제3국 출생 탈북 청소년들의 삶의 경험에 관한 연구 - 입국 전·후 적응과 지원체계경험을 중심으로-

As this study is for protection and improvement of the status of North Korean adolescent refugees born in third country, the purpose of this study is to examine various social and emotional adaptation issues they faced before and after entering South Korea. By the snowball sampling method, thirty adolescent refugees who were born in the third country were recruited and participated in the survey. The questionnaire they responded include subjects about their family relationship, residence period, citizenship status, language proficiency, national identity, stress, academic achievement, and social support. To investigate difficulties, needs and support systems they are experiencing in South Korean society in more details, the in-depth interviews were conducted. Nine adolescents who participated in the survey and one expert who works in the relevant organization were participated in the in-depth interview. The major findings were as follows. North Korean refugee adolescents from the third country experienced emotional difficulties, separation anxiety and attachment issues under the unstable family structure and thus, these negative issues influenced on their early social adaption in South Korea. In the early adjustment, adolescents experienced difficulties in academic achievement and school life due to the language differences and difficulties. Moreover, they tended to build and maintain friendship by not to talk about their and their mother`s background. Besides, North Korean refugee adolescents born in the third country recognized that they are having different services from the North Korean defector youth and the most of them complained about unfairness and injustice of policy. Also, they have strong needs for financial support of university`s tuition and public services for getting a job and career. By multilateral approaches in understanding difficulties and needs of the North Korean adolescent refugees born in third country, this study suggested improving of their legal status, strengthening of relevant policy, extending of support services and building structure of welfare delivery system in order to protect and improve the social status of these adolescents.

The purpose of this study is to examine the change in child abuse intervention with the reform of the child protective service system to see whether the new system tackles child abuse more effectively. Focus Group Interviews were conducted with seven public Child Protective Service case workers, eight anti-abuse police officers and nine child protection agency staffs. For analysis N-VIVO R1 was utilized. The analyses yielded three classification, eight fields, 64 categories and 139 sub-categories. The study found that first, all participants observed positive changes brought upon by making Child Protective Services public. Second, all the the participants indicated that there was a severe workload. Third, it was reported that the revision of the manual was needed as its contents were unsatisfactory. In addition, it was shown that the inclusive education sessions offered to staff across different sectors were satisfactory. However, institutional changes are also needed to foster long-term work environment. Lastly, they argued that infrastructure is lacking and sharing and allocating cases and information is hardly feasible in current system. Based on the findings, policy implications are provided. To improve the child protective service system, clarification of roles of the public and the private sectors, improvement of work environment, implementation of legal systems to protect the workers, expansion and improvement of infrastructure, empowerment of the staff, and enhancing the information system and relationships among the agencies are needed.
