유엔사막화방지협약(UNCCD) 이행의 한계와 한국의 역할

사막화와 토지황폐화에 의한 피해규모가 점차 확대됨에 따라 사막화의 영향을 받는 국가들의 대응능력을 향상시키기 위해 설립된 유엔사막화방지협약(UNCCD)의 역할이 강조되고 있다. 그럼 에도 불구하고 취약한 과학적 기반과 파트너십 구축 미비, 실질적인 실행체계의 부재, 당사국 간의 첨예한 입장차이 등 협약의 목적이 달성되기 위해서는 선결되어야 할 과제들이 여전히 존재하고 있다. 이 연구에서는 유엔사막화방지협약의 주요 내용 및 한계점을 살펴보고, 한국에서의 유엔사막화방지협약 제 10차 총회 개최 및 ‘창원이니셔티브’채택을 계기로 한국이 사막화와 토지황폐화 저감에 기여할 수 있는 사업들을 제시하였다. 다수의 전문가 대담과 워크샵을 통해 경쟁력, 가시성, 연결성, 기술이전, 투자비용, 고용효과의 6가지 기준에 따라 제안된 예상저감사업들에 대한 타당성 평가를 수행하였다. 그 결과, WODOG이 타당성이 가장 높은 것으로 나타났으며 DLDD 모니터링 및 평가 센터, TerrAsia, ELD 등이 그 뒤를 이었다. 순위화 된 사업평가결과를 활용함으로써 한국은 아시아 지역에서의 토지황폐화 이슈를 선점하여 발전시킬수 있고, 궁극적으로 사막화와 토지황폐화 저감에 일정부분 기여할 수 있을 것으로 기대된다. As the damage caused by desertification and land degradation is escalating, efforts to prevent and mitigate it develop at various spatial levels. UNCCD, established for affected countries to enhance their ability to respond effectively to desertification, has become increasingly important. Despite its importance and influence, however, the Convention still has challenges to be addressed: the weak scientific process, the inadequate partnerships, the lack of substantial framework for implementing the Convention, and the clear difference of opinion between parties. This study aims to present how the Republic of Korea may contribute to mitigating desertification and land degradation with the UNCCD COP 10, held in Changwon, Korea, as a momentum to improve and supplement the Convention. Firstly, mitigation projects discussed internationally are drawn from several occasions of experts’ dialogues and workshops, and secondly, the validity of each project is evaluated based on 6 criteria – competitiveness, visibility, connectivity, transfer of technology, cost, and effects on employment. The result of evaluation can be utilized as Korea considers appropriate projects which will contribute to implementing the Convention and mitigating desertification and land degradation.
