Urban Planning Department Inspect the operation status of the Urban Planning Committee of Incheon Metropolitan City and diagnose the current governance stage. In addition, theories on the necessity of establishing a governance system for the efficient operation of the city planning committee in terms of partnership, leadership, and social capital are presented, and social capital is verified and synthesized in terms of norms based on analyzed network and environmental factors . Finally, we will summarize the factors of forming cooperative governance, and propose a basic level institutional plan for building cooperative governance and support measures for fostering competence of actors. In this paper, we analyze the composition and operation status of the Urban Planning Committee from the viewpoint of governance, find out the problems, and conduct detailed research and analysis to suggest the improvement plan through in - depth study to establish the roles and functions of the desirable Urban Planning Committee.

The performance of diesel engine is more excellent than gasoline engine"s in terms of a fuel efficiency and durability so that it can be applied to a heavy duty commercial vehicle. However, the NOx and PM emitted from the diesel engine are remained to overcome and its regulation is reinforced recently. To this reason DPF system are becoming more common from Euro-4 regulation and effective DeNOxsystem is required for satisfying future regulation. Urea-SCR in these DeNOx system is emerging as the best solution in commercial vehicle. This technique is well known since several years and derived from the exhaust gas treatment of power plants and stationary engines. Honeycomb shaped catalysts(coated catalyst) based on titanium dioxide containing active component are used predominantly. In this paper extrusive SCR catalyst without inactive support substrate is introduced and compared with coating catalyst in DeNOx performance.

Whereas fuel economy of a vehicle is measured using a chassis dynamometer, that of construction machinery such as an excavator shall be presumably measured using simulated work cycle. In order to measure fuel consumption under a simulated work cycle, a measurement methodology, while excavator operates in dynamic(transient) motion, needs to be examined and developed. In this work, three methods (gravimetry, ECU CAN signal and mass flow meter) are studied and compared. This work reveals that when ECU CAN signal is properly calibrated and evaluated, compared to gravimetry or mass flowmeter, it could be used to measure fuel consumption with accuracy and thus for approval of the fuel economy of construction machinery.
