본 연구의 목적은 강원도에서 활동하는 예술가들이 보다 뛰어난 창작활동을 할 수 있도록 지원하고 각 분야별 특성에 따른 다양한 지원사업을 통해 무용 분야 지역 예술가들의 창작 의지를 제고하고 역량을 발휘할 수 있는 기회의 장을 제공함으로써 무용 분야의 공공지원 활성화를 모색하기 위함이다. 이러한 연구의 목적을 달성하기 위하여 문화재단과 문화예술진흥지원사업 선행연구, 강원문화재단의 문화예술진흥지원사업 현황을 탐색하였다. 또한 문화재단과 관련하여 광역문화재단과 기초문화재단의 특징을 분석하였으며, 문화예술인들이 보호받을 수 있는 문화예술 관련 법률을 통하여 각 지역에 설립된 문화재단의 역할과 필요성에 따라 시행된 사업들을 바탕으로 각 분야별 접수건수, 선정건수, 지원금액을 비교·분석하여 본 연구에서 얻은 결론은 다음과 같다. 첫째, 무용 분야의 접수건수가 타 분야에 비해 다소 적다는 것이다. 둘째, 2016년-2020년도에 진행된 문화예술진흥지원사업 중 무용 분야가 속한 사업들의 선정건수와 지원금액을 살펴보면 전반적으로 선정건수 비율과 상응된 형태의 금액을 지원받았다. 본 연구자는 무용 분야가 타 분야에 비해 지원금액이 적다는 의문점을 가지고 이 연구를 시작하게 되었으나, 무용 분야의 지원율이 낮을 뿐 각 분야별 선정건수와 지원금액을 두고 비교하였을 때 편중된 형태의 지원이 아니었음을 확인하였다. 이것은 무용 분야의 선정된 건수에 비해 조금 더 많은 지원금액을 받은 것으로 나타났으나, 각 분야별 지원규모에 따른 최소, 최대 지원금액의 차이가 가져온 결과라고 판단된다. 무용 분야는 종합예술로써 공연을 추진하는데 필요한 초기 비용이 높은 편에 속하기 때문에 이러한 특수성이 고려되어야 하며 문화예술과 관련된 각 분야별 특성 또한 적절하게 반영된 다양한 지원방식의 정책개발이 필요하다. 무용 예술인들 역시 공공지원에 의존하지 않는 작품 구성을 통하여 새로운 공연예술의 형태를 연구할 필요가 있다. 문화예술과 관련된 다양한 지원 중에서도 전문예술육성지원, 신진예술가창작활동지원, 생애최초지원 등 예비예술인에 대한 지원 증대와 지속적인 문화예술교육을 통하여 젊은 예술인들의 지역이탈을 최소화하기 위한 활성화 방안을 모색하여야 한다. The purpose of this study is to help artists in Gangwon Province perform better creative activities and to revitalize public support in the field of dance by providing opportunities to raise the will of local artists and demonstrate their abilities. In order to achieve this goal, the Cultural Foundation and the Cultural and Arts Promotion Support Project were previously studied, and the current status of the Gangwon Cultural Foundation's cultural and arts promotion project was investigated. In addition, the characteristics of the Cultural Foundation and the Basic Cultural Foundation were investigated. Based on the role and necessity of cultural foundation established in each region, the number of applications, selection and support were compared. First of all, the number of applications in the dance field is slightly lower than in other fields. Second, in terms of the number of projects selected and the amount of support for the promotion of culture and the arts from 2016 to 2020, the overall amount of support was given in proportion to the number of projects selected. The researcher began the study by questioning the small amount of subsidies in the dance field compared to other fields, but found that the number of subsidies and the amount of subsidies were not biased. This is because the minimum and maximum amount of support varies depending on the amount of support in each field, although the amount of support is higher than that of the dance field. Since the initial cost of performing in the dance field is high, it is necessary to develop policies that reflect the characteristics of various fields related to culture and the arts. Dance artists should also study new forms of performing art through composition that does not rely on public support. Among the various support related to culture and the arts, we should seek ways to minimize the departure of young artists from the region through increased support for artists such as professional arts development, creative activities, and life-long support."
