위협의 다양화를 통해 본 안전보장(Security and safety 2S) 이슈와 호국정신의 중요성 고찰

This study aims to acknowledge the diversification of the types of surrounding threats and further shed light on the value of patriotic spirit in order to establish mental preparedness. The current threats are divided into three types: The ‘Traditional Threats’ manifested from the existence of North Korea, the ‘Predestined Threats’ stemming from the intensification of hegemonic wars, and the ‘New Threats’ indicating that the threats are not limited to the military domain. Consequently, the traditional boundary between security and safety, where intentionality was the standard for judgment, has been broken down, and it is now necessary to first establish a conceptual definition of ‘Security & Safety (2S)’ to understand both as one, as a cognitive effort to respond to diversified threats. In addition, based on the diverse status of defense workers and the expected expansion in the future, it is suggested that efforts should be made to cultivate the work ethics of so-called National Defense Manpower(國防人) through ‘Patriotic Spirit’ considering the diversified status of defense-related personnel and its expected expansion in the future.
다문화주의(Multiculturalism)에서 조명한『정신전력교육 기본교재』의 ‘국가관’ 고찰

This article analyzes the "Concept of Nation" in the "Basic Textbook on Military Spirit Education (2019)" of the South Korean military from the perspective of multiculturalism. To do this, the cultural backgrounds of soldiers were classified into four types based on their parents nationality.and the "Concept of Nation" in the "Basic Textbook" was analyzed in conjunction with the concept of multiculturalism. The analysis revealed several points : first, the use of the word "we" without any categorization based on the myth of a single ethnicity ; second, the development of a concept of the Korean ethnicity and its history, which may be unfamiliar to soldiers with immigrant backgrounds ; and finally, an inaccurate definition of multiculturalism was inserted. Given the situation in which soldiers with diverse cultural backgrounds are serving in the South Korean military, it i s essential to actively address the identified issues through research and make efforts to improve the situation. 이 글은 우리 군의 『정신전력교육 기본교재(2019)』에 담긴 ‘국가관’을 다문화주의의입장에서 분석한 것이다. 이를 위해 부모가 가지고 있는 국적에 따라 장병의 문화 배경을 네 가지로 유형화하였고, 이를 다문화주의의 개념과 결합하여 『기본교재』의 ‘국가관’을 분석하고자 하였다. 분석결과 첫째, 단일민족의 신화에 기반하여 ‘우리’라는 단어를 별다른 범주화 작업이 없이 사용하고 있다는 점, 둘째, 이주 배경 출신 장병에게는 다소 낯설 수 있는 한민족(韓民族)의 개념과 그에 기반한 역사 서술이 전개되고 있다는 점, 마지막으로 다문화주의에 대한 부정확한 정의가 삽입되었다는 점을 발견하였다. 다양한 문화적 배경을 가진 장병을 국군의 구성원으로 맞이하고 있는 상황에서 이번 연구를 통해 식별된 문제점을 능동적으로 개선하려는 노력을 지속해야 한다.
