A Study on Qualification of the Librarians and Organization of Departments' Division with Library and Information Science under the New Educational System

본 연구는 학부제 하에서 문헌정보학 교육과 관련하여 문헌정보학전공을 포함한 학부 구성, 전공 이수학점 및 교과목 명칭의 변경, 사서 및 사서교사의 자격 인정, 사서 및 사서교사 인력의 양산과 취업문제 등의 현황을 조사한다. 그리고 이를 바탕으로 그 문제점들을 분석하고 이에 대한 개선방안을 도출한다. This study examines various educational problems of library and information science with relation to the organization of departments' division, change of the curriculum, qualification of librarians, and so on under the new educational system in Korea. Based upon various analyses of these problems, this study derives some effective perspectives on the development in the library and information science.

공공도서관 건립 및 운영을 위한 주변 환경 개선에 관한 고찰 : 청주시 공공도서관을 중심으로

In the past several years many local governments in Korea have competitively shown much interest in founding and operating public libraries and carried out various projects. However, they paid most attention to the increase in the number of libraries, lacking in an effort to strengthen and enrich the substance. Cheongju city was one of those local governments. In this research I am going to document the process of developing and improving the community environment for the foundation and operation of public libraries in Cheongju city is based on my personal experience in participating both directly and indirectly in the process, working as a committee member of the evaluation of cultural infrastructure for the Ministry of Culture and Tourism during 1998-2003 and a counselor of the National Library Policies during 2002-2005. In this research I am going to focus on the community activities and efforts which had led to the establishment of public libraries in Cheongju in the 2000s. Major issues to be discussed in this research include: First, the need for founding and operating public libraries in a community; Second, the basic functions of public libraries; Third, the need for establishing strategic plans, deciding locations, and recruiting professional workers, and Fourth, the problems involved in founding public libraries and their solutions.

공공도서관의 기능과 역할에 관한 고찰

Recently some Korean public libraries are operated without considering publicness due to lack of interest of local government and residents. Some local government and residents do not properly understand the role of public libraries, or library community did not play a proper role for this. The purpose of this study is to suggest the role of public libraries based on analyzing statements of public libraries domestically and internationally in light of conception, “public“ and “publicness”. This study investigates general definition and role of public libraries, compares statements regarding public libraries, and suggests the role of public libraries.

청주기적의도서관의 성과분석과 발전방향에 관한 고찰

The purpose of this study is to suggest the direction of future for Miracle Library in Cheongju by conducting a performance analysis and deducing improvement plans which are based on investigations of the operation statues for last ten years after this children’s library was established in 2004 by private organizations and a local government. To achieve the purpose, this study progresses as follows. First, it summarizes the construction process of Miracle Library in Cheongju. Second, policies and personnel conditions about operation and management of the library are surveyed. Third, problems and issues on the library management are drawn by comparing with the status of other Miracle Libraries. Fourth, it proposes the operation and development directions for Miracle Library in Cheongju on the basis of the previous analysis.

圖書館資料로서 電子圖書에 관한 考察

이 연구에서는 정보자료로서 전자도서의 여러 가지 특징, 기술, 전망 및 정보기술의 도입으로 인한 도서관 주변 환경의 변화를 조사하고자 한다. 이러한 조사 분석을 바탕으로 우리 나라 사서나 정보전문가가 도서관의 패러다임 변화에 대처하기 위해 전자도서에 대한 기본적인 도서관경영정책의 이해를 증진할 수 있는 몇 가지 효율적인 방안을 제시하고자 한다. This study is to survey various specific characters, technologies, visions of electronic book as a information material, and some changes in the circumstances of library caused by inducing information technology. On the basis of these analyses we proposed, we would like to derive some effective perspectives that Korean librarians and information professionals should promote the understanding of the basic directions of library management policy of the electronic book to cope with the paradigm shift of library.

‘책 읽는 청주’ 시민독서운동에 관한 고찰

The purpose of this study is to examine the characteristics and analyze the problems of 'Civic Reading Movement in Cheongju' which started as 'One Book, One City' reading promotion campaign in 2006 and conducted nineteen times in twelve years. The Analysis of such steps as the selection and distribution of 'one book', reading and discussion, events and programs, etc. documents both positive and negative aspects of its performance. 'Civic Reading Movement in Cheongju' can be characterized to be successful for combining various media and events with reading and discussion of written text, and largely dependent upon cooperation between public libraries and communities and their diversity in selecting books and conducting programs.

공공도서관 위탁경영의 현상과 과제에 관한 고찰

The purpose of this research is to analyze the trend and performances of contracting out the management of public libraries in Korea, in order to help promote the effectiveness and efficiencies of their operations. In this research, Investigated in detail are the following issues: First, the need for and background of contracting out public library services and their present state in Korea; Second, the pros and cons of contracting out public library services; and finally, based on the aforementioned findings, a future model of 'contracting out' public library services is proposed in order to further the effective management of public libraries in Korea. 본 연구는 공공도서관의 위탁경영과 관련된 현상과 과제를 조사분석하여 핵심적 문화기반시설인 공공도서관의 경영을 활성화하는데 목적을 두고 있다. 이를 위해 본 연구에서는 다음과 같은 공공도서관의 주요한 사항들을 고찰하고 있다. 첫째,공공도서관위탁경영의논리적 근거가 되는 배경과 추이를 살펴보고,둘째,공공도서관위탁경영의 현상과 문제점을 분석하고, 셋째,이를 통해 향후바람직한공공도서관위탁경영의 개선방안 등을 제시하고 있다.

圖書館에서의 知的自由와 圖書檢閱의 상관관계에 관한 考察

The condition of intellectual freedom in libraries shows the state of development of libraries and democracy in a country, and the movement of protecting it has been closely connected with the protection of freedom and civil liberties. It is the general purpose of this study for the writer to investigate the correlations between book censorship and intellectual freedom in libraries. Under that purpose the writer is to explore the ways toward the attitude that librarians and libraries ought to pose for developing better library services. The main contents of this study are as follows : (1)The writer closely examined the definition of book censorship and intellectual freedom in libraries, (2)investigated the purposes and forms of book censorship, and the trends of intellectual freedom in libraries, (3)and investigated the correlations between book censorship and intellectual freedom in libraries, (4)also explored the ways toward the attitude that librarians and libraries ought to pose for developing better library services. For developing better libraries in our country taking lessons from results of this study, the right of any person to gain access to all information and ideas without restraint from public or private interests and to express his beliefs or ideas in whatever way he thinks appropriate should be guaranteed. Namely, when the government authorities are to adopt administrative and legal measures, librarians are to make efforts or the Korean library association is to take all necessary steps for it.

우리나라 지식정보자원의 전략적 관리에 관한 연구

본 연구에서는 우리나라 도서관 및 정보센터의 발전 및 협력 현황 등을 살펴보고, 지식정보자원 관련 개념, 범주, 법규, 정보정책 등의 문제를 조사분석하고 있다. 이어서 이를 바탕으로 국가 지식정보자원관리시스템에서의 (1)지식정보자원 관리의 체제, (2)지식정보자원 관리의 중복 및 조정, (3)연구정보의 유통구조 등의 문제점들을 다루고 있다. 이 결과들을 근거로 국가적 차원에서 지식정보자원 관리의 문제점을 도출하고, 아울러 바람직한 우리나라 지식정보자원의 전략적 관리 방안을 제시하고 있다. This study is intended as an investigation of current developments and cooperations among libraries and information centers, and the problems relating to their concepts, scopes, regulations and policies of knowledge information resources management in Korea And this study is concerned with the problems of national knowledge information resources management system from several perspectives: (1)the system of managing of knowledge information resources, (2)the overlapping and coordination of managing them, (3)the structure of distribution service of research informations and so on. As these results, this study induces problems of managing of knowledge information resources at national level, and presents several ideal strategies of managing knowledge information resources in Korea.

日帝治下 圖書館에서의 知的自由에 관한 考察

It is the general purpose of this study for the writer to investigate the changing process of Japanese censorship policies and limitations of intellectual freedom in korean libraries under the Japanese rule : also, to examine the situation in which the intellectual freedom, but even became degraded to institution with but lead Korean library users to the wrong path. Under that purpose the writer is to explore the ways toward the attitude that librarians and libraries ought to pose for developing better library services through the analysis of forbidden books under the Japanese rule. The writer examined the changing process of censorship policies and the authorities in charge, and investigated the Limits of intellectual freedom that our libraries had under those policies. And the writer investigated the state of the strictness of Japanese censorship policies and the actual condition of the way the forbidden books have been maintained, through surveying and analyzing forbidden book prosecuted under the Japanese rule. The followings are the outlined conclusions: 1) Japanese censorship policies were used commonly as a means to limit the freedom of speech and press ; it was held out against democracy based upon the people's intellectual freedom. 2) Main targets of censorship under the Japanese rule were books connected with nationalism, democracy, or communism : those book formed the greatest Part of all forbidden books in that period. 3) Japanese government organs concentrated their attention an forbidden books before and the Korean-Japanese annexation or after book the Chinese-Japanese war but they suppressed forbidden books in advance through the their elaborate book censorship policies. 4) As the libraries established by Japan were degraded to institutions with the purpose of investigation or guidance of Korean public thought, so intellectual freedom in libraries was little recognized in those days. 5) Not only government authorities but also library circles were quite far from protecting intellectual freedom in libraries ; hence, they could not but suppress Korean library users' intellectual freedom and lead them to the wrong path. 6) A large number of the samples of forbidden books under the Japanese rule were gained access in the samples of libraries investigated. It can be said to mean that they blocked the cultural development of literature in our country.
