군용항공기 감항인증의 핵심은 시스템 엔지니어링, 구조, 항공역학, 항공전자, 컴퓨터 자원, 소프트웨어, 추진체, 세부계통, 무장 및 장착물 등 군용항공기에 적용되고 있는 모든 기술 분야에 내재되어 있거나 설계로 인해 발생할 수 있는 위해성(Hazards) 식별과 이러한 위해성으로 초래될 수 있는 위험도(Risk)의 발생가능성을 제거하거나 수용 가능한 수준으로 경감시키는 것이다. MIL-STD-882 는 이러한 위험도의 체계적 관리를 하기 위한 시스템 안전 표준서로서 1977년 882A, 1984년 882B, 1993년 882C, 2000년 882D 개정판이 발간된 후 약 12년 만인 금년 5월 후속 개정판인 MIL-STD-882E 가 발간되었다. 본 논문에서는 금번 시스템 안전 표준서의 변경이 감항인증 업무에 미치는 영향을 분석하였다. The key activities for military airworthiness certification are to identify hazards which could be a nature of or caused by an aircraft system design including systems engineering, structure, aerodynamic, avionics, computer resources, software, propulsion system, subsystems, weapons and stores, and to eliminate or reduce the associated risks to the acceptable level of authority. MIL-STD-882 is a system safety standard to manage these risks systematically and revised through 882B in 1984, 882C in 1993, 882D in 2000, and May of this year MIL-STD-882E version. This article analyzed the impact of these system standard’s changes on military aircraft airworthiness activities.

국방무기체계 획득절차 발전방향 - 미국 국방획득절차 개선노력을 중심으로 -

During the 'Cold War', DoD had focused on the high performance and timely acquisition which enabled quick field out the superior weapons than the enemy regardless of acquisition cost. But, after the cold war, the focus has been changed to the 'cost effective acquisition' of weapon systems because of tremendous investment cost & economic theory. The U.S. DoD has been tried to make 'the most effective acquisition system'(AR, Acquisition Reform) from mid-80's with their enough experienced program data, and as a result, they had launched the new acquisition procedure - DoD 5000 series - in 1996. DoD is continuously doing the study and making several improvements on the procedure after it had been once announced. On Oct 30. 2002, DoD noticed that they cancelled the DoD 5000 series documents(5000.1, 5000.2, 5000.2-R) and 5000.2-R will be reissued as a guide. The most recent version which focused on 1) evolutionary acquisition and spiral development, 2) procedure for future technology systems including software and IT, 3) supplement on the area of efficiency, flexibility, creativity and innovation of old system was issued by May 12. 2003. This article suggests a 'good idea' based on the reviewing of these DoD efforts for our defense acquisition regulation and procedure to go. It includes the CAIV concept application, IPT utilization, T&E method, cost or price based contract etc-all for the effective acquisition.

시험평가 신뢰도 제고요인을 고려한 한국형전투기사업 시험평가 적용방안 연구

The purpose of this study is to propose a tailored T&E improvement plan related to the business characteristics for the reliable T&E of KFX Program. In this study, we mainly looked into the proposal of an improvement plan, which can be properly applied to characteristics of the KFX Program T&E among the selected reliability enhancement factors of general weapon system T&E. The improvement method, which was drawn from this study, will contribute to reliable T&E for the actualization of T&E, by participating in the development through, in the early stage, forming an organization and writing a basic plan, and by suggesting a range of application for the connecting method between core parts T&E, other T&E and by suggesting a range of application of limited T&E application factors, and by guaranteeing stable and professional T&E conditions through the establishment of specialized institution. 본 연구의 목적은 한국형전투기 개발사업의 신뢰성 있는 시험평가를 위해 사업특성을 고려한 맞춤형 시험평가 적용방안을 제안하는 것이다. 본 연구에서는 일반적인 무기체계 시험평가에서 선정된 신뢰성제고 요인중 중요도를 선정하고, 한국형전투기사업 특성을 고려하여, 현 체제의 시험평가틀 내에서 적용하는 방안을 중심으로 살펴보았다. 본 연구에서 도출된 적용방안은 시험평가 구체화를 위해 조기에 기본계획 작성 및 조직을 구성하여 개발에 참여하고, 핵심부품의 시험평가와 다른평가와의 연계방안 및 시험평가적용이제한되는 사항에 대한 적용 범위를 제시하고, 시험평가 전문기관 설립으로 등으로 안정적이고 전문성있는 시험평가 여건을 보장함으로 신뢰성있는 시험평가에 기여 하는 것이다.
