 《지북우담》에는 사회 제도나 역사적 사실을 기록한 내용도 있는데, 이는 당시의 사회상을 이해하는 것은 물론이고 역사 사료의 보충자료로서의 가치를 가졌다는 것을 반증한다고 하겠다. 《지북우담》은 이렇듯 청대 필기를 연구하거나 관련 역사와 사회 문화 연구를 진행하는데 중요한 학술적 자료라고 할 수 있다. Chibeioutan (지북우담) is the ‘biji (筆記)’ of Wang Shizhen (王士禛), who was a scholar and wordsmith during the early Qing Period. It is one of the representative works of biji in the Qing Period, and its contents cover various fields such as literature, scholarship, history, institution, and customs. This thesis was translated and included the 21 articles contained in Vol. 1 “Tanggu 1”. Most of the contents of the 11-31 articles are about imperial examination and persons who passed an imperial examination. The thesis also tried to explain about historical figures in detail through translation based on the original text. Some parts of the text are hard to find in Chinese character dictionaries, difficult to organize, or even unidentified. The thesis tried to make the most of this information through various documents and other written materials, and this was reflected in the thesis. And in addition, Chibeioutan was a record of social institutions and historical facts that disprove the value of historical data as well as understanding social aspects of the time. As such, it is an important academic material for studying Qing Period writing and for conducting related historical as well as social and cultural studies. Chibeioutan has not yet been translated and properly annotated into Korean and modern Chinese. So we ultimately aim to translate entire volumes of the Chibeioutan into Korean with detailed annotations on the basis of the 1982 edition published by Zhonghua Book Company. This paper is the first step of the project, which includes a brief introduction to the book and a translation and annotation about the preface of Chibeioutan written by Wang Shizhen and 21 articles on “Tanggu 1”. Through this work we can provide the background information relevant to the book, such as author’s purpose of writing, outline of the book, process of publication, amongst others.

        지방자치단체 구역 경계변경의 성공사례 분석

        The cases of boundary adjustment have increased with more estate development in border areas between local governments. This study researches on the main factors which success in boundary change based on the local governance theory and analyze two cases from four points of view: civic, social, political, economic and rationale. It is suggested that boundary change between local governments requires the followings: first, to activate resident participation and community involvement; second, to develop residents-centered approach and collaborate among interested parties; third, to improve the accessibility, accountability and responsiveness in decision-making, fourth, to focus on efficiency and effectiveness gains in local service delivery.

        GOVERNMENT POLICY AND FINANCIAL PERFORMANCE OF REGULATED INDUSTRY : LEGAL OWNERSHIP AND THE DYNAMIC EFFECT OF REGULATION

        In the regulation of inherently noncompetitive markets, the most difficult task of the government is to set the optimum payment schedule for goods and services produced by regulated firms, such that the price can both cover the cost of production and provide incentives for the firms to minimize expenditures. This paper examines the effect of government payment policy (as incentive regulation) on the investment behavior of regulated industry, through an example of the prospective payment system (PPS) implemented in the U.S. social insurance system. The results reveal that the new form of payment policy does not achieve its desired goal because over time, the regulated firms learn to avoid the direct enforcement of regulation by substituting nonregulated inputs for regulated ones. It is also shown that organizations with different legal ownerships (public, private not-for-profit, and private for-profit entities) respond to regulation in different ways. The importance of understanding the nature of incentives and their effect on regulated firms, evidenced in this study, should shed light on the design of public policy for other industries.

        일본 학습지도요령이 추구하는 교육과정의 이념 ―세계시민성 함양과의 모순―

        This study notes that global citizenship education aimed at fostering global citizenship by international organizations such as UNESCO also affects each country"s curriculum. Therefore, this study commenced with observing the recently revised Japanese Course of Study. However, if one examines the prior research that analyzes the study guidelines reflecting these international trends, and the textbooks that passed the March 2020 test, it is questionable whether they reflect the universal values of mankind, such as human rights, peace, and justice, and the basic ideology of global civic education. The purpose of this study is to focus on these issues and examine the limitations of the current Course of Study and its contradictions with education to foster global citizenship.

        주민참여예산제도가 주민주권강화에 미친 영향에 관한 실증연구

        본 연구는 전국 지방자치단체를 대상으로 주민참여예산제도의 현황을 조사하고, 주민참여예산제도가 직접주민 참여를 통해 주민주권강화에 영향을 미치는지에 대한 인과관계를 실증적으로 검증하는데 연구의 목적을 두었다. 회귀분석결과, 주민참여예산위원회의 위원수가 많을수록, 대주민홍보 수단이 다양하지 않고 단순할수록, 위원회가 독립적 주체로서 운영될 때 주민이 직접 제안하는 사업 수는 증가하는 것으로 나타났다. 또한, 주민참여예산위원회의 회의개최 수가 많을수록, 위원회가 아닌 지방자치단체가 실질적으로 위원회 조직을 운영하면서 주도권을 잡을수록, 분과위원회가 설치되었지만, 분과위원회가 예산결정에 대한 의사결정권한이 없을수록 주민이 직접 제안하는 사업예산 총액은 증가하는 것으로 나타났다. 실증분석결과를 바탕으로, 주민주권강화를 위해 주민참여예산제도는 다양성, 개방성, 투명성, 심의성이 확대되어야 한다는 방향을 제안하였다. This study aims to examine present conditions on local government all over the country and to empirically determine causality between participatory budgeting and residents sovereignty. The key findings of the empirical analyses are as follows: 1) the more the member of the committee, 2) the less the number of public relations, and 3) as the committee operates the organization its own self, as the number of programs that residents suggest increase. 1) the more the number of meetings, 2) as the local government operates the committee, 3) as the branches are standing and 4) they has no authority to make a budget, as the budget sum that residents suggest increase. Based on the empirical analysis, this study emphasizes the diversity, openness, transparency, and deliberation of participatory budgeting.
